WASHINGTON: Most of the American military aid to Islamabad for counterinsurgency has gone into buying equipment to fight India, a former US diplomat has told lawmakers as he described Pakistan as a country which is “on the edge in many ways of being a failed state”.
Testifying before a Congressional Committee, Ronald Neumann, former US ambassador to Afghanistan, said the state department on terrorism ranks Pakistan as having the highest level of terrorist incidents of any country in the world.
“Almost all of those incidents are not related to any aspect of Afghanistan. Many of them take place in areas that have nothing to do with the FATA area,” he said.
“It is an economy which basically faces a crisis because of demographic pressures, because this is a country that spends less on education than virtually every country in the world. It is a country which is always on the edge in many ways of being a failed state,” Neumann said.
“It’s also a country where we don’t seem to tie our strategy in Afghanistan. It virtually went unmentioned in the quadrennial defence review. There’s no mention of it in the West Point speech. And we’re cutting aid very seriously,” he said.

Michael O’Hanlon, director of research for Brookings Institution’s Foreign Policy Program, warned that with the collapse of Afghanistan, a group like Lashkar-e-Taiba, which was behind the Mumbai terrorist attacks of 2008, could have another place from where it could base its operations.
“At the moment it may not need that because historically of course the Pakistani security forces have tolerated and even helped Lashkar-e-Taiba. But there hasn’t been another attack like Mumbai in the last six years, and there could come a point where LeT wants more freedom of manoeuvre to operate beyond the controls of the Pakistani state,” he said.
“So I would worry that an Afghanistan in chaos could provide the sanctuary not only for the groups that might threaten us directly but for groups that might want to start an Indo-Pakistan conflict, and specifically Lashkar-e-Taiba,” O’Hanlon said.

I have always wondered how much of the billions in econimic aid to Pakistan since 1990 has been given as a covert bribe to prevent them from selling a nuclear weapon to a Muslim terrorist group. The US, UK, etc would never admit as much. And, the Pakistanis would never overtly threaten as much. But, then again, according to some news reports, the aid conditions were shrouded in secrecy for a long time.
India is certainly Pakistan’s first enemy. Pakistan said that it would get nukes like India possessed even if they had to “eat grass” to afford it. That’s desperation born of intense hatred. So, I would suppose that India has the most to gain by keeping a lid on Pakistan’s proliferation of nukes.
But, since they are a jihad state, I worry that their ideological sympathies will lead them to transfer a nuke to a Muslim terrorist with even broader ambitions.

Actually, it is *Islam* which is causing this chaos.
Many in the West have, through ignorance, appeasement, or complicity *enabled* the evil of Islam—there is no doubt about that.
But if you believe that Pakistan was not threatening toward India before George Bush took residence in the White House, then I’m afraid that you are the one who is ignorant.
George Bush was not the first American president to send “foreign aid” to Pakistan, first in the mistaken belief that they would serve as a hedge against Communism, and later under the even less plausible idea that they would be our ally against “terrorism” (Islamic Jihad).

The experts in the military and elsewhere know that most of the money is not going to counterinsurgency. The money is essentially about buying an ally, and naturally you’d want to have more influence on how the ally spends it (i.e. in your interest), which is why some pressure is applied at times, but ultimately, it comes as a surprise to no one that Pakistan uses the money on what it deems its priorities to be. The US also buys allies like the Philippines and Romania, but these countries are cheaper to buy and easier to trust. By paying Pakistan, you have at least some control as Pakistan clearly relies on that money. Who knows what kind of chaos would ensue if the money stopped flowing. The downside is that it allows Pakistan to build up its army against India, so if the money suddenly dries up and Pakistan is hurt internally by it, which it inevitably would, the situation will get sticky in a jiffy. Such is realpolitik: the most convenient solutions are always the short-term ones.
