Islamic State orders female genital mutilation for all women ages 11-46 in Mosul

FGMUPDATE 2:12PM: There are numerous reports that this is a hoax. The UN official has apparently not retracted it, and it is still being widely reported. Since it is consistent with Islamic law, it is possible that the story could turn out to be true, but the jury is out at this point.

UPDATE 5:29PM: The UN official quoted in the story below is now saying: “We have current reports of imposition of a directive that all female girl children and women up to the age of 49 must be circumcised. This is something very new for Iraq, particularly in this area, and is of grave concern and does need to be addressed…I can’t give you any more details until we have been on the ground to get information.”

Why would a governing body that is consciously and explicitly trying to base all its edicts upon Islamic law order female genital mutilation? After all, we constantly hear that FGM has nothing whatsoever to do with Islam, and that only greasy Islamophobes think otherwise. Is the Islamic State run by misunderstanders of Islam who took Islamophobic literature for genuine material on Islam?

In reality, female genital mutilation is justified in Islamic law: “Circumcision is obligatory (for every male and female) (by cutting off the piece of skin on the glans of the penis of the male, but circumcision of the female is by cutting out the bazr ‘clitoris’ [this is called khufaadh ‘female circumcision’]).” — ‘Umdat al-Salik e4.3, translated by Mark Durie, The Third Choice, p. 64

The UN says militant Islamist group Isis has ordered all women and girls in Mosul, northern Iraq, to undergo female genital mutilation (FGM).

UN official Jacqueline Badcock said the fatwa, or religious edict, applied to females between the ages of 11 and 46.

She said the unprecedented decree issued by the Islamists in control of the city was of grave concern.

Iraq is facing a radical Isis-led Sunni insurgency, with cities in the north-west under militant control.

The ritual cutting of girls’ genitals is practised by some African, Middle Eastern and Asian communities in the belief it prepares them for adulthood or marriage.

FGM poses many health risks to women, including severe bleeding, problems urinating, infections, infertility and increased risk of newborn deaths in childbirth.
‘Four million’

The UN General Assembly approved a resolution in December 2012 calling for all member states to ban the practice.

The Isis edict could affect nearly four million women and girls in and around the northern Iraqi city of Mosul, the UN warns.

Ms Badcock, the UN’s resident and humanitarian coordinator in Iraq, said the practice “is something very new for Iraq… and does need to be addressed”.

She was talking to reporters via video link from the Kurdish provincial capital of Irbil.

“This is not the will of Iraqi people, or the women of Iraq in these vulnerable areas covered by the terrorists,” she added.

Isis militants seized Mosul, Iraq’s second largest city, in June, and have since taken over areas of the north-west and closed in on cities near Baghdad.

The order came as Isis asserts its power in northern Iraq and expands in Syria, imposing radical Islamic practices, says BBC Arab affairs editor Lina Sinjab.

Isis forced Christians in Mosul out of the city earlier this week and daubed their houses with the Arabic letter N to mark them out as Christians, apparently confiscating their properties, our correspondent adds.

Ms Badcock said only 20 families from the ancient Christian minority now remain in Mosul, which Isis has taken as the capital of its Islamic state.

Thousands have fled into Kurdish-controlled territory in the north.

Some of the Christians who remained have converted to Islam, while others have opted to stay and pay the “jiyza”, the tax imposed by Isis on non-Muslims, the UN official added.

Isis announced last month that it was creating an Islamic caliphate covering the land it holds in Iraq and Syria.

      As of a year and a half ago, the World Health Organization (WHO) reported that 90% of Egyptian women have been subjected to female genital mutilation. Now that Egypt has expelled in one way or another most of the Christian population, I should think that the number has grown to near 100%, presuming that Christian women made up that 10% who were not “circumcised”. What do you make of that?

    A top UN official quoted from a statement saying that Isis wanted all females aged between 11 and 46 in the northern city to undergo the procedure.

    But media analysts say the decree seen on social media may be a fake.

    It has typos and language mistakes and is signed by “The Islamic State in Iraq and the Levant”, a name the group no longer uses, instead referring to itself as the Islamic State.

    Some bloggers suggest that the alleged fatwa, which has been circulated on social media for about two days, may have been aimed at discrediting Isis.

    Iraqi Arabs and Syrian Arabs, are Hanafi. Female circumcision is not obligatory for Hanafi and they don’t do it. Those are the people who make up ISIS. Baghdadi is an Iraqi Arab and he is Hanafi.

    Its the Kurds in the region who are Shafi’i and practice female circumcision.

    Arabic speakers have been creating dozens of fake facebook and twitter accounts to parady ISIS, mock, disparage, and make fun of them.

        Why do you say that this “sounds like something out of a horror movie”? Don’t you know that 90% of Egyptian woman, 80% of Mauritanian women, and almost 100% of Somali women are subjected to FGM, all on the basis of Islam?

Since you know so much, how about telling us the difference between a “weak hadith” and a “strong hadith,” one that we “infidels” can fathom.

        Seems by your words that you are opposed to FGM, but appearances can be deceiving, so please tell us outright what your attitude towards it is.

      This is misleading. While FGM is not considered “obligatory” by the Hanafi school of Islamic jurisprudence, it does consider it to be sunnah (preferred).

        Cravenmirage, show me statistics or any kind of proof that female circumcision is being practiced by Hanafi adherents. I know this not to be the case in China and among Hanafi Arabs. They do not circumcise women. I only heard of female circumcision being practiced widely by Shafi’i adherents in southeast asia, Kurdistan, Africa, and the southern Arabian peninsula.

        Hanafi is the most well known Madhhab and the single largest Madhhab amongst Sunni Muslims.

        It is only permissible, it is not preferred or even Sunnah in the Hanafi Madhhab.

Hanafis hold that circumcision for women is merely permissible – the Shafis, Malikis and Hanbalis hold it to be sunnah or waajib – so Muslims speakers and dawah carriers who say that ‘it is mutilation’ without clarifying why, for example, there is an opinion of Ahmad ibn Hanbal saying that it is compulsory, are leaving themselves wide open for a humiliating rebuttal, let alone the other narrations mentioned. Nonetheless, it has to be said that even regarding the limited labioplasty ‘khitan’, the Hanafi position is clearly the only tenable one – how do the other schools establish a compulsory action based on a single weak hadith?

        Baghdadi, and most Iraqi Arabs and Syrian Arabs, and I specifically said IRAQI AND SYRIAN ARABS, are Hanafi (Arabs from other countries may not be Hanafi). It is against Hanafi Madhhab to make female circumcision mandatory since it is only permissible and most Hanafi do not practice it. It would only arouse anger.

          I challenge cravenmirage the cravenly liar to produce evidence of Hanafi circumcising women. Cravenimage lied, she claimed it was Sunnah in the Hanadi Madhhab when it clearly isn’t.

          I said its not obligatory, and it isn’t. And Iraqi and Syrian Arab Hanafis do not circumcise their women. There have been no reports or even allegations of this practice among them, while it is rife in Iraqi Kurdistan among Shafi’i Kurds.

          Female circumcision is practiced by Shafi’i and not Hanafi.

The idea is apparently to ensure the faithfulness of the future wife due to removing all sexual pleasure. Yet many women not only accept it but force it on their children, and some also perform it.

          The one good thing about the pharaonic that I can see is that it has pretty much spelled the end of cultural relativism–the belief that all cultures are equally valid and no culture should criticize any norms of any other culture. An invention of some Western intellectuals, it was hardly tenable by them when faced with the reality of the pharaonic, since the same intellectuals are very big on sexual liberation.

          You do not mention what is sometimes called “the pharaonic” or “being pharaonized” in the (probably mistaken) belief that it comes from the Pharaohs of ancient Egypt.

          I’m not passing judgement on anything and frankly the middle east and africa is not my business, I’m just correcting these trolls and liars.

          I am interested in people to stop sticking their nose in asian affairs (east and southeast asia).

          In East Asia only Hanafi Madhhab is practiced, and there is no female circumcision.

          In southeast asia, as far as I’m aware, female circumcision is nowhere like the middle east or africa. In southeast asia, it ranges from: just rubbing the knife over the clitoris (with nothing cut), to making a small incision so a pinprick of blood will come out (nothing gets cut off), to removing a piece of flesh the size of a grain of rice. This is what Shafi’i adherents in the southeast asia think female circumcision is according to Islam.

          In Shafi’i areas of the Middle East and Africa, it ranges from cutting off the whole clitoris, to the extreme pharonic thing you speak about. Most often, its women who do it to their daughters, alot of men in those areas don’t know and aren’t involved.

          Not my business. The women in those areas will work to stamp it out themselves, or they won’t, its not our business. You can ban it in your own countries. In fact I would applaud your banning foreign things in your own countries and then shutting up about affairs which go on in other countries.

Leaving everything up to the women responsible for this barbaric practice, and their fellow citizens of whatever country in which they are, you ignore the role Islamic leaders could play in correcting it. These people might listen to Islamic leaders, but they sure aren’t going to listen to “infidels” like myself.

          What Shafi’i people do in the middle east and Africa is not my concern.

          And it is not practiced by Hanafi which is the single largest madhhab. That is extremely relevant to both the Hanafi Iraqi Arabs in the current article and my area of interest.

        Cravenmirage is cravenly lying again. I did not imply female circumcision is not practiced in Iraq or Syria. I said it is not practiced by ARABS in Iraqi and Syria, because Arabs in those specific countries are Hanafi. Female circumcision is practiced by Shafi’i Kurds in Iraqi Kurdistan.

        ISIS only controls Hanafi Arab areas, Mosul is populated by Hanafi Arabs, and Baghdadi is Hanafi.

          Pedophiles flock to a number of poor countries because it’s just easier to exploit poor, hungry and desperate people, unfortunately.

          Also, over the last decade the Philippines has made some strong economic development, and has also made a dent in the corruption levels. You cannot really say that about certain Muslim countries, such as Pakistan for example.

      Mazo, just to point out, the term “female circumsizion” is a total hoax. It’s *genital mutilation*, plain and simple!

      As of a year and a half ago, the World Health Organization (WHO), hardly a conservative political entity, reported that 90% of Egyptian women have been subjected to female genital mutilation. Now that Egypt has expelled in one way or another most of the Christian population, I should think that the number has grown to near 100%, presuming that Christian women made up that 10% who were not “circumcised”. What do you make of that?

        Copts also do female circumcision so they are included in the 90% figure.

          Mazo – I did not know that about the Copts. Many West African tribes, the Mossi, for example, as well as others across Africa, including Ethiopians I knew, (but I don’t know what their religion was – I suppose they may well have been Coptic Christians) carry on with this tradition. One thing for sure: in all cultures that I am aware of who do this, it is the women who carry it on from generation to generation. Men may have originally invented the custom, but today men are not involved at all. The women do not consider their daughters marriageable unless they have had this operation. They think uncircumcised women are unclean and should be shunned. A Mossi girl told me if Mossi women did not have a proper and thorough cliteroidectomy including removal of labia minore, any baby who touched any leftover tissue during parturition would be born dead. “C’est terminee” this Mossi girl said, clapping her hands twice to indicate that it was all over for the baby. She was very proud of her tribe and said other tribes did the operation mainly to “copy” the Mossi because they were envious and looked up to the Mossi and wanted to be like them. All in all, simply horrifying to me.

          Raven, it is very sad to see how many filthy lies are told about childbirth in order to perpetrate FGM.

          Some Copts do practice FGM, but I could find no figures as to percentages. The Coptic Church is strongly opposed to it. See:

    You all here should stop yourself kidding, although the woman may be the victims at first glance, but they themselves are part of the problem Islam to recognize that only the photos and videos you have from these circumcisions See, there are always the women who do it to the others, even their own daughters! Their women are just as crazy as the guys!

    The photo of the mother who keeps her screaming daughter down as the poor girl is genitally mutilated is BEYOND heartbreaking.

    That so-called “mother” deserves to be shot for not standing up for her and apologizing herself out of any responsibility by saying to herself that nothing can be done.

    That is an assumption, I know, but I’m pretty sure it is close to the truth.

        The women who do it, as well as the men who promote, encourage and order it, should have to spend at least a decade in prison and not get any early release, It is an abomination, period.
