Let's be fair. Obama was referring to Al Qaida activity in Afghanistan. Afghanistan is a continent away from Algeria (about 6000 miles away). What terrorist activity takes place in Algeria and Mali is not necessarily indicative of the strength of the terrorists groups in Afghanistan.
Afghanistan was George Bush's war and it has been mismanaged from the beginning. It was counter productive for US ground troops remain in Afghanistan for as long as they did. It has been a tremendous waste of taxpayer money to fool ourselves into thinking that by investing hundreds of billions of dollars we could build a friendly, secular, democracy in that corrupt hellhole of tribal fanaticism.
Obama made the statement RS paraphrases as part of a meeting with Karzai at which he also announced an acceleration of the withdrawl of US forces and the winding down of that unpopular war, a goal with which RS must surely agree if I correctly understand his position on Afghanistan. Moreover, Obama didn't boast of a George Bush "mission accomplished" as if the US and NATO achieved a victory or even achieved all that we would have liked to. But it is not likely we could do much more by continuing to do what we have done these past 11 years. The important thing is that we are winding down the war.
As events unfold in northern Africa it appears to be simplistic to refer to all Islamic terrorist groups as Al Qaida - as if they were units in one strictly organized vertical group. In Mali and Algeria there are several different organizations and while they may all be prone to violence, it is far from clear how much these various groups are coordinating their actions.
