By Western standards, there is indeed no legitimate reason. As for its prevalence in the Muslim world, authorities may find false reassurance in the notion that FGM is not spelled out as an obligation in the Qur'an. But Islam is not a sola scriptura faith. The practice of Islam also depends on traditions handed down in ahadith and biographies of Muhammad, and schools of jurisprudence. That, for example, is why Sunnis and Shi'ites can read the same Qur'an and differ on so much.
With FGM, one finds that the Shafi'i school of Islamic jurisprudence holds FGM to be obligatory, with other schools also failing to condemn it: "Hanbalis hold that circumcision of women is not obligatory but sunna [commendable according to the word or example of Muhammad, but not obligatory], while Hanafis consider it a mere courtesy to the husband." - Umdat al-Salik e4.3.
Muhammad himself did not condemn it: "A woman used to perform circumcision in Medina. The Prophet (peace_be_upon_him) said to her: Do not cut severely as that is better for a woman and more desirable for a husband." - Sunan Abu Dawud 41.5251
Therefore, as long as practitioners do not consider their version "severe," or as long as they can imagine a way it could be worse, they have an excuse to continue mutilating girls. Thousands of British schoolgirls as young as eight face being taken abroad this summer to have their genitals mutilated and stitched up to preserve "purity".
A campaign by the Metropolitan Police and Foreign Office will suggest that more than 22,000 girls under the age of 15 risk being taken abroad by their family for "cutting", based on data from The International Centre for Reproductive Health.
Campaigners say the victims are being failed by a lack of awareness from teachers and neighbours.
Girls may have their outer genitals removed and stitched up to preserve their virginity, with an opening as small as a matchstick head, meaning it can take up to 20 minutes to urinate.
The World Health Organization recognizes four categories of FGM. What is described in the preceding paragraph is Type III of the four: excision and infibulation. This practice is common in Somalia. In Egypt and other areas, clitoridectomy -- the severing or excision of the clitoris -- is standard practice, as described in Umdat al-Salik, a Shafi'i jurisprudence manual certified as "reliable" by al-Azhar University in Cairo. As many as 130 million women worldwide have suffered one form or another of FGM.
Female genital mutilation (FGM) is most common in Muslim areas, from North Africa to the Far East, although Koranic scholars have proclaimed it incompatible with Islam. Engaging or assisting in it carries a prison sentence of up to 14 years in the UK.
There have been some recent rulings against FGM. Enforcement, and repudiating centuries-old Islamic traditions, is where the greater challenge lies.
A specialist with the Metropolitan Police, Detective Sergeant Vicky Washington, said: "There are no legitimate cultural or religious reasons for FGM -- it's child abuse."
The well-sourced and respected book "The Arab Mind" by Raphael Patai (Revised edition 2002) as well as other reputable sources, give the figure that 90% of Egyptian females undergo female genital mutilation. Patai cites that in 1973-74 "woman doctor Nawal El Saadawi, and several male physicians [in Egypt, indicated that] no less than 97.5% of uneducated, and 66.2% of educated families still insisted on ...clitoridectomy....on their daughters". The revised edition (Patai) also mentioned the more severe mutilation practiced in the Sudan and in several other Arab countries (performed on girls aged 4 -8). He goes on to cite Saadawi regarding the "bitter denunciations of Arab society for what it does psychologically to its women."

Why are these kind of child abusers protected from prosecution? I think it's probably a combination of political correctness, 'cultural sensitivity' and dhimmitude.

And if it's not in the Qur'an, how did it come to be incorporated into the body politic of Islam? I mean, with such an upsurge in cleanliness and women's rights, heretofore unseen in the Jahiliyyah, how did this holdover merit inclusion in the ethos of Muslim families?

Excuse me Detective Sergeant! This is a whole lot more than child abuse - this is GBH (grievous bodily harm).
There is a spiritual explanation. Satan has always been jealous of woman because they have the ability to bring forth life and he doesn't. In his quest to convince everyone he is God this is a sore point because how can "the" creator not be capable of creating life? He is a fraud and this sticks in his craw. What better way to take out his rage than to abuse those who have the ability he is so sorely lacking?
If Islam is the most perfect form of Satanic worship on the planet, which I believe it is, then it only makes sense that he would demand the most excrutiating sacrifices from those he hates the most. Woman must be abused to a very high degree to satisfy Satan's wounded ego. And he employs Muslim men, who also suffer from wounded egos, to inflict these atrocities on the weaker sex, which in my opinion ensures that this vicious cycle continues and guarantees that Islam promotes a society of barbarians since the one element that could civilize that society, women, are abused so badly that they often end up abusing the next generation.

I disagree. I don't disagree that this sort of thing is something that would please Satan, but I don't think it has anything to do with a chauvinistic jealousy over creating life. Women with even the most severe form of FGM can still conceive and bear children, but only through agony and sometimes impromptu surgery.
No, this is just another method to control the "evil" sexual impulses of women, something that apparently terrified Mohammed, and make it virtually certain your prospective bride is not only a virgin, but will likely not have much - if any - inclination to seek out extramarital affairs after marriage.

No, that's not the point Corn Holio. Whether a woman can still have children or not is immaterial. The goal is to cause them as much pain as possible. And Satan has a big button on sex and a vested interest in turning it away from it's first and foremost goal, that of creating children inside the protection of a marriage and secondly, to create and strengthen a loving relationship between husband and wife so that those children have a foundation to be nurtured on. If she is in pain every time the couple has sex and he insists on banging away at her whether it hurts her or not, (after all, that's his right, right?) then it's not likely that bond will be strengthened as she grows to resent his indifference. Not exactly a recipe for a stable society, unless we count terror as the basis for keeping everything in order.
Whether it's pornography, stupid TV shows for the mindless masses like Glee or ripping out a woman's clitoris, Satan has done his best to destroy what's good about sex and make it as foul and disgusting as possible.
