Indonesia: 10 years in prison...for a kiss?

Jakarta, Indonesia - Call it a kissing crackdown.

Indonesia's government is considering a law banning unwed couples from pecking in public - and harshly penalising those who do, The Jakarta Post reported on Saturday.

The campaign against kissing is part of a proposal of sweeping reforms to laws adopted by the country's Dutch colonial rulers in the late 19th century.

The head of the panel that drafted the law said Muslim beliefs about decency had influenced its decision. Neighbouring countries with large Muslim populations, such as Malaysia and Brunei, already enforce laws defining "khalwat", or "close proximity", a crime akin to adultery for unchaperoned meetings between Muslim men and women....

But they would also impose penalties on unwed couples who kiss in public, while permitting police raids on the homes of those suspected of living together out of wedlock.

Pornography and public displays of "certain sensual body parts" would be outlawed and media, movies and songs censored.

Penalties for law breakers would range from fines as high as 300 million rupiah (about R200 000) to up to 10 years imprisonment, according to the daily.

JAKARTA (Antara): The Indonesian Navy and the NationalAeronautics and Space Agency (Lapan) signed a memorandum of understanding on Monday to develop missile to reduce the dependency on foreign weapons.

"We are very dependent on foreign weapons. It is very harmful not to be able to operate our weapons just because we are under an embargo," Navy Chief of Staff Adm. Bernard Kent Sondakh said.

"The missiles will be for defensive purposes only," he added.

Lapan chief Mahdi Kartasasmita said the early stages of the development process would make use Lapan's expertise in rocketry.

Lapan launched its first rocket, the Kartika, on Aug. 14, 1964, under the tutelage of then president Sukarno.

"We expect to launch the missile from a naval warship in 2006 if everything goes as planned," he said on the sidelines of the signing.

The Rp 25 billion (US$2.7 million) national missile program will produce a surface-to-surface missile with a range of 20 nautical miles and equipped with a steel-piercing warhead.

Bernard expects the venture also to involve Indonesia's other defense-related companies, including airplane maker PT Dirgantara Indonesia, arms maker PT Pindad, the National Institute of Sciences and the National Electronics Board.

Was colonial rule really such a bad thing? It probably was the best thing that ever happened to some countries...

This "country" has sooo many problems that would need to be fixed, but kissing in public is now a problem and must be outlawed...

Why was shiva's comment terrible? Certainly there are enough wealthy muslim nations that could take care of their brothers and sisters in indonesia....instead it is the generous infidel countries that put their money and manpower into helping an ungrateful nation who had more rules and regulations for the volunteers that came to help dig them out..."women must observe muslim dress....your forces cannot be armed while in the country"..blah blah blah....as if our women should be shrouded under a heavy black tent so muslim men will be able to control themselves, as if our soldiers should not be armed while unloading supplies in a land where al queda is supported and they could be in danger...I say infidels should have kept their "unmodest women volunteers" and "armed soldiers" out of that oh so "pious" muslim land and let their stingy, unhelpful muslim brothers dig them out.

Maybe this legislation will make all of them infidel Western tourists think twice about spending their vacation in Indonesia. I think they should be spending their well earned Dollars, Pounds and Euros elsewhere anyway. Here's to more muzzy countries showing their true colours!

I will NEVER step foot on ANY muslim land. Women in muslim lands are viewed as creatures with less worth than cattle, they are simply put on earth in islams view for the sexual gratification of muslim "men" (and I do use the term Men loosly) and to be a factory to produce as many babies as is physically possible....however this does not answer the question...where are indonesias muslim brothers and sisters, why do they wait for the unbelievers to dig their people out, wealthy countries such as saudi donate with stinginess, many muslim nations that donated the tiny amounts they did even wanted to ensure their money would ONLY go to help muslim...yes these are the generous people that seem to be defended here.

Islam is an ideology that was made up by a sick, perverted pedophile...therefore I dont expect too much from its followers, except much of the same type of activity practiced by their "revered" prophet....it is well known that they feel that their prophet was "perfect" and they should conduct their lives as he did his...to think a man that raped a 9 year old child is viewed as "perfect" by over a billion people really puts islam into prespective.

And as a personal note....we have donated money, and yes I made sure that the money went to non islamic causes, because unfortunatly I cannot trust that money going to indonesia wont end up being used for jihad instead of feeding starving children....my husband and I have also decided that if it becomes possible legally(we have already spoken with a lawyer), since we have both the monetary means and the desire we will adopt a girl that has become orphaned, we will open our home, family (we have 4 boys) and hearts to a child that needs a family (and will likely have a better life over here)....so unless you are willing to do the same math...put up or shut up....some sit back and criticize while others actually do something.

I won't go into what I have done to help out, and what I will continue to do, because I'm the anonymous type when it comes to that kind of thing. But let me assure you, you shouldn't bark up that tree.

I think your plans are admirable USAgirl. I just hope that orphan girl loathes a little less than you do. You describe muslim men as though all 500 million of them are subhuman. You might want to rethink that.

My Vet friends were taught of this as part of sensitivity training before being deployed in the initial stages. They also informed me of their cure for sexually transmitted diseases; they have sex with a goat or sheep to remove it.

Good. We didn't think so. We don't believe it either.

Most likely, Arab armies (perhaps numbering several million) invaded the island of Java (possibly from the north coast of the island, and possibly using the Malay Peninsula or other tropical Asian landmass as a military base) during the late tenth century, possibly during the 970s or 980s.

Armed with sophisticated military power and armaments these Arab and other middle Easterners could quite possibly have marched into the heartland of Central Java and opened fire on these kingdoms--slaughtering perhaps tens of millions of people (conceivably more than twenty million Javanese). Once in power, we think the Arabs pressured lesser Javanese kings to 'spread Islam' by the sword. However, all did not go according to plan. The great volcano, Merapi, erupted catastrophically and probably finished off both most Arabs and Central Javanese. It is possible that millions more perished.

When the Mojopahit Empire arose in East Java around 1300 AD, it contained Arabs. No one has ever really explained their presence there as Java is not believed to have Islamicized for more than half a century later. But if the island HAD been invaded, THAT would explain their presence. And a good deal more.

Indonesians have lost touch with who they are. At the moment, they appear to think they are Arabs. They do not realize they were once much more. And could be again.

What a terrible travesty. What a sad fate for a once-great people. Very sad. Very, very sad.

Short-term marriages popular in Pasuruan
National News - May 12, 2004

After completing junior high school, it was expected that Tuminem would get married and work to support her family. Eventually, she was urged by her parents to marry an employee of a company in Surabaya for social and economic reasons rather than mutual affection; the marriage would be contractual.

Such is the case for most girls who reach adolescence in Rembang subdistrict, Pasuruan regency, East Java.

Tuminem, familiarly called Mbak (sister) Min, is now 30 years old and has three children. Three times has she entered a contract of marriage; to the same man.

Her husband comes home once a month and provides money for household expenses.

"At the age of 12, I already knew I would be married according to local tradition. At 14, I was compelled to marry contractually -- they were fearful that no man would propose if the matter was left any longer," she told The Jakarta Post.

Besides receiving money from her husband, Tuminem works as a housemaid for a salary of Rp 500,000 (US$60) a month. Her total income is enough to meet the needs of her three school-age children.

"My husband will only provide money as long as I'm still bound by the contract, and if the children know he is their father. They refuse to call him father as they understand the marriage between us is contractual," she said.

What are the terms of the contract? Tuminem said, when her husband was present, the contract stood and she was obliged to perform her wifely duties. If he was absent for a prolonged period, the contract would no longer be legal.

"He pronounced twice that he would divorce me; but because he still needs me, he returns, we reconcile, and now he has promised not to divorce me. He gives me Rp 400,000 for a visit," she said, confessing that her husband visits twice a week.

Tuminem's two sisters, Maimunah and Fadiyatul, were contractually married at the age of 12. Both are factory workers with salaries of Rp 400,000 a month.

Maimunah has four children and Fadiyatul, three children. They have been married to many men. Maimunah admitted that she had already been married to 10 men, Fadiyatul, to three.

Tuminem, Maimunah and Fadiyatul expressed the sincere wish that they could be married permanently, although they were pessimistic that no one would marry a woman with children.

The three sisters' story is not unusual in Rembang, where contractual marriage is legal. The community, the majority of whom are migrants from Madura, consider that mature girls must marry as soon as possible.

Once they start menstruating, the community rules that it is time for girls to bear children. Similarly, boys who have experienced a wet dream are obliged to start a family and find work.

A contractual marriage is carried out much like any other marriage. There should be witnesses from the families of both the bride and groom, a Muslim marriage cleric, guests and a reception.

The difference is that a contractual marriage is not registered with the government. The groom's family should pay for the wedding.

Usually, the groom's family will opt for a Rp 500,000 wedding package, including the cleric's fee and catering.

The groom must also bring a gift to the bride in marriage. The worth of the dowry is dependent on the bride's status: If she is a virgin, the price is between Rp 1 million and Rp 1.5 million, whereas, if she is a widow, only Rp 300,000 to Rp 500,000 is required.

According to a resident of Rembang, Hadi, contractual marriages are a long-standing tradition in Rembang, but various areas of Pasuruan regency -- such as, Orobulu, Kalisat, Tampung Pajaran, Kanigoro, Pandean and Jangkungan villages -- also encourage contractual marriage.

"Society has accepted this practice, as according to their beliefs, it's valid. Some religious leaders have approved it, while other provincial government officials are against it. But whether it's opposed or not, it has become more popular," he said.

A broker will arrange a contractual marriages for a fee of between Rp 100,000 and Rp 300,000.

It is the job of the broker, who usually works as an ojek (motorcycle taxi) driver, to find a women who is to the liking of the groom and within his price range.

Hadi explained that the spread of the practice to other areas outside Rembang was due to an increasing population and the growing number of Rembang residents that moved to other villages.

Besides that, he said, lately, women worked as prostitutes under the guise of contractual marriage, and brokers acted as their pimps.

Ayu, not her real name, works in a massage parlor in Surabaya. She said the practice was acceptable as it allowed women to secure a better income. "You can get paid by your husband as well as your employer," she said.

No.1/1974 on Marriage. According to article 45 of this Law, a child who has
entered a marriage no longer enjoys the right of protection from his/her
parents. This law states that “both parents have a responsibility to provide the
best support and education for their children until the child is married or is
able to become an independent person”. Therefore, the parents legally are no
longer responsible to protect and support their child after the child is married,
whatever his/her age.
Even though it is only in rare cases that married children still continue their
education, regardless of their age, there is no legal restriction imposed upon
them not to go to school. Law No.2/1989 on national education system does
not prohibit married children from going to school. Article 5 of this law states
that “every citizen has an equal right to receive education”. At the same time,
Article 7 states “the acceptance of a person as a student in an education unit
held without any discrimination against sex, religion, ethnic, race, social status
and level of economic power, taking into consideration the specific
characteristics of any special education unit”.. Therefore, there is no
requirement/obligation for every school to accept married children as its
students.

Early marriage is not uncommon in Indonesia. Indonesia laws allow girls to
marry at the age of 16. However, marriage before the age of 16 is possible
with the consent of the girl’s parents, and the religious court or an officer of
the government’s religious affairs office. Once married a girl is no longer
considered a child and no longer benefits from child protection rights.
