Non-Muslims paying for the upkeep of Muslims is a Qur’anic dictate:
“Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued” (Qur’an 9:29).
The caliph Umar said the jizya payments from the dhimmis were the source of the Muslims’ livelihood:
“Narrated Juwairiya bin Qudama at-Tamimi: We said to `Umar bin Al-Khattab, ‘O Chief of the believers! Advise us.’ He said, ‘I advise you to fulfill Allah’s Convention (made with the Dhimmis) as it is the convention of your Prophet and the source of the livelihood of your dependents (i.e. the taxes from the Dhimmis.)’” (Bukhari 4.53.388)

Some 20 percent of French Islamic State fighters have been collecting social benefits from France to help finance the terror group, newspaper Le Figaro reported Thursday.
Jihadis have claimed unemployment benefits and family allowance for years while living in Syria. Over the past five years, some 500,000 euros ($583,200) have gone directly from the French taxpayers to the terror group, according to the report.
Investigators have uncovered a scam that involved 420 fraudulent withdrawals by jihadis in 2016 alone. At least 210 people received the money after family members withdrew cash at employment centers across the country.
“Armed with their cards and photos, the parents were able to access the funding from the Unemployment Agency or the Family Allowances and send it to combat zones, mostly via Turkey,” an investigator told Le Figaro.
Other European countries have uncovered similar problems.
Close to every person who left Sweden to fight for terror groups in the Middle East received welfare, according to a government report.
A study of 300 Swedish citizens who fought in Syria and Iraq between 2013 and 2016 shows jihadis are getting increasingly good at getting away with welfare fraud. The individuals often use a person in Sweden to handle paperwork and create the illusion that they’re still in the country….
The Danish Security and Intelligence Service (PET) have also identified several cases of Danish citizens receiving early pension because they were deemed too sick or disabled to work. They later left the country to fight for Islamic State while the payments continue to get deposited into their accounts.

It is a separate question whether the recipients of inappropriate social-welfare payments think themselves deserving of State support due to sociopathic personality disorders or ideological motivations (such as the Jizya concept).

No society should (due to bureaucratic inefficiencies, absence of proper controls and sluggish responses to errors) in essence pay for its own victimization.
It is hard to believe that governmental officials in the West knowingly provide financial support to anti-Western terrorists — even if this sometimes happens. For example, the cash transfers to Iran made by former President Obama and Sec. John Kerry were conceptualized as an investment in peace and not as explicit support for Jihad. This conceptual framework (beautifully articulated by former National Security Advisor Ben Rhodes) operated in good faith even if in the course of time we will see that these former leaders and their senior staffs made an error in judgment. Neville Chamberlain likewise sought peace in Europe even as, in retrospect, we can see that his policy of Appeasement emboldened Nazi Germany and hastened war. Good men can make tragic mistakes. No one truly knows what the future holds.

The world is a place where evil seduction and cunningly devised deception is erupting from and playing on the corrupt and corruptible human nature and its haughty human spirit. It’s in the very nature of things that democratic elected “governmental officials” are more prone to be taken in by deception, since they without exception, willingly have made themselves available for office under the illusion, that they are good and honest and descent human beings; they are not, and if they believe that, they are a piece of cake for lying, unclean and evil spirits who multiply in ideologies like governmentalism, communism, fascism, nazism – my spell checker suggested narcissism for “nazism”, which makes good sense, so I will include that also – and the most malignant of them all: Islamism.
The bulwark against all such evils is loving truth while repudiating love of money, flattery and self adulation. But where is such a mental construction to be designed and raised now the Christian Church lies in ruins?

It would be wise to cut jihadists off all welfare payments and government services placing them in a condition of someone living in the country as a tourist on a visa. That way, many of them will not choose to return.
Western governments must look into ways of discouraging the return of violent killers. While they cannot refuse their native-born citizens from returning under international treaty they can make it unpleasant for them to do so, for instance placing the terrorist history in their police record so that no one will employee them.

He is right, it is normal, over the course of the 1400 years they have been around, for muslims to continue their existences by extorting wealth from those who produce it. Then, when enough dhimmis have been killed, have fled, or convert to islam to unberden themselves of the jizyah etc, it is also normal for the caliphate to then expand it’s rule into other areas to once again have the chance, for a while, to extort wealth from those who produce it.
Another example of how islam is by nature a doctrine of global (universal?) expansionist terror, almost perfectly designed to ruin everything and everywhere it takes hold, and to leave, unless resisted, nowhere untouched.
This might be considered heresy here in Canada, but perhaps a smaller, less expensive, government and less welfare statism would be the better way to go? Less chance for parasites like these jihadis to cling on….
