Obama authorizes secret support for Muslim Brotherhood and al-Qaeda rebels in Syria

WASHINGTON (Reuters) - President Barack Obama has signed a secret order authorizing U.S. support for rebels seeking to depose Syrian President Bashar al-Assad and his government, U.S. sources familiar with the matter said.

Obama's order, approved earlier this year and known as an intelligence "finding," broadly permits the CIA and other U.S. agencies to provide support that could help the rebels oust Assad.

This and other developments signal a shift toward growing, albeit still circumscribed, support for Assad's armed opponents - a shift that intensified following last month's failure of the U.N. Security Council to agree on tougher sanctions against the Damascus government.

The White House is for now apparently stopping short of giving the rebels lethal weapons, even as some U.S. allies do just that.

But U.S. and European officials have said that there have been noticeable improvements in the coherence and effectiveness of Syrian rebel groups in the past few weeks. That represents a significant change in assessments of the rebels by Western officials, who previously characterized Assad's opponents as a disorganized, almost chaotic, rabble.

Precisely when Obama signed the secret intelligence authorization, an action not previously reported, could not be determined.

The full extent of clandestine support that agencies like the CIA might be providing also is unclear.

White House spokesman Tommy Vietor declined comment.

'NERVE CENTER'

A U.S. government source acknowledged that under provisions of the presidential finding, the United States was collaborating with a secret command center operated by Turkey and its allies.

Last week, Reuters reported that, along with Saudi Arabia and Qatar, Turkey had established a secret base near the Syrian border to help direct vital military and communications support to Assad's opponents.

This "nerve center" is in Adana, a city in southern Turkey about 60 miles from the Syrian border, which is also home to Incirlik, a U.S. air base where U.S. military and intelligence agencies maintain a substantial presence.

Turkey's moderate Islamist government has been demanding Assad's departure with growing vehemence. Turkish authorities are said by current and former U.S. government officials to be increasingly involved in providing Syrian rebels with training and possibly equipment.

European government sources said wealthy families in Saudi Arabia and Qatar were providing significant financing to the rebels. Senior officials of the Saudi and Qatari governments have publicly called for Assad's departure.

On Tuesday, NBC News reported that the Free Syrian Army had obtained nearly two dozen surface-to-air missiles, weapons that could be used against Assad's helicopters and fixed-wing aircraft. Syrian government armed forces have employed such air power more extensively in recent days.

NBC said the shoulder-fired missiles, also known as MANPADs, had been delivered to the rebels via Turkey.

On Wednesday, however, Bassam al-Dada, a political adviser to the Free Syrian Army, denied the NBC report, telling the Arabic-language TV network Al-Arabiya that the group had "not obtained any such weapons at all." U.S. government sources said they could not confirm the MANPADs deliveries, but could not rule them out either.

Current and former U.S. and European officials previously said that weapons supplies, which were being organized and financed by Qatar and Saudi Arabia, were largely limited to guns and a limited number of anti-tank weapons, such as bazookas.

Indications are that U.S. agencies have not been involved in providing weapons to Assad's opponents. In order to do so, Obama would have to approve a supplement, known as a "memorandum of notification, to his initial broad intelligence finding.

Further such memoranda would have to be signed by Obama to authorize other specific clandestine operations to support Syrian rebels.

Reuters first reported last week that the White House had crafted a directive authorizing greater U.S. covert assistance to Syrian rebels. It was unclear at that time whether Obama had signed it.

OVERT SUPPORT

Separately from the president's secret order, the Obama administration has stated publicly that it is providing some backing for Assad's opponents.

The State Department said on Wednesday the U.S. government had set aside a total of $25 million for "non-lethal" assistance to the Syrian opposition. A U.S. official said that was mostly for communications equipment, including encrypted radios....

Also on Wednesday, the U.S. Treasury confirmed it had granted authorization to the Syrian Support Group, Washington representative of one of the most active rebel factions, the Free Syrian Army, to conduct financial transactions on the rebel group's behalf. The authorization was first reported on Friday by Al-Monitor, a Middle East news and commentary website....

Some U.S. lawmakers, such as Republican Senators John McCain and Lindsey Graham, have criticized Obama for moving too slowly to assist the rebels and have suggested the U.S. government become directly involved in arming Assad's opponents.

The same clowns who are lining up against Michele Bachmann for wanting Muslim Brotherhood influence in the government investigated. What a coincidence.

Other lawmakers have suggested caution, saying too little is known about the many rebel groups.

Recent news reports from the region have suggested that the influence and numbers of Islamist militants, some of them connected to al Qaeda or its affiliates, have been growing among Assad's opponents.

U.S. and European officials say that, so far, intelligence agencies do not believe the militants' role in the anti-Assad opposition is dominant.

Oh, well, then it's OK.

What is really wrong with this OBAMA? You can not be so anti-American and be the president of the USA. Well, he may even re-win the elections with all these followers for reasons that I really can not understand. If OBAMA is re-elected we are DOOMED for sure.

Isn't it interesting how few people have the guts to come here and make an argument that Spencer is wrong in the positions he takes? They know they will be defeated by the arguments that will be made here in the peanut gallery, never mind the arguments Spencer himself could make. So most of our opponents cower elsewhere.

Anybody? We're waiting. Take your best shot. I guarantee you, on the merits you don't stand a chance. But go ahead, give it a shot.

John McCain, Obama's opponent in the last election, is foursquare for more intervention. Don't talk to me about how Obama was compared to his opponent.

I still don't understand where the US has a dog in this fight. Why are we involved at all? The US government doesn't know the people involved, doesn't understand the issues, and has no vital interest at stake whatsoever. Any action we take at best will not help us, and at worst, will put another hostile, Islamic regime in power.

If the rebels win, the Alewites will certainly become another major refugee group as they flee the murderous revenge of the rebel armies. Christians will almost certainly become another refugee group.

Why is the US becoming involved in yet another fight between unknown rebels and a heavy-handed, corrupt, but tolerable government?

I am sort of in the same age and education cohort group as Obama, minus the koran studies. The level of hate-America crap is not too fantastical. For example, the Young Republicans were quite an evil lot, just because they were. Obama gets votes from people who have not overcome or outgrown their "education." Obama is a symptom, not a cause. (He did not built that.)

Hi Ronnie, I'll take a stab at it. It's what in the 19th century was called 'The Great Game'. If you are a power, and the United States IS a power, you gotta be in the game. If you are on the sidelines then you will be exactly that....sidelined. That's why you see McCain taking that stance.

The reality is that if anyone oppresses their people badly enough eventually they will rise up. This is why I don't blame Carter for so-called 'losing Iran'. That's baloney. Or for Obama 'losing Egypt'. Same thing. Eventually it's going to happen. Putin has now 'lost Syria' and the game commences. I agree totally the alternatives are not at all appealling and if I be forgiven my cynicism, that's the Middle East. The United States is probably trying to extract some kind of 'he may be an SOB, but he's our SOB' out of it. Like you I am very doubtful. But the Russian are at it, the Chinese are at it and no doubt even the splendid French are at it.

I agree with you that the US Government probably doesn't understand the issues. Not knowing the people involved? Then they have been caught napping. Surely we knew this was coming? Vital interests? Well there is Iraq, right next door. We invested a lot of lives and money in that place. In fact one might even suggest that we started this whole regime-change gig that seems to have become so popular now.

Well, speaking as a former diplomat and a life-long student of international affairs, there are some games that states, like people, simply ought not to play. I'm disgusted by this decision to aid the Syrian rebels simply because the Muslim Brotherhood is one of those organizations that hates us for what we are as much as or more than for what we've done. Hence, if we take sides in the Syrian conflict, we end up supporting an enemy one way or the other.

Besides, you're right that if a regime has trouble keeping a compact with its people and becomes subject to so much criticism that a revolt is in the offing, that revolt will happen. In matters like the Egyptian and Syrian revolts, it is simply enough to make pious noises about hoping for a compromise and offering good offices; we really should not take sides.

Stuff like this happens because POTUS' Chief Counterterrorism Advisor is muslim sympathizer and notorious imbecile John Brennan, and the CIA Chief of Counterterrorism, "Roger," is an actual convert to islam and known to fiddle with his prayer beads during the day, per WaPo. This is like having two Nazis contribute to the daily group telecon with FDR during WW2.

I must add that it's a sad day when the only congressperson willing to fight the B'hood in public is M. Bachmann, who presents as poorly on television as N. Pelosi. Weird voice, disorganization of thought pattern, etc.

Rumors have surfaced that the long reach of Assad has taken out Bandar bin Sultan, the former KSA ambassador to Washington and current DG of the Saudi Intelligence Agency.

If so, or the rumors are more a warning than reflecting actual facts, it is one more reason why some would very much like US and Europe to interfere with Syrian internal matters in a hurry and not let others dirty their hands and be blamed afterwards.

Police in southern Spain have arrested three suspected al-Qaeda members in possession of explosives and poison, Spanish media say.
They say the suspects include a Chechen and a Turk, and were arrested in La Linea de la Concepcion and Valdepenas.
They are thought to have been planning an attack in Spain. Police suspect at least one of those arrested to have attended training camps in Pakistan, reports say.
Al-Qaeda in the Arabian Peninsula had issued a message at the beginning of July looking for Spanish-speaking "lone wolves" as operatives, according to Spain's El Pais newspaper.

Giving aid and comfort to the enemy is called treason, isn't it?

I'm with you on this one Uncle; on the other hand, we had a compelling interest in supporting the Supreme Leader's opponents in Iran. We didn't get on that bus; no, we took the Obama Express and ran over the Iranian people's aspirations for freedom with it.

If I understand you and others, the motivation behind our intervention is not to advance any particular type of government, but simply to install a government in Syria that is beholden to the United States, and will throw its weight in support of us against Russia.

The most obvious response is that the US is bankrupting itself giving military support to Iraq and Afghanistan. What is the strategic benefit of these military adventures to the US? Zero. The most powerful enemy of the US in the region is Iran, and Iran has benefited from both the Iraq and the Afghan imbroglio.

The US is simply better off not becoming involved in the local politics of the Middle East. Who cares if Syria allies itself with Russia? Let the Russians support the Syrian government. The USSR collapsed because of the cost to Russia of fighting a war in Afghanistan, where the rebels were supported by Pakistan. The US has now jumped in and is fighting a war in Afghanistan against rebels supported by Pakistan. It's so crazy as to be unbelievable. I don't expect government leaders to be geniuses, but I at least want them out of a catatonic state.

While governments often have to take immoral steps, there is a moral component to the question. If the US has no critical strategic interest in the question, it simply should not ship arms and support to one side or another when people like the Alewites or Christians will suffer. Why should we be a party to oppression needlessly. It will happen without us, but we should not be involved in it.

Title 18 of the U.S. Code defines treason: "§ 2381. Treason. Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined under this title but not less than $10,000; and shall be incapable of holding any office in the United States. (June 25, 1948, ch. 645, 62 Stat. 807; Pub. L. 103–322, title XXXIII, § 330016(2)(J), Sept. 13, 1994, 108 Stat. 2148.)"

I don't believe President Obama or his administration have given support to the protesters in the middle east who want real Freedom. I only see our President and his administration giving support to the Muslim Brotherhood. If the Muslim Brotherhood continues to come to power and they attempt to incorperate shariah law then all the people to include muslims who don't wish to live under the brutality of shariah will need to once again rise up, arm themselves and fight against the new tyrants. I wish before, but hope if that time comes support from the United states will be given to the people who want real Freedom and the people there won't have to go from one tyrant to another.
