This is because the police in Aarhus West since 2012 have run a “dialogue-based” policy toward the disaffected youngsters.
Police Commissioner Jens Espensen, from the local police in Aarhus West, explains that the police have adopted this strategy because no cops can stand to constantly be in conflict.
