WASHINGTON — Hamas and Islamic Jihad have effectively captured the United Nations agency to care for Palestinian refugees, a report said.
The Center for Near East Policy Research asserted that Hamas and Jihad controlled the UN Refugee and Works Agency in the Gaza Strip. In a report, the U.S.-based center said Hamas operatives were in control of UNRWA’s labor union and that refugee camps served as a recruiting ground for Islamist fighters.
“Over the years, UNRWA has become a convenient surrogate for terrorist organizations, led by Hamas, which unrestrictedly dominates the UNRWA workers union, and its men — along with educators from the Islamic Jihad and other groups — are the ones who educate generations of descendants of Palestinian refugees about the values of jihad against Israel and all infidels,” the report, titled “The UNRWA-Hamas Axis,” said.
Author Jonathan Halevi, a leading Israeli analyst on Palestinian affairs, cited the discovery of rocket caches in several UNRWA schools during the Hamas war with Israel in July and August 2014. Halevi also said Hamas built an attack tunnel from a UN health clinic and boobytrapped the facility.
The report said the UNRWA union has been under control of Hamas operative Suheil Al Hindi, who won a landslide victory in elections in 2012. The 11,500 employees gave Hamas all 11 seats in UNRWA’s teachers’ union and 14 out of 16 seats in the employees and service sectors.
“Al Hindi, who in the past also headed the teachers’ sector at UNRWA, does not hide his affinity for the Hamas organization and takes part in overt political activities as its representative,” the report, released in August 2014, said. “In his capacity and as a supervisor of student summer camps, Al Hindi has a tremendous impact on the UNRWA education system and the contents taught in it.”
“UNRWA’s management is well aware, at least since 2004, of the fact that Suheil Al Hindi, who headed the UNRWA teachers sector, is a senior Hamas activist who supports jihad against Israel and suicide bombings,” the report said.
Another leading Hamas figure in UNWRA was identified as Issa Abdul Hadi Al Batran. The report said the 41-year-old Al Batran has been a senior member of Hamas’ Izzedin Kassam military wing. In 2009, Al Batran was fired after he was seriously injured when a bomb developed for Hamas prematurely exploded.
Other leading insurgents employed by UNRWA included Awad Al Qiq, a principal at a UN school as well as head of Jihad’s weapons production unit. Said Siyam served as a teacher for UNWRA for 23 years until he became Hamas interior minister.
“Despite being a well-known senior activist in Hamas, UNRWA did not take steps to remove him [Siyam] from its ranks,” the report said.
In all, dozens of Hamas military commanders were said to have begun as employees for UNRWA. The report said Jihad also infiltrated the UN agency.

The UN thought they had a done deal with the Copenhagen conference agreement that was to be finalized in South Africa in 2011. All the 3rd world thugs where lined up to get get their piece of the fleece of western loot. But the Climate Gate emails ruined that, oh the humanity, oh my secret bank accounts. Meanwhile China is polluting the atmosphere so badly that it is starting to effect the west coast of the United States, but that is OK. India is not far behind, perfectly OK. In a book I read the UN had been kicked out of New York and the UN building had been converted into a shelter for homeless people.

The capture of a UN agency by the people it is supposed to serve/control, was perfectly predictable. The United States has over 150 years of experience with regulatory agencies, beginning with the Interstate Commerce Commission, supposedly to control the abuses of the robber barons. In fact, what happened was that the Interstate Commerce Commission, and the numerous state agencies designed to serve the same purpose, was very quickly captured by the big railroads. The net effect of the ICC was to keep out the smaller competition that could effectively lower prices, and to enforce the price-fixing agreements the robber barons were always creating, and always violating.
So, the capture of the UNRWA by Hamas, and Islamic Jihad was completely predictable according to classical economic history. Similarly, any UN bureaucracy can be described by the public choice theory of economist James Buchanan as acting primarily in the interest of the bureaucrats leading it.
The real question is, what US interest, or Western interest, other than leftist bureaucrats, is served by the US participation in the UN, and by the huge financial contributions the US makes to the UN? If the UN were simply neutral, it would merely be a waste of money. But, the financial contributions made to the UN are being leveraged by Muslim countries and groups, the biggest voting bloc by far.
It doesn’t take a genius to see that in the next 10 or 15 years, maybe sooner, the UN will officially declare binding sanctions towards Israel. The time to get out of the UN is now. The problem is, getting out of the UN will be a major campaign issue for any presidential candidate, and will be a lose-lose proposition. That is, only a Republican candidate will even think about leaving the UN, and any such proposition will simply energize the media and non-profits in opposition.

Establish an American/French/British mandate over most of Iraq.
The Islamic State is destroyed and the mandated territory disarmed.
South-east, shia, Iraq become self governing South Iraq. It is not permitted any military activity within 50 kilometres of Kurdistan or the A/F/B mandate.
The western and southern borders of Kurdistan are established on the basis of ethnicity and democratic choice. The Kurdish state is permitted armaments for defence.
The eastern border of Syria is established subject to Syrian disarmament.
Until Syria disarms every aircraft flying into, out of or through Syrian airspace will be shot down and all ships approaching Syrian ports will be sunk.
The Americans, French and British take over and disarm Hamas in Gaza. In exchange for the West Bank Israel concedes land east and north of Gaza which becomes the unarmed state of Palestine which is self governing under A/F/B supervision.
Those living on the West Bank are given the option of becoming Israelis or citizens of the new state of Palestine. If they opt for the latter they are assisted to move there. The Palestine-Israel border is opened.
Hezbollah in Lebanon is disarmed and a civilian government continues under A/F/B supervision.
Britain and France will be free to cancel the citizenship of islamic troublemakers and criminals and to deport them to the A/F/B mandated Iraq.
The mandate and supervision will probably have to continue for at least fifteen years in both Palestine and Iraq to permit the development of stable democratic governments.
If other European states wish to get rid of their islamic troublemakers they may do so if they contribute to the mandate.
Iraqi oil will pay for the mandate and supervision.
South Iraq will build and maintain an oil pipeline from Kurdistan to the Persian Gulf.
Kurdistan will control the water supply to South Iraq.
All that should fix a whole lot of problems in the Middle East, Britain and Europe!

There is a shop near where I live, family owned, might call it a corner shop. It is run by observant Muslims. On the counter is a collection box, the money goes to help Muslims suffering all over the world. To my eternal embarrassment, at one time I used to put my spare change in it.
But I have come around to the truth at last. Now, I save it up and every so often give it to charities like MyIsrael, to help those truly under siege and victims of real persecution, not the imaginary made up crime of Islamophobia.

UNRWA is a major impediment to peace. Because of the funds the UNRWA provides, the Palestinians have no interest in making peace. If UNRWA stopped funding them, the Israelis would be able to settle for a relatively moderate Jiyza.
