And so the questions just grow more intense. There is still no evidence that Noor is a jihadi or that this was a jihad attack. But this does seem to be yet another manifestation of the fear of “Islamophobia” charges resulting in a Muslim being placed in a position for which he was not qualified and was able to do harm to others. The quintessential example of this phenomenon is Major Nidal Malik Hasan, the Fort Hood jihad mass murderer.
With three complaints against him in two years, Mohamed Noor seems at very least to be dangerously reckless and/or incompetent. It is likely that Minneapolis officials were so anxious to have a Somali Muslim police officer they could showcase that they put Mohamed Noor on the force and kept him there when his obvious shortcomings would have had a non-Muslim officer fired or not hired in the first place.

Officer Mohamed Noor shot 40-year-old Justine Ruszczyk, who also went by her fiancee’s last name of Damond, in the abdomen as she stood in the alley behind her home and told the Bureau of Criminal Apprehension that we will not consent to an interview about the incident.
The BCA is conducting the investigation into the shooting at the request of the MPD.
“Officer Noor has declined to be interviewed by BCA agents at this time. Officer Noor’s attorney did not provide clarification on when, if ever, an interview would be possible,” said the statement.
But Officer Matthew Harrity, the other officer who was in the squad car when Noor opened fire has been interviewed….
Both Noor and Harrity are on paid administrative leave during the investigation….

Yes you do in New York City any uniform service ,cop .firefighter ,correction office, his or her employment with the city is terminated on failing to give testimony on any possible criminal charges including if you are just a witness and not charge yourself. It is part of oath of office. Even are found not guilty after a trail you can be fired in NYC it all falls into a department trial even if you are not guilty of the crime you broke some department policy.

Unless he says otherwise, it is reasonable to conclude that he intended to shoot a woman who was unarmed and just talking to another police officer If he shot through the door, I believe this is evidence he intended to kill her. It appears premeditated. He could not have shot her by reflex if he heard a loud noise, because he would have to remove his gun from its holster which would take at least a few seconds which is enough time for premeditation.

My take is that Robert Spencer is exactly correct, this guy was not out to be a jihadi. However, he was stupid, with the typical Somali background, and simply didn’t know what he should do, or care about the consequences. The people he answers to are his family and his tribe, so the requirements of the Minneapolis police are not high on his list. He was in a situation he was unfamiliar with, he felt somewhat threatened, being in a dark alley, so he shot his gun at the nearest person.
Of course he should refuse to be interviewed. A police officer who refuses to justify his actions should be immediately and permanently dismissed from the force. But employment and criminal rights are two different things, except perhaps in the case of minority hires. Chances are, anything at all he said would either generate a perjury charge or a criminal negligent homicide charge. I doubt if he could articulate any reason at all for the shooting, other than being apprehensive. In a way it’s an injustice to charge him, since he was plainly unsuited for the position and should not have been there in the first place. But, to say that is to say the city and police officials making the policy should be charged with negligent homicide…not a bad idea, now that I think of it.

Non-Americans should, indeed, never be given authority, and they do, in fact, think in different ways from Americans. Whether this is cultural or genetic, I don’t know, but it’s a fact.
But if this fact is known, and it certainly is for anyone dealing with these foreigners, the question is, who has the prime responsibility for putting someone in authority who neither knows American cultural norms, understands them, or cares about them? Does Muhammad Noor have diminished responsibility? Not in a legal sense, but morally, he may not have been the best one to judge. The US officials who recklessly put him into this sort of situation should themselves have a major liability.

For you people who don’t understand why a police office can refuse to answer questions, at least 15 states have a “police bill of rights”, which gives police more protections than citizens have when investigated; the state of Minnesota is one of those 15 states. Also, many large cities incorporate such protections within union contracts, which tend to block public accountability.

Whenever there is a police shooting–justified or not–the officer goes on paid leave while the matter is being looked into.
The concern is that only the most dedicated officer would ever use their gun–unless they were in personal danger–if they know that they would not receive pay for weeks or months following. This would put the public in danger.
This policy makes sense–it is just unfortunate when it turns out that the shooting was *anything* but justified, which is the case here.

There may have been a loud sound. But the police are supposedly trained to deal with all kinds of circumstances and scenarios. Wouldn’t he have been tested with the shooting range and pop-ups…some armed, others not…to make sure he could decide, on a split nanosecond if a person posed a threat?
If the alley was bright enough to see the *white guy on the bike* and estimate his age, why wasn’t it possible for him to see the woman posed no threat?
He may not have to answer questions, but he had to fill out a report after the shooting. And the other officer has given his statement about the shooting. If he continues to refuse to talk, it may not be legal in a court of law for this to be held against him as evidence of his guilt, but if he goes to trial, it will still be in the minds of the jurors.
And if he escapes a criminal trial, he may not escape a civil one.

The fact that his partner saw no reason to react to the sound is telling. Thankfully this cop was with a partner. Imagine how hard it would be to find out how the shooting happened without his partner’s report? He might escape without being charged. The victim had called 911 and was unarmed dressed in her pajamas!

This cop wearing white gloves as he shakes the hand of another officer tells volumes. The other officer is not wearing gloves so, obviously, wearing gloves is not required. However, George W Bush gave orders that the guards in Guantanamo must wear gloves when dealing with the Muslim inmates, and must not touch their book of the devil with bare hands, as we are unclean and might contaminate the book.
This tells me that the officer wears gloves so that he will not inadvertently come into direct contact with an unclean infidel.. A Somali, with the most barbaric, ignorant and violent culture in the world will be contaminated by touching a non-Muslim.. How does he shoot a gun wearing gloves? Maybe his gun is not an infidel so he doesn’t wear gloves while murdering white blond women.

(A)
Officers shall make a statement in any case that they could be required to testify in court, and/or those incidents that involve homicides, major crimes, felony arrests, gross misdemeanor arrests or misdemeanor arrests that have unusual circumstances.
A statement is essentially an officer’s account of an incident. It should include all the information that an officer can testify to directly from his/her observations and senses. Joint statements are prohibited; each officer must make their own individual statement. Statements should also include additional contact information not listed in the “names” section of the CAPRS data entry field.
Statements are usually made in narrative form, but a question and answer format may be used at the discretion of the investigator. Statements shall be made whenever requested by an investigator or a supervisor.

What is the holdup with a report on this? It’s been over a month for a simple shooting. Haven’t done any in-depth searching, but I can’t find much of anything more recent than about 20 July. Is the officer to be tried, fired, promoted? What’s up with Minneapolis?
