WASHINGTON — The Obama administration is suspending and, in some cases, canceling hundreds of millions of dollars of aid to the Pakistani military, in a move to chasten Pakistan for expelling American military trainers and to press its army to fight militants more effectively.
Coupled with a statement from the top American military officer last week linking Pakistan’s military spy agency to the recent murder of a Pakistani journalist, the halting or withdrawal of military equipment and other aid to Pakistan illustrates the depth of the debate inside the Obama administration over how to change the behavior of one of its key counterterrorism partners.
Altogether, about $800 million in military aid and equipment, or over one-third of the more than $2 billion in annual American security assistance to Pakistan, could be affected, three senior United States officials said.
This aid includes about $300 million to reimburse Pakistan for some of the costs of deploying more than 100,000 soldiers along the Afghan border to combat terrorism, as well as hundreds of millions of dollars in training assistance and military hardware, according to half a dozen Congressional, Pentagon and other administration officials who were granted anonymity to discuss the politically delicate matter.
Some of the curtailed aid is equipment that the United States wants to send but Pakistan now refuses to accept, like rifles, body armor and night-vision goggles that were withdrawn or held up after Pakistan ordered more than 100 trainers in the United States Special Forces to leave the country in recent weeks.
Some is equipment that cannot be set up, certified or used for training because Pakistan has denied visas to the American personnel needed to operate the equipment, including some surveillance gear, a senior Pentagon official said.
And some is assistance like the reimbursements for troop costs, which is being reviewed in light of questions about Pakistan’s commitment to carry out counterterrorism operations. For example, the United States recently provided Pakistan with information about suspected bomb-making factories, only to have the insurgents vanish before Pakistani security forces arrived a few days later.
“When it comes to our military aid,” Secretary of State Hillary Rodham Clinton told a Senate committee last month “we are not prepared to continue providing that at the pace we were providing it unless and until we see certain steps taken.”
American officials say they would probably resume equipment deliveries and aid if relations improve and Pakistan pursues terrorists more aggressively. The cutoffs do not affect any immediate deliveries of military sales to Pakistan, like F-16 fighter jets, or nonmilitary aid, the officials said.
Pakistan’s precise military budget is not known, and while the American aid cutoff would probably have a small impact on the overall military budget, it would most directly affect the counterinsurgency campaign. The Pakistani Army spends nearly one-quarter of the nation’s annual expenditures, according to K. Alan Kronstadt of the Congressional Research Service....

It is a start and about time I might add. Our leaders have endorsed and supported terrorists for far too long. I'm certain there must be grounds for treason at some point. After all if you are not protecting our nation from its commen enemies then you are a trader. If you are in office while doing so then you are probably committing treason.

I guess some folks have their heads in the sand.Because they haven't learned anything about terrorism these last 35 years. Seems like our officials are the only ones who don't understand the ideology of Islam yet. They still think they can buy allies with money, weapons, and kindness.

This is good news but ANY aid given to Pakistan should have conditions attached like to get rid of the blasphemy law and protecting minority rights.

And not protecting the truck convoys passing through to Afganistan which are attacked and burned with such apparant ease should be penalised such that a truck burned should result in millions of dollars being deducted from aid packages.

It's way past time to CANCEL ALL aid to Pakistan. How do you think they have more nukes than the UK? Because we keep giving them money!!! Are we going to keep providing them money so they can purchase more weapons, thereby making them one of the most heavily armed and unstable regimes in the world? It's suicide!

Sounds good until one reads the fine print: it's mostly for stuff they don't know how to use, or which requires trained American operators whom they refuse to admit to use; and it may be re-instated if they do allow Amrican operators in. Kind of like halting $800 million worth of locomotives to a country which: a. has no railroads, and b. will not allow Americans in to build a railroad, but c. will resume if they do allow Americans to build a railroad.
Meanwhile, how many billions of dollars continue for the F-16s and the "humanitarian" aid?

I don't understand our supplying F-16 and sophisticated weaponry to Pakistan. This has nothing to do with fighting insurgents, and everything to do with fighting India, which is a democratic, economically-dynamic, and truly multicultural country.

We're caught in a chain of our own making. We have a heavy military presence in Afghanistan, making us dependent on Pakistan for border access. We also supplied Pakistan aid during the 1990's, when they were first producing their stockpile of nuclear weapons. Now, the implicit (or explicit) threat is, the weapons will go rogue if we don't continue to fund their government, and by implication, its nuclear arms program.

Our elected leaders seem to be in a mode of plugging the dyke wherever they can, looking to the next year or so, and hoping the future will take care of itself. And indeed, there is no real solution to the problem. Pakistan now has a substantial stockpile of nuclear weapons, and India and Pakistan are probably operating on hair triggers with their nuclear forces. What can you do to solve that sort of problem?

I actually think President Obama is on the right track. He is slowly winding down our presence in Afghanistan. I would prefer an immediate withdrawal, but the President has many political pressures. Once we are out of Afghanistan, we can begin slowly withdrawing our aid from Pakistan, hoping the government will totter along, perhaps devoting some resources to infrastructure and real education, rather than to the production of nuclear weapons. In any case, if there is to be an apocalyptic confrontation, the sooner the better. Pakistan continues to increase its nuclear stockpile.

The whole Aid Programme for Turkish Cypriot community will total 28 million euros in 2011 and 1.5 million euros has already been approved earlier this year to fund the EU Scholarship Programme for the academic year 2011/2012.

Correct. And it just beggars belief for US to pretend now that it was oblivious to Pakistan's nuclear efforts whereas it assisted in the entire enterprise is probably more nearer the truth.

This is precisely the point that worries me: The costs incurred so far and the way in which money has been pissed away in grossly ill-considered efforts.

I imagine the operation against OBL in May wasn't cheap, but I'll bet anything that it was a lot cheaper than the proce tag involved in the Afghani nation-building project. Imagine if, in the Fall of 2001 in the Tora Bora Mountains, we had bagged OBL, then excused ourselves from Afghanistan, promising to return only to pass out tickets to paradise. How much money would have been saved?

Or what if Mr. Bush had found another re-election strategem rather than the invasion of Iraq? The threat of commando insertion would have put Saddam on guard and Saddam in turn could continue to bung up the more malevolent forces of Islam through his secular despotism. How many trillions of dollars would have been saved?

On top of these fisacos, we have passed money out Moslem polities, perhaps to their unbelieving but certainly ungrateful delight. Part of the jihad, perhaps the most important part, is to see the US economy in ruins. We're in this war for the long haul and must fight with a recognition that we are indeed at war, with intelligence, determination, honesty and economy of effort. And stop aiding and abetting the enemy. Are we doing any of these things?

$880M is a lot of money, and it is a welcome step in the right direction, but it is still less than 0.1% of the multi trillion dollar debt that the US is carrying.

Cut all civil and humanitarian aid to Pakistan for at least a year. Even though this sounds harsh, when we supply non-military aid to countries like this we are simply freeing up money in their budgets that might have gone toward improving their own citizens' prospects. Giving them $100 million in civil relief simply means their government will take $100 million more from their treasury and channel it toward the military. If we sent them $100 million in concrete, they would just use it to build bunkers, barracks & runways for military aircraft instead of roads, dams or hospitals for their civilians.

Life never gets better for the average person in places like this.

Blockade the borders of Pakistan. Stand shoulder-to-shoulder with India. Sink ships and aircraft attempting to unload after being told to stand off or turn back. Seize or freeze all of Pakistan's assets. Turn back all refugees seeking to flee that miserable cesspool. Shoot to kill if necessary. Make the refugees fear the border more than they fear their own military. Let the Pakistani government be toppled from within. Let the citizens get so hungry and so desperate that they tear their self-serving despots limb from limb and put their heads on pikes outside the halls of government as a warning to the next pack of office holders. Repeat as often as necessary.

Of course, it's possible that Pakistan would turn toward China. That would be a sweet form of justice/revenge, too. If the Pakistanis thought the West was difficult or unreasonable in our refusal to further cooperate in our own demise, just wait til they meet the Chinese! The Chinese will eat them alive and use Pakistan's bones to pick their teeth afterward.

Well, I'm an admirer of India. You have developed into a dynamic, modern country in a very short time. I hope you continue to develop your technological capabilities and the integration of all peoples and classes in your society.

I don't see any point in trying to assign blame at this point. In the past, India chose to ally itself heavily with the Soviet Union. Our strategy at the time, which may or may not have been the best, but which was certainly reasonable, was to drain the Soviet Union by supporting wars on its periphery...kind of like the Soviet Union did to us during the Vietnam war. Pakistan was part of that strategy, so our leadership did not look ahead to the Islamist threat.

I really have nothing bad to say about India. I hope the US tilts towards more trading, political, and technological ties with India. Militarily, India should handle its own affair.

I read where Pakistan offered the Chinese a port on the southern coast to build a naval base, and maintain a permanent presence...I don't know if the Chinese accepted or will accept...If Pakistan becomes a Chinese satellite, I think you are right, that China won't put up with too much, and will be brutal if their interests are threatened...

I agree with you almost completely. The US should protect its borders and stay out of Middle Eastern military affairs. Our alliance with Israel is technological, not military. Israel protects itself.

However, although our invasion of Iraq was a deep mistake, and our occupation an even worse one, Hussein himself was an unstable and unpredictable personality. He was starting to be delusional, and was known to kill his advisers who contradicted his views. It would have been defensible to go in and kill/depose Hussein, and then leave Iraq to the next Ba'athist dictator.

I think Clinton had by far the best strategy, which was to seal up Hussein's military, and allow the development of the Kurdish state. Although, the terrorist Zarkawi, who killed so many Iraqis and US troops after the invasion, hid out in the Kurdish territory rather than Iraq prior to the invasion.

Right, so where do we disagree? If Obama is on the side of Jihad then of course killing OBL is either:

1. Taqqiya to fool the naive infidels into thinking he is anti-jihad

I am hoping that America and India rapproach, that America withdraws from Afghanistan and Iraq and that it firmly follows a worldwide pro-democratic, anti-islamic policy. Even now many Muslims assert that America is at war with Islam, which even Obama had to deny publicly.

I know that in Pakistan too there were elections, but I don't think it is worth so much money trying to save nation-building and democracy in very hostile Islamic surroundings.

The Pakistani's, Afghans and Iraqi's must know that the Taliban with its allies is responsible for 78 % and indirectly for 99 % of the deaths of their countrymen and still they protest vehemently whenever innocent people get killed when the Americans strike back at the Taliban.

This comes from a basic Islamic hostility and it seems incurable. Americans should not endeavour to turn enemies around but they should nurture natural friends, like the Indian Hindus are. Let China and Russia take care of all the Islamic countries. And good luck to them with that!

And also, I am hoping somehow the next US government will make it impossible for Muslims to legally immigrate while still adhering to that dangerous, clearly anti-democratic faith Islam. The problem is that there is a militaristic doctrine called Islam dressed up as a religion. It's manual, al qur'an, instructs Muslims on the ways of war. Terrorism, lying, deception of all kinds. The goal? To subjugate the world and impose Sharia.

That's not a problem between me and Obama, that's a global problem. And only through education (which is what JW does) and raising the level of awareness of the threat of Islam can we defeat the greatest menace to civilization in 2,000 years.

It is a will 'o the wisp to talk about American oil independence. We get more of our oil from Canada and Mexico than we do from Saudi Arabia. There are two problems with oil from Saudi Arabia:

1) It gives the Saudi princes billions of dollars to fund fundamentalist Islam;
2) It gives American presidents the incentive to subsidize oil prices by using the US military as a tool of stabilizing the very unstable Saudi regimes.

In point of fact, the US could get along without Middle Eastern oil. Prices would rise dramatically, though, to approximately what they would be without the expensive use of the US military as a guarantor of the present Saudi government.

The people who talk about oil independence are actually trying to wean us from Middle Eastern oil sources without the pain of higher prices. Whether we have shale refining or offshore drilling or not, we will have higher oil prices if we stop supporting the Saudi government. It's a trade off, and we had better accept the idea if we wish to have realistic, long-term policies by the US government.

Appreciate that you want to cut it off, but it needs to be permanent, not based on their behavior. If Pakastan repents and they all become beautiful people, it would still be unconstitutional for the federal government to give our money away to foreign nations. Where in the constitution does it give them that authority? We are broke because of this stupidity.

Pakistan should be put on the terrorist list - it;s supporting terrrorism whether towards its own non-Muslim population, especially Christians (and women/girls are treated like animals too) or terrorism in Kashmir, Afghnaistan (Taliban originates from Pakistan) and the UK! This nuclear-possessed country is the most dangerous Islamic country after Iran!

That said, I think Lawrence Solomon argues that technology, in deed for the first time in history, improves so much that perhaps the price of oil won't have to be higher anymore, without the damned Saudi's.

That, and the despair about the beyond huge American deficit, is changing the voters, who will welcome energy-independence when it solves this deficit, perhaps, who knows, at the cost of slightly higher prices.

If the States stops funding Pakistan then India will sigh a breath of relief since part of this aid is used against India in the form of terrorism.

STOP FUNDING PAKISTAN for everyone's sake. For the record, I think the US should stop using its military to protect the Saudi regime. Of course, Saudi Arabia holds billions/trillions of dollars in US bonds. It's basically protection money. But, if we threaten Saudi Arabia, they could easily throw us into a long depression by selling their bonds.

Our foreign adventures make us like junkies, becoming more and more dependent on enablers to let us live far beyond our means. If the Saudis stop buying our bonds, the price of oil will go up rapidly enough to suit anyone, and there will be more than enough incentive for oil shale, offshore drilling, and dramatic energy conservation.

Feminized Pakistan must choose between two lovers, they cannot keep them both. China will go home with a broken heart, it cannot compete with the generosity of Uncle Sam.
