Quebec bill targets “people who write against the Islamic religion”

Come and get me, coppers. Bills like this effectively stifle honest discussion of how jihadis use the texts and teachings of Islam to justify violence and supremacism, and to make recruits among peaceful Muslims. Legislation of this kind reveals why Islamic supremacist groups such as Hamas-linked CAIR and the purveyors of the “Islamophobia” myth so assiduously and relentlessly label any opposition to jihad terror and any discussion of its motivating ideology as “hatred”: they know that understanding of the importance of the freedom of speech is breaking down in the West, and the concept of “hate speech” is gaining wide acceptance among people, especially young people, who don’t realize what a weapon that concept would be in the hands of the powerful to silence dissent. They know that Useful Idiots like Jacques Frémont are busy helping them remove obstacles to their ultimate goal, and so they pat him on the back applaud his “resistance to bigotry.”

“National Post View: Quebec hate speech bill would re-establish bureaucratic despotism,” National Post, August 15, 2015:

In mid-June, when Quebecers’ thoughts were more attuned to summer plans than politics, Premier Philippe Couillard introduced two new bills in the National Assembly. One was long anticipated and non-controversial (in Quebec). The other was a bit of a bombshell.

The first, Bill 62, would shore up “religious neutrality” in Quebec. Its principal provision, the proscription of face coverings in the public sector, is largely pointless but relatively mild, as curtailments on religious freedom go, compared to the broader ban on religious garb the Parti Québécois had contemplated.

Bill 59, on which consultations are to start next week, is far more worrisome. Bill 59 assigns new powers to the Quebec Human Rights Commission (QHRC) to combat hate speech, as well as a variety of other provisions meant to protect against extremism, by censoring speech that promotes “fear of the other.” Ominously, the bill would allow the QHRC to pursue websites that in its estimation describe and denounce Islamism.

The bill takes its inspiration from recommendations made public by the QHRC in November 2014. Jacques Frémont, the commission’s president, explained that he planned to use the requested powers to sue those critical of certain ideas, “people who would write against … the Islamic religion … on a website or on a Facebook page.”

Frémont is an unabashed legal activist, who sees the QHRC’s mandate as “provoking a social change” and “making the law.” (“You will make the law with difficult cases, risky cases,” he said at a March conference at the Université de Montréal.) In support of such stringent censorship he cites resolutions adopted by UN bodies. But the only UN body pressing for this measure is the Organization of Islamic Cooperation, an Islamist consortium that equates criticism of Islam with hate speech. The OIC’s member nations have nothing to teach any democratic society in the way of “inclusion,” “openness” and “living together,” all justifications for Bill 59 made by Premier Couillard.

The details of Bill 59 are chilling. Article 6 would “give the QHRC the power to initiate legal proceedings before the Quebec Human Rights Tribunal without having to wait for complaints from the public.” Article 3 allows members of an identifiable group as well as people outside the group to make complaints triggering suits for hate speech before the Quebec Human Rights Tribunal.

If this has a déjà vu quality to it, it should. Bill 59 would pave the same well-travelled road to suppression of speech and opinion that led, via the similar Section 13 of the Canadian Human Rights Act, to the infamous pursuit of journalists Mark Steyn and Ezra Levant by Muslim activists determined to stifle normative expressions of opinion. The public’s disgust at such bureaucratic despotism happily led to its repeal at the federal level….

    I have the right as a Canadian to speak as I wish and Bill 59 removes that right.

    Modifications to the Bill, should it pass, must protect all Religions, not Just Islam.

        Bill 59 would make most of the Koran and hadiths ILLEGAL because they verbally abuse the dirty kafirs: the worst of beasts, foolish, like pigs and apes, etc.

        People could theoretically charge Muslims with a hate crime every time they read the Koran in public.

          Yeah, but Muslims and Quran will be exempt from any infidel law as we see everywhere. Otherwise, they would be locked up in all those countries(UK, most Europe) where such laws are already in existence. The laws only apply to non-Muslims!!

          In 2010 the SFR (Swiss State TV ) produced a documentery directed by Karin Bauer “Hinter dem Schleier” (Behind the veil”.
          Imams Ridha Ammari was recorded citing either a koran or hadiths passage describing non-muslims as “lower than animals”.
          That caused quite a stir in the general public and resulted exactly in what you were proposing. Iman Ridha Ammari was accused of “racism”.
          In the end not much consequential resultated from this accuse, still it was good to see that they had to find all kind of excuses for quoting the koran.
          To sum it up, the imam as a person might have been excused, still it raises that awareness that islam contains a lot of hate in those who generally are not interested in religion.

        It has quite a nice image, but like Norway & Sweden it should have contributed
        a lot more to the modern world.

        phenomenon of “islamophobia” a crime.
        Since islam is our Oldest Enemy, a rational position would be to criminalise

        Islam is not a religion. It’s a death cult. You can ridicule all religions but Islam still considers you to be a kuffar or non-believer. That means Islam dictates that you be put to death just like any Jew, Christian, Hindu, atheist / agnostic, etc.

        Whether you take Islamic supremacism seriously or not, it will eventually deal with you the way it sees fit to deal with all non-believers and I’m quite sure you won’t like it.

        There is no moral equivalence when it comes to comparing Islam with all other religions.

    If such a law were passed and applied in full, islam would effectively be outlawed – it lies about Judaism and Christianity, it says that Jews incurred in the wrath of allah and Christians strayed from the path, and it commands muslims to hate Jews and Christians. If that doesn’t fall under “promoting fear of the other” then nothing will.

      It all depends who will be in charge of executing such draconian laws. Yes, every stick has two ends and, potentially, it could be used against jihadists but… For what I can see now, they are in charge, thus THEY will be using or trying to use such laws to suppress any criticism of their “religion.” (I wonder if that law will also forbid to use quotation marks around their so called “religion,” sniffing me jesting them in that way, or if improper use of the term “religion of peace,” in wrong context, will also be forbidden?)

        Funnily enough, it could be argued that every time the bureaucrats of this commission draw up an indictment against a “hate group” listing their writings in their bill of particulars they are themselves engaging in hate speech acts which defame that group. “But we are telling the truth!” they will protest. … So will telling well sourced truth be a defense for anyone not part of this commission?

      Apparently, Bill 59 is of the opinion that ‘truth is no defense’…ultimate protection of Islam is being crafted in which quoting from Islamic doctrine by non-believers will be prohibited.
      It would seem the way to combat this would be to organize counter-jihad movement as a ‘religion of liberty’ – on its own.

    Islamist are actually losing the propaganda war and they know it. Take a survey of people living in Western countries as to whether they have good or bad impressions of the religion of Islam and in many countries the majority would have negative feelings towards Islam. That’s the result of 15 years on constant news on Islamic inspired terrorism. That alarms the progressive types who can see the only alternative, is to censor news reports,( take out the bits about bombs and beheadings) and secondly prohibit any criticism of Islam.

      Even with reporting that bends over backwards to minimize offense to Muslims, the atrocities (committed by devout Muslims) are being committed for the sake of a totalitarian, political Islam and to impose Sharia law. The purpose of Islamic terrorism is to impose POLITICAL ISLAM on all countries…that is not lost on TV viewers. They know the Islamists are enemies of freedom…Muslims living in the West also want to preserve their freedom…most of them do want to live in an Islamic state.           The problem here is that mortimer has been actively posting on Jihad Watch for years, in nearly every thread, one sees his name popping up with anti-Islam comments, often sounding quite robust and informed. Given that (and assuming he actually has been reading even one-tenth of the hundreds of articles in whose comments fields he has actively participated, there is no way in hell he could come to a conclusion as PC MC as the one I and gravenimage quoted. As Judge Judy (PBUH) says, “if it doesn’t make sense, it’s not true”. (Another of her hadiths also come to mind, “Don’t pee on my head and tell me it’s raining.”).

      All this time I thought it was “Asians” causing all the trouble? I am shocked, shocked! It is really Muslims? I am so embarrassed after calling my Chinese-American friend and telling him about all the horrible things that “Asians” were doing in the ME.

      I happen to have a good Chinese-American friend and he’s a patriot who loves America and made a successful life here. He finds calling Muslims, “Asians”, ridiculous. And then he makes jokes about the Chinese because he likes humor; a sign of intelligence.

      The Quebec Human Rights Commission has the right acronym (QHRC), pronounced, Quirk. They are at the edge of the abyss and want to take a great leap forward with bill 59.

    Writing here is useless. Quebequois MUST demonstrate, make noise, “occupy” the parliament, block traffic, carry banners, etc.. to protect free speech. If we don’t organize and demonstrate, we will be destroyed. Anybody here has friends in Quebec to mobilize?

    In the name of tolerance, Jacques Frémont is opening the door to the worst intolerance imaginable…discriminatory Sharia law and political Islam.

    Fr Henri Boulad denounced this years ago: “Au nom de la tolérance, l’Europe est en train d’ouvrir ses portes à l’intolérance. Au nom de la démocratie, le risque est de voir vos enfants et petits enfants vivre dans une société totalement différente où les non-croyants ou croyants en d’autres religions, les dhimmis, auraient moins de droits que ceux de la majorité de la population. Ceci signifierait un retour aux pires moments de la domination religieuse de type médiéval qu’a connu l’Europe dans le passé et dont elle s’est heureusement affranchie.”

    Mr. Frémont, political criticism is necessary to preserve a free society against tyranny.

    Allowing theocratic fascism to operate beneath the radar will embolden the invisible jihadists to strike terror into the hearts of Quebec disbelievers!

    To state the obvious, chances are that in highly-publicized and stoutly defended cases, like Mark Steyn and Ezra Levant, the proclamations of totalitarian bureaus such as the Quebec Human Rights Commission will be reversed by a real court.

    However, the point of such an exercise is to let small fry know that they are facing extensive and ruinous legal battles, even if they ultimately win.

    There is plenty of news and information on the internet, even if it comes from individual bloggers who contribute their own specialty knowledge. The mainstream news is mainly entertainment, and is also driven by profit and loss. And what could be more of a loser than to have powerful government commissions without checks and balances going after you?

    Quebec was never really a bastion of liberty, given its totalitarian efforts to marginalize English through legal mandates. For example, Quebec citizens who cannot prove they have an English background are forbidden to send their children to an English-speaking school. Such is the state of “freedom” in Quebec, so it is no wonder that totalitarian commissions such as the QHRC have legal power.

    The bright spot is that Canada is a looser confederation of local regions than the US. Quebec is free to continue to destroy its economy and to drive talented people to other provinces. The main result is, Quebec will continue to lose investments and bright people, and continue to whine about being discriminated against because they are French.

        My understanding, Kepha, is that English speakers in Quebec encounter normal, but tolerable harassment to send their children to an English-speaking school. French-background citizens of Quebec find it almost impossible to send their children to an English-speaking school.

        It shows you the French are losers. If French were all that viable in Quebec or anywhere else in Canada, they wouldn’t have to strong-arm defenseless children into speaking a language which will hold them back.

    Once you realize these are lawyer/politicians who act the way they do creating bills and laws such as this only to drum up litigation in the courts and thus bring much needed revenue to the law firms that function inside the government. They create the trouble so that people have to hire an attorney and shovel money into the legal system, otherwise they’ll close your business, take your house, garnish your wages, etc., etc., etc.

    Western governments have evolved over the last two, three hundred years into a Dumpster of people who collect taxes and then distribute the tax revenue to their friends.You’re not involved in government? You lose; the government only wants your vote.

    The muslim brotherhood is alive and thriving in Canada despite the efforts of Stephen Harper. They exerted pressure on the Canadian Law Society which voted against Trinity Western University(a Christian University) therefore destroying the chance of fair legal representation by Christian lawyers.

    They are weaving their way into Canadian politics, universities and public schools, government positions, the police and the military.

    I’m surprised this has happened in Quebec because the province is extremely anti-religion and they have on several occasions publicly stood against muslim demands. ie wearing of the burqa, halal meat in public school cafeterias, etc.

    The muslim brotherhood is like dealing with the mob. I’m sure these demands come with the threat of retaliation if they aren’t met. As traitorous as liberals are whether in Europe, the US or Canada, I would bet these disgusting ridiculous hairy muppets also send a clear message that there will be consequences if they don’t get what they want.

    Dealing with them will take the cooperation of the entire Western world acting together.

      The Canadians thought they could get by on on the strength of a legal tradition of free speech in Canada, although they don’t have a constitutional provision like the US.     Any bill that seeks to limit free speech is something that must be fought and stopped. Part of a free society is the right to criticise even religion and especially cults like Islam. If you are not sure islam is a cult look up “cult”. Islam has to be stopped in this country and it can be done by banning the Quran as hate speech. The criminal code of Canada sections S 318,319 and 320, if enforced would see the ban of the Quran. Islam without the Quran would be a religion of peace. Islam with the Quran is the deadliest threat to our way of life since the Nazis.

On the other hand, if you are citing Koranic, ahadith, or any other “sacred Islamic texts,” and doing so, to inform the uninformed on what the said “sacred texts” state, and, Islam is not your belief system; then, yes, of course, by all means, citing the said text will be regarded as hate speech. And hate speech, mind you, of the most reprehensible, offensive, criminal kind.

    A law must be written for all people not just for the protection of one group.
    The Qur’an is a book of hate speech against Jews and Christians and all other non Muslims. Will Bill 59 stop the hate teachings of the Qur’an? Will this Bill 59 stop the preachers of Islam?

      Harper cannot stop it. The prime minister may technically have the power to cancel a provincial law, but this power has never been used, or not used in a very long time, so it is considered to have atrophied. Using it or trying or considering to use it, especially in Quebec, would probably cause a constitutional crisis. There are only 2 ways to potentially stop it: Enough public opposition, or a court challenge.

Is that those holding positions of power and who were elected to protect our rights are selling us out (except for Harper in Canada and I would say Netenyahu in Israel clear exceptions)?       The question is…what the hell do we do about it? Politicians are vote whores. I think we have to get organized and demonstrate, take up petitions, push back.

      Singling out the “Islamic religion” as being protected is clearly discrimination and must be removed from this bill. Censoring speech that creates “fear of the other” is perfect and I agree with you. Muslims would not be able to even quote from the Koran as that would constitute hate and they would have to be charged.

    the best way of challenging anti democratic totalitarian measures such as the proposed law is to get in first and show them that we await the legislative measures with glee and show how we will use the provisions of that law against themselves: the very act of supprssing open comment is itself hate speech and discriminatory targeting a specific group of people because it offends, threatens and insults a particular group in a way that would not be used against other groups exercising the right to an opinion or analytical conclusion over important issues – then quote the koran letter and verse as it stands in standard accepted translations, in all its homophobic, antisemitic, mysoginistic, death-cult glory and seek prosecution of the perpetrators of that degeneracy within the new law

    — namely, that the generous explanation for why so many people throughout the West either in policy-making & journalism, or out in the civilian world (the non-“Elites”), keep doing things that have the effect of strengthening Islam in the West; is because they are not factoring in one Islam, but two Islams — one benign and wonderfully “diverse” (code for ethnic and therefore to be “respected” on pain of being a “racist”), the other representing a Tiny Minority of Extremists who have nothing to do with the vast majority of Muslims represented by the first Islam.

    And unfortunately, many other factors help immensely to fudge the issue to enable people to split Islam apart into two this way.

    But when a typical Counter-Jihad person has not thought this through, their frustration & alarm at the problem of Islam being egregiously minimized by their own society has no way to vent its pressure, and the temptation becomes great to demonize some group they feel responsible and in control, by implying they are willfully and knowingly aiding and abetting Muslims in the pursuit of the Islam that is endangering us. And to willfully and knowingly aid and abet such evil is evil itself. So an evil Cabal of “Elites” has the entire West in thrall, is the implication. Some in the Counter-Jihad come right out and explicitly spout this nonsense; others irresponsibly imply it with their rhetoric in a kind of passive-aggressive way. Precious few seem to remain who pursue a diagnosis & analysis of the Problem of the Problem that logically preserves the greatness of the West.

        The reader might be persuaded of Western Canadian’s claim that I have a “superiority complex” and that it is “unjustified”, if he provided an actual argument (which, perforce, includes evidence backing it up). But since he hasn’t, they won’t.

        Also, it seems Western Canadian is more concerned about my ego than I am; I’m just concerned about the problem of Islam and the problem of all of us putting our heads together and putting in our two cents to try to optimize our response to that problem. But apparently, my ego is more important to Western Canadian. Priorities, an’ all…

But unlike you, practically all other posters here use language to COMMUNICATE, not to try to impress or pretend to have a superior intellect (the first you fail at constantly, the latter, you miss by a parsec).

          I don’t take you seriously, as you have not earned being taken seriously.

      Basically, according to voeg, if we don’t think what he tells us to think we have a problem. I, for one, think that anyone who spent years lying about, deriding and undermining the forefront figures of the CJ movement, and continues to do so up to this very day, is part of the problem, no matter how much they portray themselves as being the only solution.

    It’s like making a law that says – no one can criticize Britney Spears when she was going through her crazy period

    But when she stopped – acting insane – there was nothing to report there.

    What is more she stopped.

    Important because when Islam stops killing people – the beheadings – the rapes – and taking slaves – in the name of their God – then similarly there would be nothing to report there.

    To try to make a law to stop criticism of it – to silence question – to criminalize expressions of concern – the prospect of which – must have those who believe the world will one day come under Islamic control – like a giant caliphate – drooling at the mouth.

    It’s Islamic law pure and simple.

    No doubt those Muslims teaching the most hate – hold the most intolerant views – and are the most hostile to western society – will be make the most calls to the Quebec “Human Rights” Commission.

    Many Muslims might come to believe – First Quebec… then the World!!

    QHRC will be in service of the Saudis and petite Quebec a satellite state/enclave.

    Islam doesn’t respect democracy or the idea of the people’s choice – in the same dictatorial manner it encroaches on our societies.

    It’s an imposition.

    It starts as it means to go on!

    A single glance at the Islamic world can confirm this.

    Whether those are left alive to criticize Islam or not – it has for more than 1000 years acted in a similar way. It is delusional to think that criminalizing criticism could have any real effect.

    Yes, it defies logic to see how so called hate speech is seen only one way. I have wondered if politicians like this are being approached behind the scenes and being offered payoffs. If that is the case it would be useful to do some investigating to expose this sort of thing. It’s certainly plausible that the religion of peace would do that based on their track record.

    My response previously submitted to the President of that Quebec body and the Quebec Premier…

    Human Rights Associations… Boards… Commissions… what have you, these bodies have adopted the Charter according to their own interpretation and legalese of so-called human rights and freedoms while avoiding realities and common sense in understanding the threats of Islamism, NOT what Pierre Trudeau had in mind.

    They are arrogant orgs conjuring up bias judgements threatening the democratic rights of Canadians to voice their rightful concerns for Canadian security and values.

    Pretentious and traitorous individuals supporting anti-Semitism and Islamic activities to the detriment of peaceful Muslim communities also.

    How misguided these impetuous people and perhaps their mandate have become while The Hijra is rapidly on the move?

    How could presumably well-educated members of such bodies be so naïve in the presence of acrimonious and atrocious Islamic activities happening worldwide?

    Are they so mentally sheltered to be totally oblivious to menaces that are permeating within our societies?

    Please, somebody, curtail the authority of these gravely politically-correct and ignominious groups before they erode our democracy and security irreparably.
