LONDON (Thomson Reuters Foundation) – Countries that have banned female genital mutilation (FGM) should allow less invasive practices such as small surgical nicks to girls’ genitalia as a compromise, two American gynecologists said on Monday.
But campaigners against FGM strongly criticized the proposal, saying it would undermine global efforts to eradicate the internationally condemned ritual.
At least 200 million girls and women have been subjected to FGM in over 30 countries, according to U.N. estimates.
The ancient practice usually involves the partial or total removal of a girl’s external genitalia. In some cases the vaginal opening is also sewn up.
But some communities practice less invasive rituals such as pricking or nicking the clitoris.
The U.S. gynecologists, writing in the Journal of Medical Ethics, argued that permitting more minimal procedures could allow families to uphold cultural and religious traditions while protecting girls from more dangerous forms of cutting.
Communities which support FGM often consider it a prerequisite for marriage. Many also see it as a religious obligation although it is not mentioned in the Koran or Bible.
But FGM can cause a host of physical and psychological problems.
Gynecologists Kavita Shah Arora and Allan Jacobs said procedures that slightly changed the look of a girl’s genitalia without damaging them were comparable to male circumcision or cosmetic procedures in Western countries like labiaplasty.
Laws against mild modifications were “culturally insensitive and supremacist and discriminatory towards women”, they wrote in the specialist journal, which is published by the British Medical Journal.

FGM is practiced in a swathe of African countries, pockets of Asia and the Middle East, as well as by diaspora communities living in the West.
The gynecologists suggested that global attempts to stamp out FGM with legislation had failed and may by driving the practice underground.
“We are not arguing that any procedure on the female genitalia is desirable,” they said. “Rather, we only argue that certain procedures ought to be tolerated by liberal societies.”
They said the term “female genital mutilation” should be replaced with the less emotive “female genital alteration” (FGA) to avoid “demonizing important cultural practices”.
But experts on medical ethics, commenting on the proposal, said procedures to modify girls’ genitals could not be compared to male circumcision because they are designed to control women and curb their sexual desire.
They also predicted that legalizing more minimal procedures would generate a litany of legal, regulatory and medical problems.
Global campaigners against FGM said doctors should challenge harmful social norms, not condone them.
“Any form of FGM is a violation of a child’s rights,” said Adwoa Kwateng-Kluvitse, head of global advocacy at the charity FORWARD which campaigns against FGM in Africa and Europe.
“Why would you put a little girl through that? There should be no medicalization of FGM. They (the gynecologists) are completely behind the times.

The imperfection was spotted by none other than the mullahs who decreed that the clitoris should be removed. allah’s mistake is equivalent to haram (unclean) and has to be corrected by humans. It is not precisely the same thing, but many Coptic Christians get tattoos of the cross on their hands as a sign of their religious devotion–this does not mean that they believe God erred in not providing humans with such a birthmark.

The one cited by Jihad Watch is Reuters–it has also been reported by Newsweek, Medical News Today, and Fox News. Pamela Geller cites the story from Agence France Presse.
The odd thing it that the Journal of Medical Ethics has published a number of stories critical of FGM over the years, including one from 2004 decrying just this sort of false moral rationalization:

If I got a sharp knife and ‘made a nick’ in either Arora’s or Jacob’s genitals, I would be arrested for assault, convicted, jailed and lose my livelihood and rightly so. Too true, Shmoovie – but did you know that in Africa, from Senegal to Kenya, Ethiopia to Nigeria, this “tradition” is carried out by the WOMEN? Women consider the mutilation absolutely necessary: without it’s having been performed, a woman is considered “unmarriageable”. Women who have not had the procedure are considered “unclean.” Women have been carrying on the custom for many, many generations.

The Calormene Empire is desert-like and always waging wars of conquest against its neighbors, and is riven with internal rebellions and palace intrigues. Its capital is the very Muslim-sounding Tashbaan. They sneer at Narnia’s freedoms. The Calormenes are described as having dark faces and long beards.
There are more parallels–but the Calormene Empire is clearly a reference to the Ottoman or Persian Empires. They are brutal foes to Aslan and Narnia.

Oliver, thanks for that anecdote! I am a children’s writer and illustrator, and so am well acquainted with Lewis Carroll (Charles Dodgson). A lot of people are quite surprised to find that this whimsical writer of nonsense for children was also a brilliant mathematician.
But if you read his children’s work with this in mind, you can see that the Alice books are actually full of puzzles and word games that very much fit in with his other professional life.

I actually learned about the whole, sordid business in 1973 from out of the mouths of babes and other ladies all over Africa, starting in what was then Upper Volta, through Cote d’Ivoire, Nigeria, Senegal, Congo,(where I did not dare to go), Ethiopia, Sudan, Kenya, what was then Rhodesia.Tribes, such as the Mossi, took great pride in the fact that they were required to have the operations; other tribes just did it (FGM<) to copy the very classy Mossi!
After I first heard about it from my 15-year old, Mossi, French-speaking babysitter in Ouagadougou, I was interested enough to learn more about it.
This was when I was traveling extensively throughout Africa as a roving novice reporter with my five-yr old son in tow. I did not associate FGM with Islam until many years later. Recently, I read some WHO stats that indicated that 90% of women in Egypt have undergone FGM. Maybe the other 10% might be Christian women?

Uh huh. No mention that it is very much a part of the Islamic Hadith, which cites the “Prophet” himself speaking admiringly of it.
As for that “prerequisite for marriage”, this is because it is believed that women are less likely to stray if they have no sexual feelings at all. Since Islam explicitly allows marital rape, this is no impediment for violent Muslim men.

Well, there *is* that. In fact, you hear this all the time–many claim that all that happens with FGM in places like Indonesia is a “little knick”, but this is belied by the claim that the procedures are key to girls’ chastity–which would clearly not be the case if the victim’s clitoris was not removed.

I had to look it up–it had had its name changed from Upper Volta just a few years before. She was from the Fulani tribe
She lived in a polygamous compound, and was almost certainly a victim of FGM. My husband and I–though we knew little about Islam at the time–were very uncomfortable with this. But our contact urged us to continue our sponsorship, since it was likely the only thing keeping her family from marrying her off as an underaged child–the fate of most girls in the village.
Interesting, too–while we got long, personal letters from Christian children we sponsored in Bolivia and Ethiopia, the letters we got from this girl were always pro forma–I am fine, my village is fine, send more money.
Language or even literacy was not the problem, since it was Childreach agents who transcribed the letters.

To Wiser Monkeys – Seems apropos to post this little anecdote, which demonstrates how deeply SERIOUSLY the women take FGM. I knew an American black girl in Addis Ababa, Ethiopia. She told me about an Ethiopian young woman, a friend of hers, who came from a wealthy family and went to the Sorbonne for a couple of years. There, she became “westernized” to the extent that this young woman vowed that no girl child of hers would EVER suffer FGM, having come to see it as a barbaric custom. She had, herself, been subjected to FGM when when she was a baby, as was and is customary in her particular milieu.
After spending those few years in Paris, she returned to Addis, where she married and had a baby girl. When the little girl was about two years old, the couple left her in the care of her grandmother in Addis, while they went off for a couple of weeks to France. The grandmother was horrified that her daughter was so unforgivably neglectful of her daughter’s welfare that she had not prepared the little girl for marriage and “a normal life”. So driven and mortified was she, in fact, that the grandmother had FGM performed on the little girl while the parents were away in France. She just had to make it right for her little granddaughter. She knew she was acting against the express wishes of her “westernized” daughter.
The custom is deeply, deeply ingrained in the women. Many such operations in Western countries are carried out not by doctors, but by women experienced in FGM back in the old country…like a back alley abortion.

This is what happened to Ayaan Hirsi Ali, as well, Quotha. Though not consistent, her father was generally fairly progressive and Westernized for a Somali, and was against FGM. When he was away her grandmother had both her and her sister mutilated when she was about five.
This had especially horrific consequences for her sister, who always suffered from pain and other problems.

Also, She reports that “80% to 90% of girls from POOR FAMILIES in Egypt are circumcised”. The World Health Organization, however, reported a year or two ago that “90% of (ALL) women in Egypt are circumcised. .
Seems counter-intuitive that Western governments move to integrate Western society with Islam, non?

What crap. While FGM is practiced by a smattering of animists and even Christians in Africa, the fact is it is practiced most often by Muslims.
Further, it is practiced almost exclusively by Muslim outside Africa–in Indonesia, in Malaysia, in India, in Kurdistan, and–increasingly–in the West.
Moreover, efforts to stamp out this atrocity is almost entirely Muslim, and on *religious* grounds.
Here is an Imam in Britain urging Muslims to go abroad to skirt the ban on their mutilating their children in the UK:

And why not? Here are the views of the four orthodox schools of Sunni jurisprudence:
The Shafi’i school of Islamic jurisprudence considers female circumcision to be wajib (obligatory). The Hanbali school of Islamic jurisprudence considers female circumcision to be makrumah (honorable) and strongly encouraged, to obligatory. The Maliki school of Islamic jurisprudence considers female circumcision to be sunnah (optional) and preferred. The Hanafi school of Islamic jurisprudence considers female circumcision to be sunnah (preferred).
As for the Shia, Shiite religious texts, such as the hadith transmitted by Imam Al-Sadiq, states, “circumcision is makrumah for women”. Makrumah is usually translated as “meritorious action or noble deed, but something that is not religiously obligatory”.
So there is not a single mainstream Islamic stance that does not consider FGM to be praiseworthy at the least.
And this shows–in Egypt FGM are at about 95%, which most of those abstaining Coptic Christians. In Somalia, the level is virtually 100%.
FGM may have predated Islam, but today–like the sickening resurgence of slavery–it is almost entirely a Muslim issue.

These two doctors should think again. It’s not their job to be culturally sensitive to the wishes of the parents; it is their job to advocate for the patient. They might even be surprised how quickly this disgusting practice dropped away when credible, trustworthy advocates speak out against it. There are likely many who are looking for someone to lead. Rather than succumbing to the twisted logic of ‘this is what we do’, they could and should make parents and communities confront the realities of this practice, and show parents a better way. Show the parents that a girl can be raised to respect herself and her body and values, without being surgically mutilated.
But instead these doctors would build a fairy tale around the practice, softening the language, respecting the culture, tippy toeing, making little snips instead of big ones.
When asked about slavery, the imams will always tell you that Islam intends to gradually phase it out. But its been 1400 years!. Would they do the same with FGM? This cultural accommodation would extend FGM’s lifetime, when its time for it to die a quick death.
