Kenya officials announced plans several months ago to build a wall along the border with Somalia to keep the Islamic jihadists out. It has clearly not been built yet.

NAIROBI, Kenya – A Kenyan official says at least 14 people have been killed in an attack by al Qaeda-linked al-Shabab militants in the country’s north.
Mandera County Commissioner Alex Nkoyo said the attack took place Tuesday in Soko Mbuzi village in Mandera County near the Kenyan border with Somalia and 11 people were wounded.
The Somali-based militants have killed at least 85 people, all of them non-Muslims, in the last eight months in Mandera County….
