Putting rockets in civilian areas accomplishes several goals at once: It makes it less likely that the Israelis will strike, as, despite the propaganda, the jihadis know that Israel is civilized, unlike themselves; If the Israelis do strike and kill civilians, it makes for good TV; Any civilians killed become martyrs headed straight to jihadi heaven.
By the way, isn't it rather coincidental that HAMAS stepped up its attacks right after Obama got re-elected?
