This is an order from the pro-Moscow Chechen government -- evidently in an attempt to co-opt its Islamic opposition. From Reuters, with thanks to the Constantinopolitan Irredentist:
GROZNY, Russia, March 10 (Reuters) - The pro-Moscow Chechen government has started to demand that female state workers wear headscarves, women in the turbulent Muslim region said on Friday."I received a verbal warning that if I did not wear a headscarf, I would lose my job. I had to wear it the next day so as not to bring trouble on my head," said one woman who works in the regional administration and asked not to be named.
A spokesman for the region's new prime minister, Ramzan Kadyrov, who has pushed through a series of Islamic decrees, denied the headscarves were compulsory and said women were merely encouraged to cover their hair.
But women used to the rough tactics of Kadyrov's government, which is accused of mass abduction and torture in its hunt for separatist rebels, took the suggestion as law.

I think that the Palestinian Hamas government is on the edge of doing the same thing as well.
I am sure that forcibly making the women wear the headscarf will make everything ~ all better!!

Next comes the burka. Here comes the down hill slide for women. It won't be long before women won't be allowed to work. Won't be allowed out of the house unless accompanied by a male relative. No driving. No traveling.

Nothing from the Chechens should surprise us since these are probably the worst Muslim terrorists around. Besides the hundreds of kidnapings, rapes, beheadings, bombings, etc. they are insatiable in their lust for blood.
These Muslim fanatics have been murdering Russians for nearly 300 years.
Here are just a few of the hundreds of terror attacks against Russia done by Chechens in the last decade...
Chechen Muslim terrorists detonated a grenade on a bus in Pyatigorsk killing four passengers. Later the Moscow to Baku trsin is bombed killing six passengers.
American aide worker Fred Cluny, his interpreter, two Russian doctors are kidnapped and murdered in Chechniya by Chechen intelligence chief Rizvan Elbiyev.
Thirty-six Russian construction workers are kidnapped, nine are freed after large ransoms and the rest sold into slavery. Since then, thousands of Russians have been kidnapped and sold as slaves.
Chechen terrorists under Shamil Basayev sieze a hospital in Budennovsk, taking 1600 people hostage. 203 hostages are murdered and another 415 wounded during the rescue that leaves several dozen Russian soldiers dead.
Basayev delivers a large cannister of cesium-137 radioactive waste to Moscow's busy Izmailovsk Park to show he is able to detonate a dirty bomb. This is the world's first case of actual nuclear terrorism.
1996: Two thousand people taken hostage at a hospital in Kizlar. 78 are murdered.
Moscow subway car bombed, 4 killed and 12 wounded. Bus bombed in Nalchik, 8 killed, 20 wounded. Two weeks later several buses, subway cars, and shopping centers are bombed.
Apartment building in Kaspiisk, Dagestan is bombed killing 68 people.
British aide workers Camilla Carr and Jon James kidnapped in Chechnya. Carr is repeatedly gangraped befpore they are released for several million dollars ransom. Dozens of French, British, German, American, Swiss, Polish, Korean, Canadian Italian and other foriegn nationals have been kidnapped, and ransomed, sold into slavery or murdered.
Jewish businessman Savi Azarev is kidnapped in Volgagrad. His brothers paid a large ransom after recieving a video of his fingers being chopped off. The same month, three Latvians are kidnapped, one is beheaded and a video of the murder is sent to the remaining families to secure a large ransom.
British Telecom workers Darren Hickey, Rudolf Petschi, Stanley Shaw, and Peter Kennedy are kidnapped. Their severed heads are found beside a road two months later.
Captured Russian soldier Yevgenny Rodionov is tortured and brutally killed when he refused to remove a cross from around his neck and convert to Islam.
Central market in Vladikavkaz is bombed killing 67 people. The underground Maezhny Mall next to the Kremlin is bombed killing one and wounding 49.
A car bomb destroys five-story apartment building in Buinaksk killing 64 and wounding 174. Apt. Building #19 in Moscow is bombed killing 94, wounding 200.
A basement bomb in the nine story apt. building at Kashirskoye Shosse, Moscow killed 124 people, wounding 150.
French Intelligence discovers a Chechen network in Paris , preparing chemical and other terror attacks against the Russian Embassy and other Russian and French targets.
A land mine attached to a canister of Cesium-137 is left on railroad tracks outside of Argun.
A twelve year old Russian girl is kidnapped, held in an underground dugout for months and videotaped while being tortured and starved before her rescue by the FSB.
A plot to kill Putin is foiled by the Ukrainian security services. Both Chechens and Arab accomplices are implicated.
Basayev brags on Chechen TV that the sinking of the Kursk was the act of a Chechen suicide saboteur.
Chechen suicide bombers Gelani Tumriyev, his fifteen year old daughter and son, drive a truck bomb and two car bombs into the Grozny Administrative building killing 83 and wounding 150.
Four Chechen suicide bombers blow up a passenger train in Yessentuki killing 42 and wounding over 100.
Then of course, there is Beslan!
Only Josef Stalin was able to deal with these "people" successfully. If Putin were smart, he will do exactly as Stalin did.

I agree with you Provoslavni the only way to deal with these people is the way stalin did. mass deportations and executions of anyone who steps out of line. YOu have to fight fire with fire. Or in this case inhuman brutality with inhuman brutality.

The women should paint "I hate this headscarf" boldly on the scarf where it can be read by everyone.
