ISLAMABAD, Pakistan — After the United States has spent more than $5 billion in a largely failed effort to bolster the Pakistani military effort against Al Qaeda and the Taliban, some American officials now acknowledge that there were too few controls over the money. The strategy to improve the Pakistani military, they said, needs to be completely revamped.In interviews in Islamabad and Washington, Bush administration and military officials said they believed that much of the American money was not making its way to frontline Pakistani units. Money has been diverted to help finance weapons systems designed to counter India, not Al Qaeda or the Taliban, the officials said, adding that the United States has paid tens of millions of dollars in inflated Pakistani reimbursement claims for fuel, ammunition and other costs.
“I personally believe there is exaggeration and inflation,” said a senior American military official who has reviewed the program, referring to Pakistani requests for reimbursement. “Then, I point back to the United States and say we didn’t have to give them money this way.”
Indeed not. But it is we who are ungrateful, doncha know:
Pakistani officials say they are incensed at what they see as American ingratitude for Pakistani counterterrorism efforts that have left about 1,000 Pakistani soldiers and police officers dead. They deny that any overcharging has occurred.The $5 billion was provided through a program known as Coalition Support Funds, which reimburses Pakistan for conducting military operations to fight terrorism. Under a separate program, Pakistan receives $300 million per year in traditional American military financing that pays for equipment and training.
Civilian opponents of President Pervez Musharraf say he used the reimbursements to prop up his government. One European diplomat in Islamabad said the United States should have been more cautious with its aid.
“I wonder if the Americans have not been taken for a ride,” said the diplomat, who spoke on condition of anonymity.
They of course have been.

heheh, we Indians knew this fact for years.
The way Americans are supporting Mushy and co. it reminds me of the time they helped bin Laden and Saddam.
Don't get me wrong, an Al-Quaida/Taliban takeover of the country would be a disaster. Mr. Mushy might be a jihadi but he is an intelligent man who understands the concept of nuclear mutually assured destruction ( he is a punjabi muslim, you will rarely find a punjabi blowing himself up, he will get a pathan to do it for him :p )
Whereas jihadis/islamists are so full of their 'martyrdom' trends and their 72 virgins in paradise they wouldn't give a damn about using nuclear weapons if they could get their hands on them.
Internal strife in Pak. , as long as jihadis don't get their hands on nukes ( or Americans prevent them )is actually good for India, because the more they fight themselves, the less they'll cause terrorism in India.

I agree that a civil war in Pakistan is the best thing, but I disagree that any side should emerge on top - be it Musharraf, Bhutto or Sharif. And yeah - this is something that's been on since the 80's, during the Soviet-Afghan war.
Somewhat unrelated - in India, Narendra Modi - that country's leading anti-Islamic voice, wins big in Gujarat, where some were predicting an upset, and is now being seen as a potential future BJP candidate for Prime Minister. If that happens, he'd certainly be an improvement over everyone else.
Western foreign offices and State Departments have banned him from travelling to Western countries, even while they roll the red carpets for Ahmadinejad and Musharraf. Not that it matters to Modi - when he has hosts in these countries that want him present, he generally appears by video-conference, thereby neatly side-stepping the CAIRs of the world that successfully lobbied to keep him out.
India could use him instead of Advani or Vajpayee as Prime Minister if the BJP comes to power next time around.

When Pakistan was carved out of India, in 1947, muslims in Gujarat wanted to steal Gujarat into Pakistan. Only firm and timely military-action by rhen home minister, Sardar Patel (hence the "Iron man of Imdia"), saved Gujarat. Glad some in India still know how to handle muslims.

Has there been independent verification that 1000 troops have been killed ?
Did US officials count the corpses ?
Or as usual did you just take the word of the paks ??
The more this sort of thing goes on the more I am convinced that Dubya and his advisors are idiots.
Why does pak have MFNNA status, all this money being poured into a sewer, surely it would be better spent on financing resisitance to the sudanese islamists by the Darfurians and South Sudanese resistance.
Does nobody in power know there friends from their enemies.Surely this is the sort of thing teenage girls learn, not every guy who smiles and flirts with you wants to marry you.
We are paying for our own destruction.

Musharraf; you may not be the exception.
They say; keep no account in love; because Love accounts to no-one but itself. But pity is that it often does not take very long that a romance is lost when there occurs a change of hearts. Musharraf also had gone too far in Love with United States; he Inhaled and exhaled US Love just as unconsciously as you breathe in and breathe out air. In his books; Love needs no-one to exalt it.
But it is an old bad habit of America that; Neocons do create their proxies in the third world for their exploitations and to make head ways in the field of politico- economic gains. All the proxies carry a sell-by date and help advance and push forward the given agenda and are expected to quit, leave…soon after; when asked. US use them like tissue papers.
But trouble with all the proxies lies in their being dictators and having become the absolute authoritarian figures (on the behest of US); this extra ordinary scenario of their being an absolute authoritarians –vs- their sell by date to quit and be replaced by next; it has never been easy for them at the time of their acquittal and stand…off the scene. They are invariably, very vehemently disposed off, being the first hand witness of all the atrocities committed on the command of US masters. Most of the time they are got rid off by means of extermination.
Musharraf of Pakistan; a man as front state leader fighting against the ‘war on terror’ has already been declared, a spent cartridge and dictated to hand over the rein of power to yet another US proxy Benazir Bhutto. The past history of these stooge shows that no proxy can be graded; a better proxy than Saddam Hussein in Iraq; he fought a long 8 years US war of attrition against Iran to deplete Iran and facilitate there, a regime change of US choice; but this business of his; cost him his country (turned into US mega base now), a show trail and gallows awaited him at the end to silence this first hand witness for good.
Musharraf is also finding the curtain of his tenure already drawn. He may be the most dedicated person in the fields of services to his own country but that does not count at all. A desperate man is vigorously trying to rove his boat to escape the destined consequences (plus to show accounts of his being in love for the services he rendered); but what ever he does to escape the ends; only a bad news of his fate……is awaited!!!

Have to reluctantly admit much of what you say is
true. A complete RETHINK on U.S Foreign Policy would be a step forward but with Cowboy Bush & his
draft Dodging Advisors [none with any experience
or the intelligience of a 10th Grader] this seems unlikely. Suspect it will only be a matter of time
before War opens up on another front for America
as Pakistan descends into anarchy & chaos-there will be a rush to secure nukes!

not really, CIA was provided money and support to pakistan to train and arm the future taliban to fight against the soviets. Bush is helping turkey to fight the only real friends we have in iraq, the Kurds. Un is trying to wrench the slav homeland of kosovo and hand it over to muslim albanians, while at the same time spending billions to prop up pal arab jihadis in the west bank and gaza.

...until Pakistan allows attacks on "safe and protected" areas of the Taliban, all foreign aid should come to an immediate stop....it makes no sense to spend money and send troops to a troubled area when you are not allowed to attack the enemy....
...since the dawn of time, it has been proven that to defeat an enemy you must remove the enemys safe zones, you must deny the enemy the freedom to move about, you must destroy the enemys forces, you must eliminate the enemys sources of income and supply....you must defeat the enemy....if you are not empowered to or lack the will to do these things, the enemy will remain active....killing you and anyone else they choose to....
....if your ally denies you access to the enemy, I would suspect he is the enemy....
No more money to Pakistan unless Pakistan allows the invasion and destruction of the Taliban "safe areas"....those areas of Pakistan that are , as of today, forbidden by the Pakistani government to be attacked....
...and of course...Ban Muslim Immigration...(especially Pakistan Muslim Immigration)...

When we hire some one to take us from point A to B. We agree to pay him for carriage; the hired one under takes to transports us there. Like wise US took the initiative to make an arrangement with the Pakistani hireling Mr Musharraf on a gun point, for a certain assigned tasks. He has done his job. He provided us the services against our agreed payments and dictates. This job stands as a paid up job they way US wanted. Now what is this grumble…all about? It all seems absurd.
Neither Musharraf was doing some noble job (killing his own people and keeping the ‘decoy enemy’ flags unfurled for US forces military advances)…. nor US is out there on some charitable mission, feeding the destitute needy.
After Iraq; Afghanistan is situated at a vital central control point to exercise US command and controls in the energy rich lands of central Asia and Middle East. Acquiring a good foot hold in Afghanistan is also vital to check the expected advances in the area;… of Russia and other emerging economies like; China and India.
US is invariably in habit of exterminating the hirelings and silencing the …proxies;

Memo to all deluded dhimmi apologists for Islam who view any critique of, or resistance to, Islam, as 'racist', as 'Islamophobia', and the 'war on terror' as a revival of the Evil Crusades, the white West versus the dark East - you are wrong.
The Jihad - total war aiming at nothing less than Total World Domination by Muslim Despots, as explicitly prescribed and described in Muslim sacred texts, war made by people who explicitly identify themselves as Muslims, against non-Muslims but also against people conveniently re-classified as 'bad' Muslims, such as the black Muslims of Darfur - assails people of all colours, languages and continents, precisely as it has been doing, whenever and wherever it could, for 1350 years.
Jews - who in all of European history were feared and distrusted as swarthy Oriental aliens, totally UN-European - are being attacked by Jihad, not only in the land of Israel, but in other places around the world. Weirdly, after having been labelled 'nonwhite' and 'non-European' for 2000 years while resident in 'christendom', the Jews of Israel, both Ashkenazi and Sephardi and even the black Jews of Ethiopia, are now slandered (by Muslim propagandists or their tools) as being 'racist white European colonial invaders' in the middle east (never mind that eretz Israel is the Jews' ancestral homeland, saturated with spiritual and historical significance for them, containing ALL of their sacred sites except Mt Sinai). Arab Muslims attack and seek to kill or subjugate Israeli Jews and Arabised Christians - JIHAD.
Hindus are attacked by Muslims in Pakistan, Bangladesh and even within India itself, their very own native land - which INCLUDES Kashmir. Islam is only in India at all, because Muslim Arabs and Muslim Persians INVADED India and systematically plundered it, raping and abusing its people with a cruelty hardly parallelled anywhere in recorded human history. Muslim mosques squat arrogantly upon Hindu and Buddhist sacred sites, just as the Al Aqsa mosque squats arrogantly upon the Jews' Temple Mount. Wannabe-Arab Muslims of Indian ethnic ancestry attack their own non-Muslim kinfolk on Indian land - JIHAD.
Hindus are being victimised by Muslims in Indonesia and Malaysia, along with nonwhite Christians of Chinese, Indian and Malay background, nonwhite Buddhists and Taoist/ Confucians, and jet-black Melanesian animists and Christians in Papua.
Thai Buddhists are being attacked by Muslims in southern Thailand. This region was HINDU and BUDDHIST before its peoples were Islamised - by fraud, force and persuasion - in the late middle ages.
In the southern Philippines the Islamised Malay peoples are attacking the Christianised Filipinos (who come from similar ethnic stock).
And right across Africa, from Nigeria in the west to Sudan in the northeast, black but Arabised Muslims are viciously harassing and attacking their black Christian and animist neighbours and have indeed been killing or enslaving them wholesale for over a thousand years - JIHAD. In light of this history, actions taken in self-defence against JIHAD, by black Christians and animists in Nigeria, southern Sudan and Ethiopia are totally justified.
Assistance given by wealthier Infidel countries to any of these other non-Muslim people-groups and nation-states that are threatened by Jihad, appears to me to be both just and necessary. Assistance and encouragement to the beleaguered non-Muslims of India, Africa and south-east Asia would be a far better investment in the common future and common good of humanity, than pouring money down assorted Muslim rat-holes.
Instead of taking in thousands of 'students' from Saudi Arabia and other Muslim lands, how about countries like the USA and Australia give scholarships to non-Muslims from all lands currently struggling against the Jihad, on deals that require their return, once trained, to their countries to help strengthen and defend them? (Sign their brightest lads up for military training at Duntroon, West Point, Sandhurst).
No more money to Pakistan - give it to India instead, specifically earmarked for India's self-defence against the JIHAD, along with the advice and counsel of people like Spencer, to get India's non-Muslim leaders free of the dhimmi mindset. No more money to 'Palestine' - give it to the Israelis instead (much more profitable investment - and much less of it will be wasted). No more money and military training aid from Australia to Indonesia - redirect it to strengthen civil society and homeland defence against the JIHAD, in Papua-New Guinea, Philippines, Singapore, Thailand, Timor Lorosae.
The Muslims will howl blue murder and complain that we are conspiring against them (which is what they are taught to believe, in the first place). But - historically - everywhere you look - THEY STARTED IT. They need to be taught that if you persist in twisting a water-buffalo's tail, or poking it with sharp sticks, in the end it will turn around and stomp on you. Do they really expect to attack everyone in sight, in all directions, on no provocation or on the slimmest of pretexts, for thirteen hundred years, and not, in the end, have all their assorted victims - once the world obtains global instantaneous communication - connect the dots and make alliance?
In the end we Infidels MUST help each other against the Jihad, simply and solely because the theorists and practitioners of Jihad have already made war - 'undistinguishing and exterminating war', as John Quincy Adams put it - against us all.
Time not only for the USA but for all non-Muslim Commonwealth countries to get to work to help India's non-Muslims in their self-defence against the Jihad; time for alliances, and aid, to be reconfigured, for maximum benefit for Infidels.
Post script: may I say how much I appreciate the contributions of Indian - Hindu and Sikh - posters on this comments floor; and how devastating, indeed soul-wrenching it was for me to learn about what the Muslim invaders and occupiers and soul-poisoners did to India, when I looked at K S Lal online, or read the relevant portions of Bostom's book about the Jihad? It was so terrible, in its deliberate evils sustained generation after generation, that I was beyond tears, in a state of shock.
Recorded human history contains many horrors of deep darkness. But what Islam has done to Africa, and to India, simply beggars description.
