Allow me to disagree. I think you’re seeing things through the wrong end. ISIS has plenty of foreign muslims fighting for it, but leadership positions are usually kept in the hands of local muslims, especially former Saddamites. Tarkhan Batirashvili, nom de guerre Abu Omar a-Shishani, reportedly killed earlier this year by US troops, a Chechen, ISIS’s former “minister for war”, stand out as a sore thumb. You don’t get to the ISIS shura council (responsible for defining policies and electing a leader) if you are not a battle-hardened jihadi knowledgeable in islamic doctrine. While islamic doctrine can be studied virtually anywhere, where and when did did Shishani and his comrades in arms gained the battle experience that allowed them to climb in the ISIS hierarchy? The most obvious place would be in their homeland, fighting against Russian troops, even before ISIS came into the scene.
