Of course it doesn’t, because the offenders are overwhelmingly Muslim, and Muslims in the UK are a protected class that must never be offended.
One survivor of a Muslim rape gang in the UK said that her rapists would quote Quran to her, and believed their actions justified by Islam.
The Qur’an teaches that Infidel women can be lawfully taken for sexual use (cf. its allowance for a man to take “captives of the right hand,” 4:3, 4:24, 23:1-6, 33:50, 70:30).
The “captives of the right hand” are non-Muslims; that’s why these rapists freed the North African Muslim girl.
The Qur’an says: “O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful.” (33:59) The implication there is that if women do not cover themselves adequately with their outer garments, they may be abused, and that such abuse would be justified.

The Minister of State, Home Department, Minister for Equalities (Department for International Development)The Government has estimated that there were approximately 6,850 victims of organised child sexual exploitation in the UK in 2015. This estimate includes organised child sexual exploitation committed by groups and gangs within a range of contexts. There is no data that delineates crimes which might be described as “grooming gang” offending from other forms of child sexual exploitation.

The Government attaches the highest priority to tackling all forms of sexual exploitation and to ensuring that all victims and survivors get the protection and support they need.
The Government provides funding for support services across the country to help victims and survivors cope and recover. Funding for specialised rape and sexual abuse support services has increased this year by 10%, totalling £24m over the next three years. In 2019/20, the Government will also provide around £68m to PCCs to commission emotional and practical support services for victims of crime in their area. £4.7m of this funding is ring-fenced for supporting victims of child sexual abuse and exploitation.
