I would assume Chicago Police Supt. Garry McCarthy was hired largely because of his anti-terrorism experience in Newark. Also, by now, the blanket surveillance of the Muslim community has been accomplished and the police know exactly where they should place their resources -- where the troublesome mosques are and who the troublesome imams are. He certainly didn't say there would be no surveillance in the Muslim community.
True, in a sane world, the leaders of the Muslim community would be pledging their support of the police department and their assurance of continual vigilance in combating terrorism.
