This proves the truth of what I have said all along about this case: Mohamed Noor was not competent to be a police officer. If he had not been a Somali and a Muslim, he never would have been on the force at all. Identity politics kills. If there is any lesson to be drawn from the killing of Justine Ruszczyk Damond, that is it. The city of Minneapolis was so eager to have a Somali Muslim police officer on the force that it hired a man who had been found incompetent to hold the job. Even worse, Minneapolis officials did not fire him even when he proved that he was indeed unfit to be a cop.
Fox News has reported that “the former Minneapolis police officer charged in the shooting death of Justine Ruszczyk Damond once put a gun to a driver’s head during a traffic stop and sometimes ignored calls, according to court filings indicating that psychiatrists and training officers voiced concerns about his fitness for duty.”
Not only that, but “[Mohamed] Noor was flagged by two psychiatrists during a pre-hiring evaluation in early 2015. The psychiatrists said he seemed unable to handle the stress of regular police work and exhibited an unwillingness to deal with people.”
The psychiatrists added: “Noor was more likely than other candidates to become impatient with others over minor infractions, have trouble getting along with others, to be more demanding and to have a limited social support network. The psychiatrists said he ‘reported disliking people and being around them.’”
But he was hired anyway. The foolishness of that decision became clear almost immediately.
“In one instance two months before the shooting, Noor reportedly pointed a gun at the head of a driver who was pulled over for giving the middle finger to a bicyclist and then passing a vehicle without signaling.”
The Minneapolis Police Department and city officials wanted Mohamed Noor to succeed so badly, he was placed on and graduated from a fast-track program to get onto the force in the first place. He was the first Somali Muslim on the Minneapolis police force; in 2016, Minneapolis Mayor Betsy Hodges expressed her excitement about that fact: “I want to take a moment to recognize Officer Mohamed Noor, the newest Somali officer in the Minneapolis Police Department. Officer Noor has been assigned to the 5th Precinct, where his arrival has been highly celebrated, particularly by the Somali community in and around Karmel Mall.”
Hodges wasn’t excited because Mohamed Noor had the skills necessary to become a fine police officer. She was only excited because he represented a religious and ethnic group that she was anxious to court.
His competence as a police officer was always secondary to his ethnicity and religion.
Thus he remained on the force even though there were three complaints against him in two years. A neighbor reported: “He is extremely nervous … he is a little jumpy … he doesn’t really respect women, the least thing you say to him can set him off.” When the neighbor heard that Noor was the cop who had shot an unarmed woman, he wasn’t surprised: “When they say a policeman shot an Australian lady I thought uh oh, but then when they said who it was, I was like, ‘OK.’”
None of the indications of Mohamed Noor’s unfitness to become and remain a police officer mattered to Minneapolis officials. They had too much invested in his success to acknowledge that their exercise in diversity and multiculturalism was a miserable failure. Noor was a symbol of our glorious multicultural mosaic. He was a rebuke to “Islamophobes” and proof that what they say is false. He was, for Minneapolis authorities, nothing less than the triumph of their worldview.
Apparently there was nothing whatsoever he could have done to be removed from the police force — until he killed Justine Damond. But even then, he remained on the force for months after the shooting. Hodges and other Minneapolis officials should be held responsible for this. But they won’t be.

Mohamed Noor, 33, is accused of shooting US-Australian Justine Damond on 15 July, 2017 in Minneapolis.
Ms Damond, a 40-year-old life coach who grew up in Sydney before moving to America, had called police to report that she could hear a sexual assault on a street near her home.
When cops arrived, she allegedly approached the police car in an alleyway and was shot through the driver’s window.
Noor and his patrol partner Matthew Harrity could not revive her.
On Thursday, Noor spoke publicly about the incident for the first time.
Noor testified that he fired to stop what he thought was a threat to him and his partner, Matthew Harrity, after he heard a loud bang on the driver’s side of the squad car.
Noor said he saw fear in Harrity’s eyes and saw that Harrity was trying to pull his gun but was having difficulty.
He described putting his left arm over Harrity’s chest, and seeing a woman in a pink shirt with blond hair outside Harrity’s driver’s side window raising her right arm.
‘I fired one shot,’ Noor said. ‘My intent was to stop the threat.’
When he realised he had shot an innocent woman, Noor said, ‘I felt like my whole world came crashing down.’
‘I couldn’t breathe,’ Noor said. ‘I felt great pain.’
Prosecutor Amy Sweasy attacked Noor in cross-examination, noting that Noor didn’t see Damond’s hands or a weapon.
‘You meant to shoot the woman to stop the threat?’ she asked. ‘You knew you were shooting a person?’
‘Yes ma’am,’ he answered.
Earlier, Noor told the court about his training for possible ambushes, saying he learned that reacting too late ‘means you die’.
He described the unorthodox path he took to becoming an officer – he was working as a pharmaceutical analyst before deciding to switch careers – and then detailed his 29-week cadet training in 2015.
Noor was fired from the force soon after being charged. His lawyers have said he was spooked by a noise on his squad car right before the shooting and feared an ambush.
Noor described ‘counter-ambush’ training that included scenarios such as two officers in a squad car, doing routine tasks, and an instructor yelling ‘Threat!’ The officers had to make a quick decision about whether to shoot, Noor said on Thursday.
‘Action is better than reaction,’ Noor said. ‘If you’re reacting, that means it’s too late… to protect yourself… you die.’
Noor described another training exercise where he was sent to a location, heard gunshots and instead of assessing the threat, he ran towards it. An instructor shot him with a paintball gun, he said.
‘So the point is if you don’t do your job correctly, you’ll get killed,’ his lawyer Thomas Plunkett said.
‘Yes, sir,’ Noor answered….
Prosecutors have questioned the supposed noise, presumably from Ms Damond slapping the car as she approached, by noting that investigators didn’t find forensic evidence of her fingerprints on the car.
They also questioned the timing of partner Matthew Harrity’s first mention of the thump – not on the night of the shooting but a few days later, as he was being interviewed by state investigators.
Neither officer had their body cameras running when Ms Damond was shot, something Officer Harrity blamed on what he called a vague policy that didn’t require it….

Yes, that’s what all cops do, they take action. If they see you stopped at a red light, they shoot immediately; my car is riddled with bullet holes. If they happen to see someone in the dairy section at the market, they empty the magazine, but at least they help you find an intact bottle of milk afterward. And you definitely don’t want to be caught in a toy store with your child. That’s why I and everyone I know, wears full body armor when we go out (kevlar sweaters are very popular at Christmas). When we are at home, we cower in the crawl space. But you never want to wear a pink bathrobe after calling the cops, it’s like waving a red cape in front of a mad bull.
Obviously, it was the woman’s fault. Worse, what was she doing out at that time of day without a male guardian, no hijab, and wearing a pink bathrobe? She was practically asking for it. And the other cop would have recalled that it was a “thump” that “scared” him…if he had been in fear as the slimy murderer claims. Sounds like a fabrication…perhaps someone put pressure on him to come up with something the defense could use that would make the whole thing plausible and believable as well as making the murdering “cop” look sympathetic and even a “hero” for saving a fellow officer.

A police officer needs to be able to perform the essential functions of the job with or without reasonable accommodation.
Being able to handle the stress of regular police work and a willingness to deal with people are essential functions of the job as a police officer.
Medical is a recommending body to HR. That is the reason that they are employed / contracted by a private company or government entity to conduct pre-placement exams.
Two psychiatrists did not think that Mohamed Noor could perform the essential functions of the job with or without reasonable accommodation.
They could recommend:
Do not hire
or
Hire with limitations.
Since they had reservations about this individual, they must have recommended one of the above.
HR can accept the recommendations or reject the recommendations. Apparently they chose to reject the recommendations. By doing that, they have accepted the responsibility of hiring an individual that medical did not recommend. HR does not “help” an individual by rejecting medical recommendations. It puts that individual in a dangerous situation, to themselves or others.
I have never personally had HR flat-out reject my medical recommendations on a pre-placement exam. I have had them questioned with much productive dialogue which sometimes resulted in minor modifications of the medical recommendations. Sometimes medical procedures, reports, etc. are pending which may affect the disposition. In this case, it involved hardwired personality issues which do not change.
In this particular case, it appears that the psychiatrists did due diligence and were ignored by human resources likely for the reasons cited by Robert Spencer.
Human resources did a grave disservice to both the city – and to Mohamed Noor.

The “thump” thing was contrived after the shooting by the Blue Wall of Silence. I doubt we will see a conviction here. I am surprised Noor took the stand. Never thought it would happen. From press accounts of the prosecution’s case his own witnesses were uncooperative and the whole force seemed inept. Hard to convict when everyone looks bad. He could be acquitted. I do not know the make up of the jury, but if devout muslims are on it I would expect that if there is no acquittal, the case will end in a hung jury and will not be re-tried.
It is ironic that Noor is citing his police training as a basis for being in fear of death or serious bodily harm. If an armed law abiding citizen had shot the victim under these circumstance, they would be very unlikely to establish that the shooting was justified.

I seem to remember that early reports said he was talking to her when noor reached across and shot her. But I have no recall of which report, what source, what date, etc. It just seems that one of the first news reports said that he was talking with her when she was murdered.

Imo, which may not mean much, this noor creep is a psychopath. As an expert told me more than once, “with a psychopath, it’s all about **Me**.” A psychopath only thinks about himself. There was some testimony that an officer helping him navigate the process to avoid accountability suggested to Noor that therer might have been a noise. Suggestion became the reality. The whole force looks bad here. As for Harrity, I think I would be mad as hell if someone discharged a firearm in front of my face but he seems untroubled by that.
I have seen some remarks from police officers her taking offense to some of the comments, which I understand. I would like to see more commentary and opinion from police officers on Noor’s shooting.

They were, responding, to a call, re a possible assault,..In which case, the first consideration would be the safety of any, possible, assault victim.

An officer is taught to “stop the threat” with the least amount of force necessary. There are several “levels of force.” Deadly force is only supposed to be used when nothing else will work to stop the threat.
A kid on a bike coming at a cop would not require him to pull his gun. Nor should a young woman wearing PJ’s walking toward the car.

And his testimony is the first I have read about the other cop “trying to pull his gun but was having difficulty..” Was this true?
I’m not on the jury, but I think he’s guilty on all counts. He admitted that he shot her, that he knew he was shooting her, and that shooting a person is likely to result in death. He’s presenting an “affirmative defense” which means the prosecutor just has to show he wasn’t under any deadly threat, nor was his partner. The prosecutor doesn’t have to prove noor shot her.
A regular citizen in this case would likely be found guilty of reckless homicide, at the very least…because everyone knows a loaded gun fired at a person will probably result in death.

As a police officer taking the action of using deadly force, without even considering the force continuum alternatives, he MUST be certain that there is a direct and imminent threat to life or grievous bodily harm to himself or others. In order to be sure he must be able to clearly determine what that threat is, for example can he see a gun or knife or bat or rock being wielded by the attacker, hearing a sound does not cut it.
In this case it appears that he reacted to sound and without having any observable weapon being seen.
Terrible lack of training and preparation for a police officer and he should never have been on the force to begin with, once his psych makeup was known he should have been rejected outright.

Certainly the City is culpable. Former Mayor Betsy Hodges spearheaded the effort to accelerate and make a big deal of Noor’s placement on the Police force. It was really about her and her sick elevation of diversity over safety. Hodges promptly threw her own Police Chief, Janee’ Harteau under the bus and forced her resignation.
Even if Noor is acquitted, there is enough her to support a civil suit against Noor, Harrity and the City. In the end, the taxpayers will pay for all this folly. There may be justice in that because the taxpayers repeatedly put these leftist freaks in power. They ought to pay for it.

I don’t think this was the case, hermit. I think Justine startled the officers and trigger-happy Noor “gave her the gun.”
But you have me thinking. The pajama-clad woman that approached the squad car could very well have been the sexual assault victim and not the woman that called the police. It would depend on whether or not Damond and Harrity spoke when Noor pulled the trigger.
Something else that troubles me. Dispatch generally asks for specifics from the reporting party while the cruiser is on route…name, address, etc. It is customary here in MA for an officer to talk with the reporting party for specific details. Did these officers just pull into the alley, see nothing amiss, and decide to take off without attempting to chat with Justine about why she suspected a sexual assault was in progress?

One report said there was a kidnapping and a rape…but the officer investigating said it happened 16 blocks away.
Was the woman that was raped…kidnapped from Ms. Diamond’s block and taken 16 blocks away?
Another woman in the same area had also called the police about screaming she heard.
There is just so much that seems to be left out of the testimony and so much that has been “added” to the story within the testimony.
Given enough of the correct information, I think we could get a handle on it. I’ve made some good assessments of cases before that turned out right. Inquiring minds can frequently figure it out.

I don’t think Michelle LeBlanc will be deemed a reliable witness. She admits to being emotionally distraught that night but isn’t sure if she was asleep or just deeply sad. She courted media outlets during the investigation which isn’t too cool. Surely if Justine struck the squad car with an object and not her hand the object would have been present at the crime scene.
I often hear “strange” sounds at night…fireworks, skunks/raccoons tipping over aluminum trash cans, kids goofing off…
It was reported that there WERE fireworks going off that night and the dispatcher could hear them when Harrity requested backup and an ambulance when Justine was shot.
One thing is certain…Noor was a shitty cop.
I’m anxious, nervous, and easily startled…thus I don’t own a gun.

there have been so many times I have been asleep or almost, deep in thought, and was suddenly startled by a loud noise. I’ve noticed that when I am actually asleep and it happens, I don’t know what the noise was exactly or from where ti came. When it’s gunshots, counting them is difficult if not impossible.
A couple of years ago, there was a murder right outside my door. I was doing something…painting or writing and was deep in thought at the time the first gunshots sounded. It took two or three to bring my mind around to knowing they were shots and not backfire or fireworks. And I was wide awake and not sad.
The woman, in my mind, is not credible.
Something else about witness testimony….the longer the time between the incident and the trial, the less the witness can correctly recall what happened. Her first words to the police…if she talked to them…is likely to be the most accurate.
Another fact about witnesses….some like the attention they get from the media and the public. The more “facts they remember” the more that people listen to them.
If Ms. Diamond hit the car, she must have used her phone. If so, it might have a mark on it. But it was less than a minute and a half between when she hung up her phone saying the police had arrived to saying that she was dying. 79 seconds. noor had absolutely no business being a cop if a noise, a kid on a bike, and a look from his partner startled him to the point of lethal force.
I watched a trial once where the defendant took the stand, the prosecutor asked a question, the defendant admitted the crime, and the prosecutor failed to notice the answer. She actually went on to another question, not even noticing the defense lawyer’s wide open eyes and gaping mouth at what his client had said.
I hope this jury was paying rapt attention. If they were, noor will be found guilty. Even if it’s the lesser charge.

Yesterday I read an article that stated if Noor was to be acquitted, he would officially remain a police officer.
That is…if a police department would hire him.
It sent chills up my spine.
Also, if acquitted, Noor could sue the MPD for wrongful termination and/or demand reinstatement. He will be entitled to retroactive pay. His contract with the MPD and their union is in effect until 2021.
I don’t understand why his ass wasn’t canned when he put a gun to a driver’s head prior to Justine’s murder. Why did this driver just lodge a complaint and not a criminal filing???? Why didn’t the MPD launch an investigation?
This case is so very unsettling.

Reading Noor’s testimony it’s obvious he was carefully coached by the defense team. Early reports of the incident said that Minneapolis officers are trained NOT to shoot out the driver’s side window from the passenger side as Noor did. Now he tells the story as if he was just trying to save his buddy’s life.

Ashley, at some point in his “career”…should be “careening”…he entered a woman’s house without her permission and was taking her for some sort of mental assessment. I didn’t get the full story as my eyes just gave out…as they are about to do this day…but he should have been fired then.
There are only three ways to enter: with a warrant; exigent circumstances; and with the homeowner’s permission. noor didn’t have any of these.
And then, the case you mentioned.
Cops may have a “contract” but it can be canceled for just cause. If the community was not so heavily moslim…and somalia moslim at that…they could probably get him fired if he is acquitted.
If the jury is not loaded with somalia’s he should be found guilty. Should be anyway, but less likely if his kith and kin are the ones deciding.
I’m glad I don’t live in that town, but if I did, I would have prayed to be on the jury. At the least, it would be a hung one.

If I was asked about a “bias” against somalia moslims, I would just say “no.” As I don’t. I wouldn’t give them…as one is not supposed to answer more than what is asked., anything more is “unresponsive” any information about what I read online unless asked…. and then they would ask how much I know about the case…I would have made sure I hadn’t listened so I could be on the jury and truthfully say, I had seen the first reports about a woman being shot…. If they asked about this site, I’d have to answer the truth, Then I might be excused.
Everyone in that city has to have had some knowledge of the case. When asked if I thought I could listen to the evidence and be fair and impartial, I would say yes. I would be as good for that jury as any other people in that city’s jurisdiction for a jury pool.
The DA would want me…the defense wouldn’t…because my son has worked for other DA ‘s in two other states. And if asked about my chosen classes in university, the DA would really want me. It would be the defense who would try to get me excused.

Another night, a guy stood right next to my car and shot off a handgun, pointed at the sky, several rounds. I called 911 both times.
I think all of the guys in the Sheriff’s dept know me. Some of the females too.
A girl told me when I was moving in, several years ago, that it is “the hood.” And then a few months later a guy was murdered in her apt and she moved.
My son worked for the State’s Attorney for about a year, and told me that this is the worst “hood” in the city, county.
