Yusuf Ali offers an interesting and I think cogent interpretation of this verse. Ali wrote, Islam expects "ordinary" (that is secular) governments to be imbued with "righteousness," and "on that condition" (does Islam) enjoin "obedience to such authority."
I think the implication is clear.
Today they have found a Bible dated 1500 years and Muslims have made a big issue about this artefact, the Gospel will always stand no matter what happens.

Are you serious? Obama knows nothing at all about problems in the Islamic world. If he did, he wouldn't be apologizing about the Qur'an burning. Thanks for that link, Youssef. The single most ridiculous thing is that Muslims are claiming this is a "1,500-year-old Bible"—meaning it is about as old as the Irish Book of Kells.
If the book did indeed mention Muhammed in some clear manner, this would indeed be quit remarkable.
But according to the article, this *is not* a 1,500-year-old book, but a book dating from 1500 AD—or roughly the time of the Renaissance. This would have been over 800 years after "the "Prophet" came along—so, not so noteworthy after all.
And since Anatolia had been conquered by the Muslims fifty years previously, this seems less noteworthy all the time.
Not that there is any proof of *any* of this, in any case, since the text of this tome has not been released to the public.
That won't stop Muslims from hailing this as some sort of great Islamic breakthrough, though, of course..
