It might be instructive to speculate about what there is in Muslim culture and laws that reinforces consanguineous marriages. I emphasize this is only speculation. Social Darwinists do evolutionary theory a disservice by presenting their speculations as proven dynamics.
It's easy to see why Muslim culture produces cousin marriages. Any girl-child not married by the age of 10 or so is married by her family to a rich, influential, probably much older Muslim male with multiple wives and probably a very low libido. So, any Muslim male who doesn't snag a first cousin early is out of luck in the offspring department, since there are virtually no unmarried Muslim females past their very early teens.
Add to that, the violently-enforced strictures against a Muslim woman meeting any male at all. Muslims know the members of their family, and that's it. There is no wider pool of Muslim mates beyond close family.
But, this begs the question of how Muslim populations survive with this extremely dysfunctional dynamic. It probably worked well in a low-tech age, where intelligence played less of a role than it does now. The low-IQ Muslims were good for cannon fodder, and Muslim societies prospered when conquest was possible, and stagnated when it wasn't. Muslim countries had an extremely high birth rate, and an even higher death rate.
The development of technology offset the availability of low-intelligence cannon fodder, and Muslim countries, from the Age of Enlightenment on, were noticed only by their acts of piracy.
Now, we get to the interesting part. It is obviously only the importation of foreign capital and resources that keep Muslim countries afloat. Left to themselves, even with oil, most Muslim countries would continue to stagnate, producing low-intelligent offspring, and living in the muck with high birth and death rates.
The dynamic changes with immigration and foreign aid. Muslims who immigrate to Western countries are able to maintain their highly dysfunctional culture by the tremendous amount of resources used by their host country to maintain their damaged children and their adults who are unable to maintain a job, due to their low intelligence, lack of physical endurance, high rates of illness, and the like. In other words, a tremendous amount of money is spent maintaining people who would otherwise die in their native countries, but now not only drain welfare, but have huge numbers of offspring themselves.
Similarly, foreign aid allows cultural basket cases like Pakistan, Yemen, and Libya to persist in their practices, because foreign support removes the consequences of producing a low-intelligent, low-functioning population. Any upheaval, such as the Libyan Revolution, disrupts the very thin support system and pushes huge numbers of people to try to enter Europe, where they can count on support being provided.
I summarize my argument. Dysfunctional marriage practices producing large numbers of damaged offspring are encouraged and supported by the open welfare policies of host countries. These same practices are supported through Western foreign aid to countries which would otherwise experience huge death rates as long as these practices were maintained.

I think most here will agree with you, RonaldB, that "consanguineous marriages" are draining on our societies, especially in the Multiculturalism milieu of 'no one left behind', so all school children are forcibly 'left behind' by mentally deficient close-kin offsprings sharing their class rooms. Then there is the drain on social services, regressive cultural dysfunctions by maintaining a 'culture' of oppressed women and forced marriages, the exploitation by fanatical imams of their low-IQ youth for cannon fodder in their Jihad, and the sheer cost to society of maintaining this culture both at home and abroad. It makes no sociological, civilizational sense at all.
Wouldn't it be preferable to contain the problem at its source? A few simple steps can reverse this 'brain drain' of our civilizational achievements, without imposing draconian restrictions on socially dysfunctional Islamic practices. Just some simple tests and advisory information to all immigration applicants, including asylum seekers:
1. Firstly, examine and expose where these "first-cousin" marriages are either encouraged or excused in the Koran and Sunnahs. That should be easy, as their writings are an open book, and though they don't like it, we point it out to them and make it public knowledge.
2. Second, advise those who force first-cousin marriages on their daughters, or sons, will disallow return with their ill-chosen, often underage, spouses from the home country, their coercing parents included. This will limit the low-intelligence, often unhealthy offsprings from such ill-advised connubial bliss.
3. Thirdly, examine immigration applications for such co-sanguine marriages that already exist, especially if multiple wives, with damaged offsprings. Nice way to limit immigration from a welfare draining pool of entrants, those who may not add to our society, but rather drain its resources.
4. Fourth, a simple language and intelligence test for entrants on Multicultural grounds that all cultures have equal worth, so to not disprove the hypothesis, immigrant applicants must show this for fact. Of course, if they fail, they stay behind in their Sharia paradise.
By cutting off this close-kin marriage phenomenon, our societies will be enriched by the lack of high birth-rate, low-intelligence immigrant offsprings who will retard our educational system and drain welfare and medical services. I like your thinking. There are a few problems with your solution, however.
1)You are assuming that education and information will have an effect on the extremely dysfunctional family practices of Muslim immigrants. Abstract concepts is exactly what low-intelligent people do not understand. Also, Muslim interest groups such as CAIR and ISNA (check out their websites) are very sophisticated, and are surely already familiar with your arguments. There is a strange phenomenon of Muslims coming to Western societies, becoming educated and doing very well economically, and still maintaining their commitment to the ummah.
2) You are assuming that it is possible to monitor cousin marriages, or even men with several wives. In England, they have a recurring problem where multiple wives of Muslim men claim to be unmarried, and draw benefits from welfare for unmarried mothers. It is very difficult to prove this situation where the people involved respect only Sharia practices, and ignore the laws of their host country.
This goes back to the situation of Muslim interest groups, very sophisticated and politically connected, that oppose any such monitoring of Muslim practices.
3) As Muslim communities grow, it becomes increasingly difficult for public officials to monitor any practice at all, from FGM to underage, forced marriages, to honor killings. Look what happened in Tampa Fla, where the coroner's office concluded that a Muslim woman had killed herself by banging her head repeatedly on a coffee table. The Muslim community is influential in Tampa, and the police chief obviously didn't want to take on a political fight.
But, I would go further than not allowing someone back into the country who arranged for underaged or consanguinous marriage. I would make taking a child abroad for any unlawful practice: underage, related marriage, or FGM a first class felony. They can return to their native countries after serving 10 or 15 years in prison. Also, I would simply not allow in more Muslims: harsh, but more likely to be effective.
I think your tests of intelligence would be beneficial for all immigrants.

First of all, through the Torah does allow one to marry one's cousin, and techically even for an uncle to marry his niece, this is extremely rare even in Israel, where cousin marriage accounts for less than one percent of Jewish marriages, even among the Jews stemming from Muslim countries. Consanguinity is, however, astoundingly prevalent among Israeli Arabs, who marry cousins at the rate of 47% of total marriages. First cousin marriages are actually more common among French Canadians than they are among American or Israeli Jews.
Though there are instances of cousin-cousin marriage in the Tanakh (Hebrew Bible), Jews are in any event required to follow the law of the land, which in most cases forbid such unions.
I don't personally know any Jews who are married to their first cousins.
Even though traditional law does allow such unions, the fact that modern science has proven them to be dangerous would give halachic authorities grounds to outlaw them, since the sanctity of human life overrules almost all other considerations in Jewish law.

No matter how "politically sophisticated" their lobby groups may be, they can't change the truth or scientific fact that "first cousin" kin marriages produce defective offsprings. 'Hugh Fitzgerald', formerly a frequent poster and supplier of excellent articles for this website, has speculated more than once that the prevalence of consanguineous marriages within the Ummah is not so much a result of following explicit Quranic/ Hadith instructions about marriage and who is permissible, as a symptom of what might be called 'the atmospherics of Islam': the zero-sum mentality, the suspicion and aggression that saturate Islamic societies. Nobody really trusts anybody else; so marriages tend to be endogamous, since although you can't even fully trust members of your own family or clan, you do trust them a little bit more than you trust, say, people from the neighbouring clan.
Spengler argues in his new book that the large number of consanguinous (first- and second cousin marriages) in the Islamic world stems from the character of Islam as a universalization of tribalism, the archaic form of social relation in which blood ties are dominant and accordingly the individual has comparatively little significance. Spengler says Judaism, by contrast, was not fundamentally tribal, insofar as the Jewish covenant was a covenant between God and each individual Jew. Through the covenant, God limited his own powers so as to grant fundamental rights to each person. Those rights cannot properly be taken away by any human ruler.
Spengler says that whereas Islam universalizes the archaic tribal social relations, the only thing Judaism and Christianity can be accused of is having been more or less defeated in some places (Europe) by tribalism, expressed for example in certain kinds of nationalism (e.g., the nationalism working in the background of the Thirty Years War of the 17th century), and the way those nationalistic, pagan, tribal forces took over and distorted Christianity through the centuries, corrupted it, and more or less defeated it in Europe.
Spencer says the similarity between Judaism and Islam is very superficial, and points out, for example the huge difference between the way orthodox Jews pray together, and the way Muslim groups pray. Jewish communal prayer is far more individualized and far less synchronized than Muslim prayer.
Spengler points out too that over the last century, any given Jew was literally about 5000 times more likely than any given Muslim to win a Nobel prize in the non-political fields of mathematics, science, economics, medicine, literature. 1 in 89,000 Jews won a non-political Nobel prize. 1 in 450,000,000 Muslims did so.

In his new book Spengler has some other interesting things to say about "tribalism" or "paganism."
He says that tribal societies are like the nested Chinese dolls: the family is a sort of image of the tribe, the tribe an image of the clan, and the clan an image of the archaic, blood-tie-based authoritarian state. And at each level, state, clan, tribe, and family, a sort of head of state acts with more or less unrestricted authority. Spengler mentions how in ancient Rome the father of the family had the power of life and death over his children.
That nesting of each scale of tribal, blood-tie-based society in each larger scale reflects a kind of totalizing integration of every level into the next higher level. Each scale necessarily mirrors the next larger scale, in a kind of authoritarian hierarchy. At the top of such societies is God. One sees this in the deification of the pharaohs, or of the Roman emperors, and in the designation of rulers as representatives of God, and so on.
In sufficiently ancient societies, the through and through hierarchical quality of the society was not yet something false, was still somewhat natural and organic in its working, because people had little or no consciousness of individuality as yet. Think, say, Egypt, 2800 BC. But by the time of the ancient Roman Republic, that old form of society is already becoming something terribly false. The deified Roman Emperor is a grotesque monstrosity in a way that was not the case with the early pharaohs.
Because the Jewish covenant was considered to be a covenant between God and the individual, a covenant in which God self-limits divine power, the hierarchical structure of ancient tribal societies was transformed and leveled. The individual gradually emerges, with rights that no human ruler can take away, since those rights were covenanted to the individual by God. God is conceived as having a much more direct relation to each individual, and is no longer mediated primarily through a line of state authority and blood-tie hierarchy.
Ancient collectivism was thus on its way out. The "I Am," as YHWH, the transcendent Other, and also within, as the individual, was coming into the evolving consciousness of humanity.
If a society's culture is organized to maintain archaic blood-tie-based hierarchical collectivism, then the hierarchy of blood ties would naturally tend to determine a great deal, including marriage.
Islam apparently tends to maintain the traditional tribal hierarchies, and accordingly the suppression of the individual, with the qualification that any non-tribe member who adopts the tribe's religion can become a tribe member (and any tribe member who abandons the tribal religion can be killed).
Islam thus seems to be an amalgam of blood-tie-based society with a totalitarian ideology that seeks to maintain the collectivism and traditionalism of blood-tie-based society even as the blood ties tend to break down.

Consanguinity accounts for the mental deficiency of people, but a mental deficient can often be a nice person or very sweet, as attested to by many Downe's Syndrome or other types of mentally afflicted children.

Every culture and religion has some wrong traditions and practices. I judge the quality of the culture of various people by its ability to accept and assimilate the best available new scientifically demonstrable knowledge, while abandoning 'traditions' that are clearly detrimental to the various members of the society. It is for this reason I deplore the actions of defenders of 'tradition'. In my judgment, Muslim culture is the worst offender in this respect. It has been known by human beings for thousands of years that close marriages produce unhealthy and stupid progeny. This practice should have been abandoned millenia ago. Yet they cling to it. It is symptom of the poor quality of the religion and culture of islam. I am sure that the Western societies will rise to the challenge in ways that I cannot foresee at the moment. Certainly some form of legal barriers will have to be implemented to counter the islamic onslaught on myriads of fronts.

The description of Islam as anachronistic and dysfunctional begs the question of why Islam persists and appears to be spreading at the expense of more civilized patterns of organization.
For example, Muslims will immigrate to the US, England, Australia, to mention three countries where there is a natural barrier to mass migration, and do very well individually. Yet, the educated Muslims maintain their commitment to Islam and Sharia.
The theory of natural selection holds that dysfunctional variants of a species (or society) will die out in competition for resources with the more efficient individuals. We can see that in the Middle East, where an individualistic Israel is far more prosperous, productive, and militarily strong, than all the Muslim countries put together, other than the fortuitous circumstances of the gulf states floating in oil pumped up by western technology.
Yet, it is western religions, such as Christianity and Judaism, and flexible, humane religions, such as Hinduism, and western countries, such as France, Norway, and Denmark, which find themselves on a very slippery slope to further Islamisation. Israel, the strongest country in the region, should be serving as a model for the Muslim countries, which are constantly fighting wars among each other. One would think that a Middle Eastern country would come out stronger than its neighbors by minimizing Islam. Instead, the opposite seems to be taking place.

Powerful point, traeh, for why our Juedo-Christian civilization is leagues ahead of Mohammedan tribal civilization. They never developed the basis for the "rights of the individual", so remain locked in an archaic tribalism mode. This lay beneath the surface of its 1400 years history, but today with modern scholarship and lightspeed communications, including internet, all this has raised awareness in our civilizational consciousness. I agree with Spengler/Goldman "Islam is dying", and this is why. In the UK (and I believe some US states) cousin marriage is still legal. In practice it is extremely rare in the indigenous population.
I well remember 50 years ago "having a thing" for a female cousin. My parents, drawing on ancient wisdom, rapidly disabused me of the idea and this included the warning about disabled kids. As it happens I knew more about genetics, scientifically, than they did but ancient experience was just as good.
Last year I took a Sikh friend to hospital in the nearby city. As I waited for her in the car park for about an hour I was amazed at the number of Muslim mothers of various ages wheeling out seriously disabled children - and this City isn't a particular "saturation point" for Muslims - yet. Time cousin marriage was banned worldwide and cousin marriages from Pakistan etc. disallowed in the UK.
Cousin marriages used to be more common in the US, especially in the push westward when families traveled and settled together, making other marriage partners hard to come by. It is not forbidden in the Bible, though many states now outlaw it for medical reasons (maybe from the 'racial hygiene' era?) From a medical standpoint, eventually cousin marriage will weed out the weak (who will not reproduce). The best thing to do would be to pass a law against it, since it is creating a huge societal problem. Then again, muslims may demand that homosexuality be outlawed as well, as there are negative health risks associated with that as well.
We have this problem in the United Kingdom where most Muslim immigrants come from Pakistan. It imposes an unnecessay burden on our National Health and Social Services. Muslims are made aware of the danger, but most accept the risk and continue to marry first cousins. It is irrefuably the case that such marriages result in a very high level of totally unecessary mental and physical defects.
Of course we are discouraged from publicly discussing the matter because it might upset the followers of the religion of peace.

I have one childhood playmate who was part of a member of a large black family and we have connected again on Facebook. The two largest black families in my school were strong hard working Christian families. 'John' however seems to have converted to Islam. He will be silent on Facebook until I post something exposing Islam. Then he will leave a disparaging comment expressing disappointment in me. So this is the missing link, to me, in Islamic controversy: how to begin exerting force on western society.
1. Express disappointment or offense to discourage and shape free speech.
2. Escalation point- If 1. fails then report to mosque.
3. Mosque voices offense to entity, in this case Facebook.
4. When or if that fails to modify free speech and impose default Sharia then Mosque escalates to Imam who interfaces with political entity. We'll use CAIR for example.
5. CAIR interfaces with most friendly, likely to fold political party. In our case the Democratic Party.
6. Democratic Party representatives begin meeting regularly with CAIR to craft legislation to halt offensive speech or (sausage McMuffins within 5 mile radius of Mosques).
Now my 2nd point:
Nobody on the planet is intelligent enough to orchestrate the hate and lies that Islam pumps out as a whole enchilada; especially if 60% of them are married to 1st cousins. But the one who can see the entire planet and roam back and forth and around and through it freely is Satan, formerly 'Lucifer' the fallen angel of light.
I forgive my Islamic fellow humans for the evil that they project on us all for they do not know what they are doing. Jesus asked me to do this in The Book. I am a Person of the Book. If my enemy is hungry I will feed him. If my enemy is thirsty I will give him water to drink and if my enemy is cold I will give him a blankie. By doing this I heap burning coals upon his head. (look up this euphemism to discover its true meaning)

Many know of the mental illness' within the families of the ancient Egyptian Pharaohs, as well as within the families of the Caesars of Rome.
But, with the inbreeding added with the element of Islam has produced a toxic mix, as is not know with any other examples en masse. The other examples are within families and not whole nations.

I agree with much of your post, Carpediadem—but I don't believe prayer time is very calming for most Muslims—especially those who pray at the mosque.
A lot of Muslim Kutbahs ("sermons") are very fiery and often incite violence, and even a disturbing number of Muslim prayers themselves call for violence against Infidels.
Given the amount of violence after Friday prayers in Dar-al-Islam, it is clear that Muslim prayers are often *anything* but calming.

I was being slightly facetious, perhaps insufficiently indicated by the 3 exclamation marks!!!;).( Though what I wrote about the postures is true in the yoga sense.)
Just to add to this, many Muslims pray for murder of the Jews and and Christians in very soft tones (others are, of course, practically hysterical with rage).
I've pondered this and figure that the idea and programming of murdering infidels is so much part of their upbringing that it is simply part of who they are and that expressing these wishes/thoughts does not cause any disturbance at all in their nervous system.
