Mohamed Noor was a symbol of everything that Minneapolis officials valued most. They could point to him and say: See? We are not “Islamophobic.” We celebrate diversity. We love our Somali Muslim community, and when they see how they are loved, they will end all jihad activity, because violent jihad is just a reaction to injustices that Infidels perpetrate.
And so it was very important to the Minneapolis Police Department, and to city officials, that Mohamed Noor succeed. And even if he didn’t, nothing would be done. The Minneapolis Police Department kept Mohamed Noor on the force not because he was a competent police officer. He obviously wasn’t. There were three complaints against him in two years. A neighbor reported that Noor was “nervous” and “jumpy” and had “little respect for women,” but Noor could have marched into Minneapolis Mayor Betsy Hodges’ office and announced that she would henceforth be his infidel sex slave, and he would have remained on the force. To have removed him would have been “Islamophobic.”
And now we discover that he graduated from a fast-track program to get onto the force in the first place. They had to have him. His competence as a police officer was always secondary to his ethnicity and religion. Justine Damond suffered the consequences of this identity-based policing. If the Minneapolis Police Department hired and fired police officers based solely on their fitness for the job, and not on their usefulness as symbols of Minneapolis’ commitment to diversity and resolve to fight “Islamophobia,” Justine Damond would be alive today.

Minneapolis made a significant financial investment in Mohamed Noor.
The officer who fatally shot Justine Damond graduated in 2015 from the city’s accelerated police cadet program. The seven-month training is a quicker, nontraditional route to policing aimed at helping those who already have a college degree enter law enforcement.
The Minneapolis program covers tuition at Hennepin Technical College and pays trainees a $20-an-hour salary with benefits while they work to get licensed. After that their salary bumps up….
Former police chief Janeé Harteau, who resigned late Friday, stood by Noor’s training last week.
“We have a very robust training and hiring process,” Harteau told reporters at a news conference on Thursday. “This officer completed that training very well, just like every officer. He was very suited to be on the street.”
Not everyone is sold on the fast-track training. In Minnesota, the more traditional route to a job as a peace officer includes a two- or four-year degree in criminal justice or a related field. The state is unique in its educational requirement for officers, although Wisconsin has a similar requirement.
James Densley, who teaches criminal justice at Metropolitan State University, said he thinks too many cadet programs are “all tactics and no strategy,” overemphasizing assessing threats and conducting tactical protocols.
“The cadet program is rigorous, no doubt, but it is also an immersive paramilitary experience, taught by practitioner faculty without advanced degrees, and I suspect it leaves students with a limited view of the profession,” Densley said.
Critics of police training across the United States have called it long on command and control and short on instructing common sense approaches to slowing down confrontations and defusing hostile situations….
Nate Gove, head of the state Peace Officer Standards and Training Board (POST Board), which controls police training and sets learning objectives for the schools, said the nontraditional routes are no less rigorous in Minnesota than the traditional ones. The learning objectives are the same, he said, and include teaching and modeling de-escalation techniques.
“They still have to meet the learning objectives before they get signed off to take the exam,” Gove said. “There’s not some difference in that.”…
When asked on Thursday whether Noor did well in his field training, Harteau said, “He absolutely did.”
“We have a very robust field training officer program which, I’ve been told by the training officers, he did well,” Harteau said. “There was no indication there would be any issues.”

davej, It is possible that the individuals would be personally responsible for at least some of the claims. See for example the US Supreme Court case of Hafer v. Melo. The taxpayers have their responsibility to pay some of the claim because they put and left the idiots in office. When taxpayer money is used to pay such outrageous claims as Canada’s payments to terrorist/murderers, should not this claim be more reasonable?

Why are the law enforcement and other public agencies so keen to placate Muslims and condemn any anti-Muslim sentiment? It’s actually two reasons, but a primary reason is that Muslims are now a significant political force in these locales. There is a sizable Muslim presence, and Muslims strongly adhere to identity politics. So, any politician, particularly in urban areas infested with Muslims, who doesn’t coddle Muslims doesn’t get elected.
So, and I know I’m preaching to a very fervent choir, the problem is rooted in Muslim immigration and a representative form of government that uses one-man-one-vote. Government officials will kowtow to Muslims because Muslims deliver votes and support and are focused politically to advance their own wishes.
You see the same thing with Jews and Israel. US Jews (at least the Reform and Conservative) tend to vote in blocs (Democratic) and are strongly politically organized to favor Israel in foreign policy and foreign aid. So, the politician who opposes foreign aid to Israel (which has no bearing at all to protecting Israel from UN diktats and EU-enforced boycotts) is very rare. I consider US vetoing of UN anti-Israel resolutions to be an essential part of furthering US international interests, and the very large US foreign aid to Israel to be the purest form of non-essential gravy train imaginable.

I cannot recall an exact date when “G.D Political Correctness” was manipulated into the lives of Americans, but there are plenty of reminders of it to this day. PC is known to us by various titles, the title in this case is known as “fast tracked,” exactly as the Democrat-Socialists would have it. And, I will add, the very reason P.C. political policy must be a thing of the past, post haste! For the most part, Americans do know “right” from “wrong” We do not need guidelines such as P.C. conveyed to us by the “do good” actors from their political offices.
With an entire EU that’s been “fast tracked” so its Socialist politicians can boast of “no Islamophobia here,” the Leftists in our own country have sought to imitate the social experimentation of the EU, give or take the lives of innocent, law-abiding, people who would summon law enforcement presence whose mission is keeping the peace.
Officer Noor fired his weapon because he heard a “loud noise.” As the scene has been described, he was in the patrol car next to the officer with whom Ms. Damond was speaking, as she was relating the reason she had reported a possible crime. That really can’t be a reason for Noor drawing his service weapon, firing it, and killing Ms.Damond. Now, he refuses to be questioned about what led to his reaction to fire his weapon at Ms. Damond.
The man was worse than “fast tracked,” I submit that he came to Minneapolis on that very “fast track” that brought him to America by any means the then President Obama could inject Noor and other Muslims into American society. This was Obama’s and his devoted underlings reckless attempt to, ,as Obama would often state,” level the playing field.” It was a model of political correctness, and Noor was chosen to take it even further,by a political presumption that he could be molded into the PC example he was intended to be. Forget his lifetime of Muslim indoctrination concerning status of women, deep attitudes of western women’s acceptable attire, how he reacted to a western woman explaining to Noor’s police partner at the wheel of the patrol car, listening to Ms. Damond’s report of what she believed to be was a crime in progress. Women were to be subservient therefore silent. Reporting a possible rape in progress could lead to “incriminating a man.” Islam requires two men, or more, to testify as witnesses that rape was in progress. otherwise a woman’s report/testimony is meaningless.
Where Noor had learned about life, women would not have dared to presume they could speak to police just as any American man would in describing what she believed was a crime scenario. In Somalia, women were obedient to their lower station in life, dictated by male Muslim society, women knew to keep their mouths shut about any opinions they may have.
Noor is a product of his environment and bewilderingly “fast tracked” into a position that his police experience, thus far, contradicted. That doesn’t mean he should be excused from shooting Ms. Damond, she was shot in her abdomen and died as a result. How does a shooter do that sitting to the right of the driver? He wasn’t police officer material, he is guided by a morality that collides with law enforcement in a free society such as America….and it all blew-up because of political correctness and the blind will of Leftists to force it upon American life, and/or the subsequent loss of American life.

I think much of what you say is true. Obama brought in Muslims to dilute native American identity and political influence. His administration favored any immigration as long as it was not white or European-style Christian.
But, I think the main factor in the Noor shooting was his general unsuitability as a police, and his inability to handle a stressful situation without panicking. Apparently the woman was running up the to the police in a dark alley. When you’re a cop in a stressful, unknown situation with someone you can’t see well rapidly approaching, it takes a positive act of self-control to keep yourself from doing something until you know more about the situation. This sort of self-control was beyond the affirmative-action hire, Noor. Noor reportedly had anger and self-control problems anyway, which is exactly who you do not want as a policeman.
By the way, just as a matter of survival, it occurs to me that anyone approaching a police car in any sort of ambiguous or dark situation should approach very slowly and very cautiously. I’d rather put a bit more margin on my survival that simply relying on the training and good judgement of a random police officer.

I live in a *hood* and I have had to call 911 on more than one occasion. I always stay inside and let the officer come to me and knock on my door.
In fact, that is what they always advise me to do.
On Memorial Day weekend, a young man was shot in front of my apartment building. I called when hearing the gun fire and was asked what I saw, and told to stay inside.
It is a time to be extra careful. We can’t know ahead of time what kind of person will be answering our call. Most are likely qualified and responsible, but noor proves there are some who are trouble and death.

Noor was to be an example of the diversity they thought would be OK, however none of the people who hired Noor and put him on the streets were likely to have any in depth knowledge of Islam.
These people also failed to address his personality, job performance and complaints made against him, there are a lot of people whose heads should role for hiring Noor and keeping him on the force, yet this will not even make a difference in the future.
The big issue is this Muslim cop shoots and kills an unarmed woman in PJ’s, in the Muslims eyes she was undressed in public and worse offense, she was female, both items in the Islamic world if she was there would mean death, but she was here in America where appeasement has allowed Islam to behave here as they would behave in the Middle east.

The MAJOR problem with affirmative action programmes of this type is that ANY, er, “person of colour” in such a position looks like a sub-standard affirmative-action hire, including the ones that would be there anyway.

Actually, the biggest problem with affirmative action is it destroys the right of people to associate with people of their own choice. Freedom of association should extend to places of work, education, worship, or living arrangements and neighborhoods. Government should not, of course, be involved in enforcing segregation, but if people are able to use non-coercive means to live or work among people they prefer, the government should not interfere.
I do not believe courts should enforce restrictive covenants. That should be left to the private sector and financial incentives. Imagine trying to enforce a provision to not sell to blacks. What would you consider a person with one black and one white parent? Government should provide security, market protection and infrastructure, and should allow people to organize their own affairs.

Let’s be honest here. It is possible, perhaps even likely, he was given special treatment due to his demographics. But that doesn’t mean he didn’t complete the same required training other cops do who use that program. Unless he was the only trainee, Noor wasn’t fast-tracked anymore than the others who went through the same program.
People are losing the plot here. First is determining how the shooting happened, then determining fault, then determining what policies led to that situation manifesting. We haven’t even gotten through the first yet. Don’t pop a blood vessel.

You’re reversing the logic. Whether fast-tracking is a suitable substitute has an empirical answer: do the trainees do at least as well as graduates of a traditional policing program?
Noor’s history and actions shout loudly that fast-tracking does not, in fact, work and produced inferior, if not outright dangerous, results.
Politicians are attempting to cover themselves by saying he passed the program with no special treatment. They do not address the very real possibility that the program was designed to pass through applicants who were unqualified by the traditional standards.
So, you can’t say that an applicant was given no special treatment and passed the fast-track when, in fact, the fast track was likely created to pass through such applicants.
The politicians need to be held accountable for creating a mechanism to routinely get around the traditional standards and training provided to police candidates.
