Muslim hackers infiltrate water utility’s control system, change levels of chemicals used to treat tap water

The location of the utility has not been revealed and its name has been changed in Verizon’s report, but given the fact of Verizon’s involvement, this likely happened in the U.S. — all the other incidents discussed in the report linked in The Register’s article took place in America. And we know that jihadis have long wanted to poison the water supply. As far back as 2002, the feds arrested two jihadis who were carrying plans about how to poison water supplies. In 2003, al-Qaeda threatened to poison water supplies in Western countries. In 2011, a jihadi in Spain likewise planned to poison water supplies.

And in May 2013, seven Muslim “chemical engineers” were caught trespassing at the Quabbin Reservoir, a key supply of water for Boston, after midnight. Only months later and indirectly did we hear that it was a “criminal matter.” A month later, locks were cut at the aqueduct that supplies water to Greater Boston.

Also in May 2013, jihadists were caught in Canada who had considered poisoning air and water to murder up to 100,000 people. In October 2013, the FBI was investigating a possible water supply threat in Wichita. In January 2014, a Muslim broke into a water treatment plant in New Jersey.

Hackers infiltrated a water utility’s control system and changed the levels of chemicals being used to treat tap water, we’re told.

The cyber-attack is documented in this month’s IT security breach report (available here, registration required) from Verizon Security Solutions. The utility in question is referred to using a pseudonym, Kemuri Water Company, and its location is not revealed.

A “hacktivist” group with ties to Syria compromised Kemuri Water Company’s computers after exploiting unpatched web vulnerabilities in its internet-facing customer payment portal, it is reported.

The hack – which involved SQL injection and phishing – exposed KWC’s ageing AS/400-based operational control system because login credentials for the AS/400 were stored on the front-end web server. This system, which was connected to the internet, managed programmable logic controllers (PLCs) that regulated valves and ducts that controlled the flow of water and chemicals used to treat it through the system. Many critical IT and operational technology functions ran on a single AS400 system, a team of computer forensic experts from Verizon subsequently concluded.

Our endpoint forensic analysis revealed a linkage with the recent pattern of unauthorised crossover. Using the same credentials found on the payment app webserver, the threat actors were able to interface with the water district’s valve and flow control application, also running on the AS400 system. We also discovered four separate connections over a 60-day period, leading right up to our assessment.During these connections, the threat actors modified application settings with little apparent knowledge of how the flow control system worked. In at least two instances, they managed to manipulate the system to alter the amount of chemicals that went into the water supply and thus handicap water treatment and production capabilities so that the recovery time to replenish water supplies increased. Fortunately, based on alert functionality, KWC was able to quickly identify and reverse the chemical and flow changes, largely minimising the impact on customers. No clear motive for the attack was found.

Verizon’s RISK Team uncovered evidence that the hacktivists had manipulated the valves controlling the flow of chemicals twice – though fortunately to no particular effect. It seems the activists lacked either the knowledge of SCADA systems or the intent to do any harm.

The same hack also resulted in the exposure of personal information of the utility’s 2.5 million customers. There’s no evidence that this has been monetised or used to commit fraud.

Nonetheless, the whole incident highlights the weaknesses in securing critical infrastructure systems, which often rely on ageing or hopelessly insecure setups….

      Most water companies are not run by the government. The people that need to know are the rate payers that block increases and delay the upgrade of equipment. This sort of infrastructure should have been retired 30 years ago.

      SCADA needs to be on a stand alone platform and system. The PLCs are the true controllers and they can only be changed via programming and physically downloaded to individual PLCs, but that doesn’t change the alarm setpoints that notify the operators of problems.

        @gee59, am i right in thinking there is absolutely no reason the billing system would ever be in anyway connected to the PLCs. Have you ever seen this configuration before?

      The dhimmi liberal response to this is to say that this is just more Islamophobia as Muslims are not trying to kill us. This is the response from most Democrat politicians including Obama, Sanders, and Shillary. If the USA is to defeat ISIS and Islamic Jihad, we must elect Trump or Cruz.       SQL injection is one of the most common exploits there are. It is such a well known attack vector that even a 12 year old script-kiddie could pull it off. There is no excuse for the technical incompetence that allowed for the possibility of SQL injection and left this plant vulnerable to attack. You see this kind of incompetence over and over again. It was a disaster waiting to happen. The plant manager needs to be charged with negligence. There should be laws enforcing security standards for critical infrastructure.

        even worse, it was an SQLi against a public site, that was (criminally) connected to the PLCs.
        How they call this “hacktivism” is beyond me, this was a failed terrorist attack, only their lack of knowledge of the SCADA system saved countless lives.

    Why should there be even ONE casualty? The evidence of Islam’s hostility is in thousands of statements by leading Muslims, the hadiths, the Sira, the Koran, Sharia law and Islamic history.

    Our Western elites are culpably negligent for not reading Islam’s source texts and learning what Islam authentically teaches. Instead, they are guessing at the cost of Western lives.

        The thing is: *every* type of work offers an opportunity for sabotage, sometimes for deadly sabotage… or if not that, the opportunity to enable *others* to engage in an attack.

        Emptying rubbish bins and sweeping the street? Such a person can *put a bomb in a bin* or assist others to do so.

        Janitor or groundsman at a primary school? – Same thing. The Muslim worker can either carry out an attack of some kind himself – ranging in type from low-level ongoing sabotage/ contamination all the way to Going Full Jihad with a weapon – or can assist or enable *others* to carry out an attack.

        Cleaning… trains, buses, a hospital or hotel, a supermarket? Such a person can plant a bomb, or lay or administer poisons, or assist others to do so. There were a couple of Muslims in Israel who worked in a kosher restaurant kitchen. They were caught plotting to poison the food with thallium.

        Washing dishes or waiting or working as a maid or bell-hop in a hotel? – Opportunity to poison the food / dishes or to map a location so that *others* can attack it via the weak points.

        Stacking shelves in a supermarket? Again, opportunity to lay a bomb or to administer poison or engage in low-level sabotage (Wafa Sultan saw a Muslim woman deliberately poking tiny holes, with a needle, in packets of food).

        There is *no* job, at any level, anywhere in any Infidel society, that a Muslim who ‘goes jihad’ could not use to cause death and destruction among vulnerable non-Muslims.

        And it is the ‘invisible’ low-level low-paying jobs that offer, in many cases, the most opportunity….

    In a world with people with some common sense, this would be on every front page of any paper in every corner of the world (not Muslim countries of course)

    Unfortunately we have to hear it here and at few different places. The acceptance of Muslim terror by west is still mind boggling to me. Yes I know all the brain washed liberal mind and PC media. But, man give me a break. Islam is Evil .That is it.

      I, too, am outraged that this story is being buried. Makes you wonder how many times our water supplies, electrical grids, nuclear power plants, and other vulnerable infrastructures have been breached and/or tampered with that we never heard about.

    Great…just great. Why conceal the location of the utility? I know I would want to know if my water supply was tampered with.

    Why are we learning about this incident now? Why isn’t it making headline news?

    As a Massachusetts resident, there was little press given to this enemy reconnaissance, I mean, engineering students walking in the woods at night around the water supply for the city of Boston. The police who first encountered this squad of ‘students’ didn’t bother to detain them, despite the criminal trespass, even when half of them didn’t have any identification on them! Strange but true! Nope, nothing to see here, until tens of thousands of people are dead or dying because the water supply is poisoned. Close the mosques, suspend student visas and kick all of the muslims out of the country. They are not here to assimilate and make America better, they are hear to infiltrate and attempt to destroy our great nation.

      I agree with you Boston Liberty…, Far too long islam’s terror jihad doctrine has escaped discovery and allowed the faithful to roam and plot. Forest fires in the west, shootings in San Bernardino, Fort Hood, college campuses, 9/11….and still many politicians would not allow the identify, if they even knew it, to escape their lips. Not bold enough, to speak with knowledge and clarity. I want voices to be raised, and Trump stepped forward, with the tenacity to speak and said there is something wrong with the definition of Islam as peaceful, we need borders and forged an identity to know the enemy that was first described in the 9/11 commission report before the left islamic alliance suppressed and removed the identity.     With a dinosaur AS 400 system, they will likely still be vulnerable for some time to come.

    I wonder how many other utilities use such systems and have just been cobbling on newer tech to stay current. I’ve heard the AS 400 is a workhorse but it’s way old.

      I don’t belive the IoT systems that would replace it are potentially any safer for our future, the fact they connected the front facing websites SQL server to the PLC is what really created the potential.

    If these Muslim hackers were caught (or even killed) in America and have Apple iPhones which government officials can’t hack, I wonder how many will continue to insist that Apple is fully within its rights to refuse cooperation with law enforcement here? After all, the constitutional privacy of terrorists just has to supersede the possible death of tens of thousands of people, now doesn’t it?

    WHY is any of this accessible via the internet? NONE of our critical infrastructure should be accessible online, it doesn’t need to be.
    Go back to the old system of having a bloke sat at a control panel on site and make sure the employees controlling the systems are vetted thoroughly and systems are in place to ensure nobody unauthorised can gain access to the site without.
    I don’t see the reason to have these systems online NOTHING online is 100% hackproof, therefore why risk it?

      there are methods to access systems remotely and securely, but they had the front facing website’s SQL server connected to the vulnerable PLC.

    Mischievous hackers are busy disrupting. Maybe they need to insulate their computers, and not hook up with the internet….. use the internet for other details and keep the workings completely offline.

    I have read that there are individuals directed by doctrine to cause disruption in the land. Devious critters……we may learn about our enemy too late, to untangle this mess in their dogged attempts. The ease of entrance at water treatment plants,energy companies, military positions due to diversity hiring. The worry list is endless with critters who want to disrupt.

    I always dreaded such a nightmare scenario.
    The rule: The more victims the better it is.
    Problem is they already have an islamic justification for such a mass murder that includes muslim victims.
    Muslims have turned human conventions upside down. We used to assume a human would not explode a plane while he is in it, and used such an assumption as a safety valve.
    Thanks to Muslims, all those basics have changed.

    There are many ways to attack a nation does not have to be a bomb etc, inside attacks on our energy plants, water plants, nuke plants, food processor plants, are just a few that would cripple our nation to leave open for an actual attack upon the masses, Islam is devious and sneaky, fools that hire Muslims only allow inside information to reach the wrong people and bam, knowledge for them hurt for us.

    This is scary! About 7-8 years ago, my husband and I were riding the motorcycle and I noticed two middle eastern men standing by the water’s edge of the city’s drinking water. We drove back around and I called the police just so they can check it out. I wonder if I was the only one that called the police? If I see something, I WILL say something!

    Another example when we were leaving Rome, there was a guy standing nervously by himself. I quietly whispered to my husband to look at this guy to get his thoughts. He agreed that this guy was acting strange! Then there was an announcement on the intercom that stated there was a suspicious item among the cargo that we were being delayed another hour. Finally, as we were walking up to give out tickets to the person before entering the plane. That suspicious guy was pulled to the side and we never saw him get on after that. The people of Rome don’t care if they’re discrimanating against Muslims. They are just trying to make sure we are safe, that’s all!

    People can say I’m paranoid, but as I stated before, I have my head on a swivel in this day in time with all of this ISIS crap. It may save my life and many others.

    This reminds me of the story about thr ‘Dutch land drainage engineers’ who – for whatever reason – managed to acquire land in the UK around 1936 for some kind of ‘reclamation work’. When war was imminent a couple of years later, the RAF were looking for suitable airfield sites and noticed that some of the best ones were in the hands of these ‘engineers’. They also noticed that the oddly-arranged buildings resembled swastikas from the air.

    We seem to have acquired a lot of Muslims in sensitive positions in the UK. We have plenty of evidence that they’re not to be trusted, so it seems to be a case ‘watch this space and wait for the atricity’

      yep, until they stuck a public website onto it’s database, i have to bite my lip when i see the AS/400 being slammed, when as usual, it is human error that opened the vulnerability.
