New settlement protects Muslims from NYPD surveillance

What could possibly go wrong? New guidelines “include explicitly incorporating police policies against religious profiling.” Good. Because everyone knows that Muslims (27,000+ murderous terror attacks worldwide since 9/11 justified by their perpetrators by pointing to their scriptures) are no more likely than Jews or Christians (no murderous terror attacks worldwide since 9/11 justified by their perpetrators by pointing to their scriptures) to commit acts of terrorism.

“New Settlement Protects American Muslims From NYPD Surveillance,” by T. Grant Benson, Breaking911, January 7, 2016:

New York, New York—Today the City announced plans to provide additional guidance to police officers as part of a settlement of lawsuits accusing the NYPD of improperly investigating Muslim groups. While the City did not admit to engaging in any improper practices, the changes represent an effort to provide more detailed guidance to NYPD personnel within the existing Handschu Guidelines. These include explicitly incorporating police policies against religious profiling, adding a provision for considering the impact investigations have on people who are not targets of investigations, establishing reasonable time limits for certain investigations, and adding a civilian member to an internal NYPD Handschu Committee. As part of the settlement, the NYPD has also agreed to remove from its website the 2007 report “Radicalization in the West,” which the NYPD does not and never has relied upon to open or extend investigations.

“We are committed to strengthening the relationship between our administration and communities of faith so that residents of every background feel respected and protected,” said Mayor Bill de Blasio. “New York City’s Muslim residents are strong partners in the fight against terrorism, and this settlement represents another important step toward building our relationship with the Muslim community. Our city’s counterterrorism forces are the best in the world, and the NYPD will continue working tirelessly to keep our city safe in the fight against terror while respecting our residents’ constitutional rights.”

“This is the latest step in the continuing efforts to build and maintain trust within the City’s Muslim community and with all New Yorkers,” said Police Commissioner William J. Bratton. “The Handschu Consent Decree has long represented a clear set of rules for conducting investigations into certain unlawful activity. Incorporating existing NYPD practices into the Handschu Guidelines makes it easier to maintain best practices in intelligence gathering and investigations. The modifications also bring the guidelines closer in line with FBI practices, which is helpful in working collaboratively with our federal partners. The addition of a civilian member to the Handschu Committee is also a key part of the settlement, as it will increase trust in the Handschu process.”

“The proposed settlement does not weaken the NYPD’s ability to fulfill its steadfast commitment to investigate and prevent terrorist activity in New York City,” said Deputy Commissioner of Intelligence and Counterterrorism John J. Miller. “The terms of the proposed settlement, which are the result of extensive and thoughtful conversations between representatives of both parties and NYPD leadership, include the incorporation of long standing best and sound NYPD practices into the Handschu Guidelines, which were last modified in 2003.”

“Under this settlement, the NYPD agrees to institutionalize the investigative practices it has developed over the years to enhance its capacity to effectively identify terroristic threats to this City’s safety and security without stereotyping an entire community based on religion,” said Corporation Counsel Zachary W. Carter. “The NYPD’s Intelligence Bureau has led the effort to bring resolution to this matter, and New Yorkers can be confident that this agreement does nothing to compromise the safety and security of this City.”…

      3 out of 4 religions you mentioned are not organised religions. The fact is those people don’t need religious conversions by any means.
      i notice you did not mention ISLAM,
      the moslems are trying to force their culture and religious beliefs down the throats of others.

    Actually surveillance of mosques and other Islamic places is a very good idea. Especially after all that has happened since September 11, 2001. It’s both realistic practical of the safety of the American public As Thomas Jefferson had ,so well, stated “Let the eye of vigilance never be closed.”

    Mayor DeBlasio clearly does not read JihadWatch. He also is clueless in his comprehension of Islam and how certain Muslims can just “fire cracker” at any given moment to advance Islam. Linda Sarsour is on his payroll. And let us never forget the words of the Times Square car bomber, a Muslim immigrant who, when questioned by the judge as to taking the oath to uphold American values said, “I took the oath but I didn’t mean it.” ?

      I agree with you, Linde, that DeBlasio does not read Jihad Watch but I bet he knows of it and has dismissed it as a hate site not worthy of attention. This is how Muslims and leftists think, if you can actually dignify what goes on in their gray matter as thinking.

      The rule of thumb for a vast majority of Muslims and leftists is to never extend credence, often times not even free speech, to those who disagree with them. Rather, the standard approach is to demonize and dismiss. This helps to account, in part, why leftists and Muslims aplenty remain so extraordinarily ignorant while insouciantly basking in their totalitarianism of choice.

        Hi Wellington, Thank you for your comment to me, as well as the many comments you have posted in the past 13 months since I started reading Jihad Watch and learning about Islam. It has been a dreadful experience to learn about a religion that preaches hatred, murder, pedophilia and all the other nasty disgusting things that Islam endorses, but I am a much more informed and aware person for it. And that is far better than being in denial or sticking one’s head in the sand. I wish you a happy new year, Wellington.

          Linde, it’s been about the same with me. I stumbled upon Jihad Watch one day several years ago, found it amazing, (wow, someone with a non-homogenized viewpoint) but promptly lost the bookmark in an avalanche of Internet trivia. I re-discovered JW just about 14 months ago, and I’ve been doing a deep dive into Jihad and Islam ever since. As you say, the truth is painful, but denial is much worse.

    The reason for this pandering and special treatment is that police and politicians are terrified by the Muslims and realize that there are now sufficient numbers that they would lose in a direct confrontation. So our cities will gradually devolve into the same crime ridden no-go zones that we see in Europe. Its giving up in advance.

    Actually, this is quite diabolically brilliant. They have built a nearly seamless policy that re-frames every attack in terms of aberrant social behavior or reaction to foreign policy, totally unrelated to the dictates of Islam, leaving radical mosques and their attendees totally off the hook.

    I wonder who will be added as the “civilian member to an internal NYPD Handschu Committee”? An honored representative of CAIR perhaps, installed to continually tweak the narrative, and tell us what is acceptable to think and say?

      Hi Karen! Happy new year! I work in NYC and have for almost 30 years. Not sure where you live or ever had been to NYC. Times Square is the single most visited site the world. About 4 week ago I went on a sales call to Viacom. They are at 1515 Broadway at very heart of Times Square. I When I was walking there I freaked my self out and my way back to my office I went all the to 10th Avenue and then made a u Turn. I go to 63rd and Madison to smoke cigars. On New Years eve instead of walking up town on Madison, I went all the eat and walked up town on Lexington Avenue. With our D…bag and PC mayor it is only a matter of time. M

          What happened in Cologne is typical Muslim mentality. To them all western women are loose. As you may know sexes are highly segregated in Muslim countries and for Muslim woman to have sex prior to marriage can have significant consequences. As you may know I was born and raised a Muslim in Iran where even universities, buses and beaches are segregated. That said we use to watch a soap called Payton’s Place. But unlike here that soap was being aired once a week during prime time! I used to watch it and every other seen you see a woman in bed with a different guy and all what soap is!!! So when I came here to the states I thought I am going to sit on bench in the park,, there would come this lady and take me home!!!! But the bastards in Germany and else where they still do not get the message. M

    When government feels it’s necessary to tell you what they have done will not affect you as in, “If you like your health care plan, you can keep it”, then it will.

    Someone(guess who) said: “if the people cannot trust their government to do the job for which it exists – to protect them and to promote their common welfare – all else is lost.”

    If you’re a Jihadist, rest easy, the NYPD will be forced to make your job easier by protecting you from those “Islamophobic” investigators while you promote jihad on funds from the common welfare.

Not only are we failing to resist, we are actually enabling them, bowing down to them, and inviting them to destroy our country and take it for Islam.     I think the NYPD should treat everyone as equal, and when sending a SWAT team into a mosk, they should also send one into a parish soup kitchen or food bank, I hear christian homeless shelters are cess pools of plotting and discontent,, they could even have stores of guns and ammo ……. they deserve SWAT teams too ….

    Religious profiling is essential to efficient policing and counter terror efforts during the current International Jihad. If official policy forbids this form of profiling, then officers will be forced to fudge the nature of their work, which is a severe imposition upon professionals charged with the maintenance of a very high level of truthfulness and honesty.

      I agree with you. I don’t understand why people keep saying how this politician or that policitian are ignorant about Islam.
      How can they be ignorant when they have access to information we can only dream about. They have spy agencies all over the world and know a lot more about what is going on that we do and yet so many people still say that they are ignorant and should be educated on the subject.
      They are traitors pure and simple. They should be given the ultimate sentence for so many deaths they caused. No appeals and no mercy.

    I could respect a City Police official saying the exact opposite, ” Muslims are behind nearly all the terror so we will concentrate our investigations, our surveillance and our suspicions on them as to do otherwise would be ridiculous, our job is to follow where the evidence leads and when it comes to terrorism it nearly always leads to Muslims practising the violence exhorted in the koran.”
    Now I could respect that.
