Muslim informant says NYPD paid him to "bait" Muslims

Islamic supremacists including Hamas-linked CAIR are in an uproar about these claims, but there is a big problem with their indignation: if Muslims in New York couldn't be "baited," they wouldn't be "baited." There is no amount of "baiting" that could make me say something in favor of terrorism or do something to aid in terrorism. Islamic supremacist groups are already using Shamiur Rahman's claims to try to advance their attempts to get the NYPD to stop efforts to counter jihad terror altogether. Their indignation over what Shamiur Rahman says here is just as hollow and self-serving as their claims that various jihad terror plotters were entrapped, even when they are recorded making clear statements about their aspirations to commit mass murder for Allah.

NEW YORK (AP) — A paid informant for the New York Police Department's intelligence unit was under orders to "bait" Muslims into saying inflammatory things as he lived a double life, snapping pictures inside mosques and collecting the names of innocent people attending study groups on Islam, he told The Associated Press.

Shamiur Rahman, a 19-year-old American of Bengali descent who has now denounced his work as an informant, said police told him to embrace a strategy called "create and capture." He said it involved creating a conversation about jihad or terrorism, then capturing the response to send to the NYPD. For his work, he earned as much as $1,000 a month and goodwill from the police after a string of minor marijuana arrests.

"We need you to pretend to be one of them," Rahman recalled the police telling him. "It's street theater."

Rahman said he now believes his work as an informant against Muslims in New York was "detrimental to the Constitution." After he disclosed to friends details about his work for the police — and after he told the police that he had been contacted by the AP — he stopped receiving text messages from his NYPD handler, "Steve," and his handler's NYPD phone number was disconnected.

Rahman's account shows how the NYPD unleashed informants on Muslim neighborhoods, often without specific targets or criminal leads. Much of what Rahman said represents a tactic the NYPD has denied using.

The AP corroborated Rahman's account through arrest records and weeks of text messages between Rahman and his police handler. The AP also reviewed the photos Rahman sent to police. Friends confirmed Rahman was at certain events when he said he was there, and former NYPD officials, while not personally familiar with Rahman, said the tactics he described were used by informants.

Informants like Rahman are a central component of the NYPD's wide-ranging programs to monitor life in Muslim neighborhoods since the 2001 terrorist attacks. Police officers have eavesdropped inside Muslim businesses, trained video cameras on mosques and collected license plates of worshippers. Informants who trawl the mosques — known informally as "mosque crawlers" — tell police what the imam says at sermons and provide police lists of attendees, even when there's no evidence they committed a crime....

One of his earliest assignments was to spy on a lecture at the Muslim Student Association at John Jay College in Manhattan. The speaker was Ali Abdul Karim, the head of security at the Masjid At-Taqwa mosque in Brooklyn. The NYPD had been concerned about Karim for years and already had infiltrated the mosque, according to NYPD documents obtained by the AP.

Rahman also was instructed to monitor the student group itself, though he wasn't told to target anyone specifically. His NYPD handler, Steve, told him to take pictures of people at the events, determine who belonged to the student association and identify its leadership.

On Feb. 23, Rahman attended the event with Karim and listened, ready to catch what he called a "speaker's gaffe." The NYPD was interested in buzz words such as "jihad" and "revolution," he said. Any radical rhetoric, the NYPD told him, needed to be reported....

"He was telling us how he loved Islam and it's changing him," said Asad Dandia, who also became friends with Rahman.

Secretly, Rahman was mining his new friends for details about their lives, taking pictures of them when they ate at restaurants and writing down license plates on the orders of the NYPD.

On the NYPD's instructions, he went to more events at John Jay, including when Siraj Wahhaj spoke in May. Wahhaj, 62, is a prominent but controversial New York imam who has attracted the attention of authorities for years. Prosecutors included his name on a 3 ½-page list of people they said "may be alleged as co-conspirators" in the 1993 World Trade Center bombing, though he was never charged. In 2004, the NYPD placed Wahhaj on an internal terrorism watch list and noted: "Political ideology moderately radical and anti-American."

That evening at John Jay, a friend took a photograph of Wahhaj with a grinning Rahman.

Rahman said he kept an eye on the MSA and used Shahbaz and his friends to facilitate traveling to events organized by the Islamic Circle of North America and Muslim American Society. The society's annual convention in Hartford, Conn, draws a large number of Muslims and plenty of attention from the NYPD. According to NYPD documents obtained by the AP, the NYPD sent three informants there in 2008 and was keeping tabs on the group's former president.

Rahman was told to spy on the speakers and collect information. The conference was dubbed "Defending Religious Freedom." Shahbaz paid Rahman's travel expenses.

Both ICNA and MAS are Muslim Brotherhood groups. So there was reasonable grounds for suspicion.

Rahman, who was born in Queens, said he never witnessed any criminal activity or saw anybody do anything wrong.

He said he sometimes intentionally misinterpreted what people had said. For example, Rahman said he would ask people what they thought about the attack on the U.S. Consulate in Libya, knowing the subject was inflammatory. It was easy to take statements out of context, he said. He said wanted to please his NYPD handler, whom he trusted and liked....

Did any rogue prosecutions of innocent people result from this false reporting?

This cleverness is about as clear a definition of a violation of the Smith Act (yes, it remains in full legal effect) as needed for conviction. I urge the Justice Department to consider ramping up for a nationwide prosecution effort. I look forward to seeing scores of thousands of bearded pajama wearers stammering that treason is their unassailable religious perogative. Lifetime imprisonment, no parole, no visitors (except the Red Cross, NOT the Red Crescent), no payer mats, vegetarian style beans only.

And until launched, I want to see immediate cessation of immigration from high birthrate cultures, something upon which we should have insisted (some of us did) two generations ago. Look at the grief it would have saved.

Instead, talk to the Copts, to Jews whose families survived for centuries in the oppressed and imperilled dhimmi communities of North Africa, Egypt, Persia, Iraq, Syria, Yemen; to Christians from Armenian or Lebanese or Syrian backgrounds; to Zoroastrian emigres from Iran; to Christian Sudanese and Ethiopians; to Christians and Hindus who have managed to escape from Pakistan and Bangladesh and Malaysia and Indonesia (from the latter countries, there may also be non-Muslims of South-East Asian Chinese background, who might be able to 'pass' among Malay Muslims). There may also be Filipino Catholics from the south of the Philippines, who could infiltrate mosques where the congregants are ethnically Malay.

Talk to 'Former Muslims United'; to Raymond Ibrahim, author of 'the Al Qaeda Reader' and to Fr Zakaria Botros; talk to Bat Yeor and Brigitte Gabriel. They would be able to help you find people from suitable ethno-linguistic backgrounds, who are neither Muslims nor dhimmis; people who, though their forebears lived as dhimmis, have freed themselves from any crippling remnants of deference to and defence of Muslims and Islam.

What you need are people who can blend in - who *look* 'Middle Eastern' or 'South Asian' or 'North-east African' or 'West African', and can speak the languages (e.g. Arabic, Urdu, Farsi, Turkish) - but who are emphatically NOT Muslims nor apologists for Islam, and who are brave enough and clever enough and culturally savvy enough to be able to pose either as a semi-devout Muslim who wants to become more devout, or as a potential 'revert'.

*Those* are the people you need to keep an eye on what is going on in the various colonies of the Ummah that are currently entrenched and expanding, all over NYC.

When you use Muslims to do this, you are *always* going to run the risk that the man - or woman - you have employed may turn out to be a double agent. You could get seriously burned; and, indeed, lives could be lost; *lots* of lives.

*Exactly*. What would it take for someone here to wage Jihad? For some, it would take a gun to the head, or a gun to their *children's* heads. And some would not succumb under *any* circumstances.

Well, of course they are. The backers of CAIR, the MSA, ISNA, and similar groups share the same goal as violent Jihadists—and are frequently violent Jihadists themselves. and that is the imposition of Shari'ah in the West.

Under Shari'ah, dhimmis are disarmed and rendered silent about Jihad. They cannot defend against oppression, kidnapping, coercion, forced conversion, or even murder—lest they bring down Muslim mob violence or liquidation by the state.

Especially in an election year like this one, we've heard all sorts of "speaker's gaffes", some quite embarrassing. The whole idea of being able to pull something off because you have an opportunity reminds me of the Nigerian scams for money. They work (and continue to work despite well spread knowledge of how they work) because people still feel they have an opportunity to take advantage of something. Sometimes money, sometimes jihad. It is simply know your customer.

Since passage of Kennedy's 1965 immigration bill, 85% of U.S. immigrants have come from third world countries. Kennedy assured his fellow senators that this bill 'will not change the face of America' when that was its sole purpose! The destruction of America has been deliberate and perpetrated primarily by elected politicians in Congress.

In today's insane world of political correctness and cultural relativism, our gutless politicians would never propose a change in immigration policy shutting out the third world masses; if anything, they will double up to hasten the inevitable end of the white majority. After the islamic terror attack of 9/11, muslim immigration has exploded and they continue to come here by the tens of thousands. This insanity is simply incomprehensible to me and I have given up on the hope that a few reasonable, intelligent, informed and knowledgable people in Washington will do something about the muslim issue before it's too late. I'm afraid it's already too late.

Those poor Muslims. I mean they say that all religions have the same problems so if people tried to "bait" the Women's Institute, the Quakers, or zen Buddhists we would have seen as many of them trying to blow up innocent Americans. Wouldn't we?

We need a LOT more of this. If we are not going to systematically dismantle the Muslim communities in the West and deport them wholesale to Dar-Al-Islam, we need to step up surveillance. Every community centre, every mosque, everywhere Muslims gather to plot sedition and treason, they should be monitored and recorded with a view to building up a watertight case for jailing, expulsion or deportation. Personally I would like to see a LOT more of this in the UK but the authorities seem to be hell-bent on appeasing these savages at the moment.

I hate to tell you rubes but there might be something to this. The prosecutors are nothing but a bunch of corrupt politicians who only care about conviction rates. I've said before that the scum are even going after ten and twelve year old children and trying them as adults. Let's not even talk about the fathers in this country and the family unit becoming extinct. Read "Snitch" by Ethan Brown, "Mean Justice" by Edward Hume and "The Innocent Man" by John Grisham. Not to mention that day care case years ago and the Duke Lacrosse rape case recently. This country is in a death spiral and the corruption of our government and judicial systme are just symptoms of the disease that is that decline.

Absolutely, Yasha, I knew that. I was implying—with the very grimmest of sarcastic humor—that this no longer mattered because other pious Muslims later came on 9/11 and knocked down the WTC themselves.

Of course I don't think like that—but many Jihad apologists would—that the 1993 bombing was just "ancient history".

Instead, I consider the 1993 WTC bombing to be one of the "founding" acts of the 'modern era' of violent Jihad against the West—just as I regard the Iranian occupation of the American Embassy in Tehran to be one of the founding acts of 'modern' Muslim attacks on Western diplomats, and the Fatwa against Salman Rushdie to be one of the founding acts of silencing contemporary artists' criticism of Islam.

Few people at the time fully understood the significance of any of these horrors. While I had become increasingly concerned about Islam from the hijackings and terrorist attacks on Israel from as early as the 1970s when I was a kid, I'm afraid I have to include myself in with this lot.

Like many Anti-Jihadists, I didn't truly wake up to the full, existential scope of the bloody Jihad threat until 9/11.

This is true, LemonLime. But you have to admit, this would be a solid step in the right direct, even if law enforcement didn't think to vet for "Islamophilic" tendencies.

The current situation of using what are assumed to be members of the "vast majority of moderate Muslims" has been shown over and over again to be quite foolish.

I also believe there should be a real push for Infidels themselves to learn Arabic—provided, of course, that they do not take classes infused with stealth Islam, as is so often the case.

Many multi-lingual Infidels—especially those who may be of southern European, Hispanic, or African-American heritage—could quite plausibly pass as Americanized Muslims intent on becoming more murderously devout.

Also the Beirut bombing of the Marines barracks, the massacre at the Khartoum ruins in Egypt, the 1977 hostage situation in Washington, D.C. by a group of black mainstream Muslims (the Washington Post called them "Hanafis" as though "Hanafi" was some kind of sect or offshoot of Islam!) protesting a Mohammed film btw; and a few others that could well be part of the same nebula -- such as the assassination of Robert Kennedy by an islamochristian (speaking of which), Sirhan Sirhan.

Absolutely, LemonLime. I'd also include the probable motive for the shooting of Pope John Paul II in 1981, the would-be "Millenium" bomber in 1999, and the attack on the USS Cole in 2000.

For many Westerners, these were just considered odd if deeply troubling events, with no connection or overarching ideology whatsoever.

This was somewhat understandable decades ago—although even then, law enforcement and "homeland security" agencies—an anachronistic term, I realize—should have been "connecting the dots".

But that so Westerners *continue* to treat Jihad terrorism as random and disconnected now—over ten years after 9/11—is true madness, and can only be explained in terms of profound and willful denial.

Jacques Ellul, in his preface to the English edition (1985) of Bat Yeor's 'The dhimmi' ( 1980), traces the beginning of what we might call 'the Third Jihad', right back to 1950 (and indeed to the partition of India and the creation of 'Pakistan', in 1947).

I will quote some very telling passages from that preface.

" And all at once, after 1950, the scene changed completely."

(Apologies: much of this passage is my own rough translation from the French text of the preface, rather than the 'official' translation which you will find in the English edition of The Dhimmi'. I had better now go to the published English version).

"I think that one can discern four stages in this development.

"The first was the attempt of the Islamic peoples to rid themselves of their conquerors. In this, the Muslims were by no means 'original'; the Algerian war and all that followed was only a consequence of the first war against the French in Vietnam. It was part of a general process of decolonization.

"This process, in turn, led the Islamic people to search for their own identity..This led to the second step: that which was specific to these peoples was not an ethnic or organizational peculiarity, but a religion...

**'The explosion of Islamic religiosity is frequently considered specific to the Ayatollah Khomeini; but that is not correct.

"One ought not to forget that the terrible war of 1947 in India between the Muslims and Hindus was fought on a purely religious basis** [my emphasis - dda].

"More than one million people died, and since massacres had not taken place when the Muslims had lived within the Hindu-Buddhist orbit, one may presume that the war was caused by the attempt to set up an independent Islamic republic. Pakistan officially proclaimed itself an Islamic Republic in 1953, precisely at the time when other Muslim peoples were making their great effort to regain their identity.

'Hardly a year has since passed without its marking some new stage in the religiious revival of Islam...The extremism of the Ayatollah Khomeini can be understood only in the light of this general tendency. It is not something exceptional and extraordinary, but its logical continuance"...

"But, together with this religious renewal, there arose an awareness of a certain unity of the Islamic world...This was the third stage in the Islamic revival.

"Of course, one ought not to overlook all the conflicts between Muslim states...but these differences should not blind us to a more fundamental reality: their religious unity in opposition to the non-Muslim world...

"Finally, and this is obviously the last stage, there was the discovery of Islam's oil resources, and economic power.....

"And we are now witnessing a vast program to propagate Islam, involving the building of mosques everywhere, even in the USSR...".


And after discussing the Islamic propaganda already much in evidence in Europe, Ellul states: "If I have described what may be observed in Europe, it is because...Islam regards itself as having a universal vocation...We should have no illusions about the matter: no part of the world will be excluded. Now that Islam has national, military and economic power, it will attempt to extend its religion everywhere, including the British Commonwealth and the United States".

He then refers to "this expansion (for the third time)..". A more literal translation is "this expansion (the third expansion of Islam)".

Ellul wrote those words in May 1983, in French; the essay, which proceeds to discuss the institution of the dhimma, was translated into English for the preface of the English translation of 'The Dhimmi', and appeared also in translation in the Hebrew and Russian-language editions, but - interestingly enough - did not appear in its original French form until it was published as part of the posthumous essay collection, 'Jacques Ellul: Islam et Judeoc-christianisme' which appeared in 2004, introduced by Alain Besancon.

So anyone who read the English version of 'The Dhimmi' in 1985 would have been presented with the proposition that Islam was on the march as it had not been for centuries, that this was Islam's third attempt to dominate the known world, that it was driven by a religious revival and by oil revenues and involved a world-wide program of propaganda and mosque-building, and that one of the signs of this resurgence was the violent partition of India and formation of Islamic Pakistan in 1947.

Dumbledore's Army wrote:

Jacques Ellul, in his preface to the English edition (1985) of Bat Yeor's 'The dhimmi' ( 1980), traces the beginning of what we might call 'the Third Jihad', right back to 1950 (and indeed to the partition of India and the creation of 'Pakistan', in 1947)...
...........................

Very true. DDA, I realize that one of the important things to realize about Jihad is that *it has never gone away*. The more I study, the more I realize that this is true.

I remember how shocked I was, for instance, to learn that the first Jihad attack in Australia occurred *in 1915*. I doubt many people had any idea of the terrorists' motivation at the time.

One could certainly date the "Third Jihad" from 1947—or from the following year, when Muslims turned their wrath on the newborn state of Israel and many Muslim countries expelled their entire remaining Jewish populations.

One could also date it, in its 'philosophy', from the founding of the Muslim Brotherhood in the 1920s, with its call for a revival of Muslim supremacy in the wake of the dissolution of the last "Caliphate", with the end of the Ottoman Empire.

But I realize that there was never an absolute "Golden Age" where Jihad simply did not exist. I usually date the least malignant period as lasting from the defeat of the Barbary Pirates and the full opening of the Mediterranean Sea to free trade in the early 19th century to about 50 years ago—but this is entirely proximate.

Certainly, one of the most horrific Jihad atrocities of modern times—the Armenian Genocide—actually took place during this period of comparatively low Muslim power, the final years of the Ottoman Empire and early years of the Turkish state in the late 19th and early 20th centuries.

Still, it was a low enough ebb that it lulled many Westerners into a false sense of security about Islam, and led them to forget their history with the threat of Islam.

I usually date the current revival of Jihad against the West with the 1979 Iranian revolution, and I do believe it to be a useful date.

But 1973—the year of the last full Muslim assault on Israel and the Oil Embargo is another plausible event.

But I realize that Muslims had been hijacking planes and waging Jihad against Israel for decades at that point.

Likewise, I consider 9/11 the date on which the Jihad against the West moved into horrifying full swing. But even this terrible date is just one event of many.

The fact is that we should never let down our guard when it comes to Islam. But most of those in the modern West have short memories and are terribly lacking in their knowledge of history.

The important thing is that we—the collect "we", not you and I and others here at Jihad Watch—need to fully wake up the Jihad threat and face it now, before it is too late.
