PHOENIX — An Arizona state trooper shot and killed a Qatari man who was in the U.S. on a student visa after he violently attacked the officer patrolling for drunken drivers along with a member of the group Mothers Against Drunk Driving, authorities said Friday.
The state trooper spotted 25-year-old Mohamed Ahmed Al-Hashemi throw a street sign onto a road in suburban Phoenix late Thursday and ordered him to pick it up, said Col. Frank Milstead, director of the Department of Public Safety.
Al-Hashemi wouldn’t pick it up, then began walking in the middle of the road and wouldn’t obey commands to stop, Milstead said.
Trooper Hugh Grant used a stun gun but it didn’t subdue Al-Hashemi, who then rushed the officer and punched and kicked him.
“It was a vicious encounter,” Milstead said before showing dashboard camera video of the attack. “He was in a fight for his life.”
The video shows the men tussling, and at one point, Al-Hashemi throws Grant to the ground.
The trooper fired his weapon, killing Al-Hashemi, the DPS chief said.
Grant feared for his life and the life of a woman riding along with him as a member of the group also known as MADD. Police often allow private citizens and journalists to come on “ride-alongs” while they patrol.
“When he began to realize this was escalating, he was trying to keep her out of danger,” Milstead said.
Authorities said they didn’t know if Al-Hashemi was impaired. The trooper had injuries to his face and head and is resting at home….
It’s unclear how long Al-Hashemi has been living in the U.S. He was a former student at Arizona State University, which is based in Tempe, according to school officials. They didn’t provide other details….

In Britain, there are a lot of such disorderly drunk incidents, especially on Friday and Saturday nights, and the police are well used to dealing with such people. They get restrained, booked and spend a night in the cells. They are usually fined as well. End of story.
British police don’t usually carry guns, and even if they do, they are less trigger-happy than American cops. I guess it’s a cultural as well as a legal difference.
Having said that, if I were in the US as a visitor, I would be very careful to toe the line, knowing that the US’s violent gun culture means the cops are likely to start shooting very quickly if they meet any resistance. Fighting with a cop in the US is a pretty good way to get oneself killed.
When visiting any foreign country, one has to understand the local mindset and act appropriately.

1. Good policing is proportional, and police forces have rules of engagement. In the video, the drunk does not seem to have a knife or gun. Was the officer in danger of his life? Honestly, it doesn’t look like it, although it was an unpleasant brawl.
So there is a doubt about whether shooting him was a proportional response. If it turns out that he did have a weapon, of course that would change things.
2. Although they can be intimidating, drunks are very poor fighters. The reason is that alcohol impairs their sense of timing, balance and coordination. Any boxer will tell you the importance of those skills.
That is why the scuffle on the video is more of a shoving/wrestling match than a punch-up. One way to deal with a drunk is pull or push them off balance. It is relatively easy to do compared to when they are sober.
3. So I am surprised the officer could not restrain this guy. Police are trained to overpower people in a situation like this. It’s police academy 101. Also, this drunk guy does not seem to be very big or powerful.
The officer had a taser. Why it didn’t have an effect is not clear. Also, officers usually carry a club/truncheon. A few whacks with that would have subdued him. In the absence of a gun, British police often use truncheons effectively.
4. What we see in the dashcam video can lead to several charges, depending on the legal jurisdiction. The ones that come to mind are: being drunk and disorderly, resisting arrest and assault. In some jurisdictions, assaulting a police officer carries a heavier penalty than assaulting a member of the general public.
Altogether, such charges can lead to fines and a jail term of several weeks or months, and rightly so. But I am not aware of any jurisdiction in western countries where those charges carry the death penalty.
5. Some people were offended by my post. I am not anti-police, and I know they generally do a good job in difficult circumstances. Nevertheless, the police should not be above accountability for their actions.
There is a balance to be struck between enforcing law and order and protecting citizens’ rights to life and liberty. The job of the police is to enforce the law, not to become an execution squad.
6. It will be interesting to see the follow-up to this incident. If a police enquiry is started, it will make the final judgement on whether the officer is blameworthy or not.
If CAIR picks up on this, it will no doubt go into full victim mode and blame it on Islamophobia, even though in my opinion there is no really Islamic element to this at all. In western countries, every week hundreds of drunks are disorderly and get into scuffles and confrontations with the police. It’s not specific to Islam.

Lotus, I don’t know that Mohamed Ahmed Al-Hashemi was drunk or not. The article specifically says, “authorities said they didn’t know if Al-Hashemi was impaired”.
After he used the taser on Al-Hashemi and he didn’t stop, but rather attacked including using the cop’s own taser, this officer didn’t have a lot of options. He might have continued to grapple with him, hoping that Al-Hashemi wouldn’t cause serious injury or death to him or to his civilian ride-along before backup arrived, or he could defend himself.
With all respect, I think he made the right choice. It isn’t was though the officer just pulled his gun–he tried talking to Al-Hashemi and tasing him first. Usually when tasing does not work, the perp is considered to be very dangerous, I think for good reason.

I have a criminal relative who put a woman in the hospital he attacked while drunk. My brother had a friend killed who was attacked by a drunk outside a bar. I would not assume that all drunks are harmless, nor–as I noted above–that Al-Hashimi was necessarily drunk.

Not always, Lotus. It depends on how drunk they are. Not all drunks are at the impotent falling down stage. Given how strongly Al-Hashimi was attacking this large, fit officer, I doubt he could easily be knocked over. Generally, tasers are considered to be more efficient than is use of a truncheon. If a taser did not stop him, I’m not sure a truncheon would have, or that the officer would have been able to deploy a club against him under these circumstances.

Lotus, this attacker was not sitting restrained in a courtroom and given the death penalty–which would not of course happen. Instead, he was in the process of assaulting an officer who feared for his life–rightly so, from what I saw.

I cannot agree with the implication that this officer went out bent on executing the first scofflaw he encountered. He was very measured while Al-Hashimi was just knocking over a sign and walking down the middle of the street. It was only when Al-Hashimi ignored his commands, shrugged off a tasing, and viciously attacked him, including using his own taser against him, that he finally used his weapon.

CAIR would paint Al-Hashimi as a victim even if the officer never pulled his gun and he had succeeded in killing the cop.

Other reports indicate a few days previously, Dec 18th, the dead suspect was ordered to leave the Tempe community mosque for being hostile and disorderly and confronting mosque members. The Tempe police escorted him from the premises at that time and cited him.
He returned early the next morning at 4:30 AM to the mosque and caused another confrontationand was arrested once again and then released.
And then we have this incident which occurred about 18 hours later on the night of Dec 19th. Clearly a sociopath looking for an outlet.
Also he was in the US on a student visa, but he no longer was taking classes at Arizona State University, and had quit school according to other reports, so he was out of compliance with the student visa requirements.

Here’s some follow-up material on police killings. The Wikipedia link shows that in Britain, 47 people were killed by police in the 20-year period 2000 – 2019. That’s a little over two per year.
That is what I meant by a cultural and legal difference from the US. In Britain, it is very rare for a member of the public to be shot dead by a police officer. We are not used to seeing it or hearing about it. Almost all the killings involved terrorists or dangerous armed criminals or the mentally ill.
In the link, you can see remarks on the individual killings. Notice that after a member of the public has been killed by a British police officer, there is always an enquiry to determine if it was lawful or not. It is a serious matter. By contrast, here’s an article about killings by police officers in the US. Apparently, about 1,000 people a year are killed by the police in the US. That is a huge number, even allowing for the different population sizes.
UK population = 66 million.
US population = 330 million (exactly five times bigger).
So if the US were in line with British norms, on average only about 12 people in the US would be killed by police each year. That clearly ain’t the case.
That is why people in Britain and Europe often say that the US is a violent place. It’s not just prejudice. There are facts backing up those statements.
I think that is why people in the US are less affected by hearing about such incidents. They are fairly normal occurrences and US citizens are habituated to them.
And that may well be a major reason for the differences in opinion between me and others on this site about the incident in Arizona.

Of course you do not mention the number of policemen killed in the course of a year often on routine traffic stops. Also the levels of violence in US society is much higher than in UK, though sad to say we are catching up!

And as Heather MacDonald has documented in her landmark book “The War on Cops”, (1) a far disproportionate number of murders of police are effected by “minority” group individuals (for example, approximately 40% of cop-murders through 2016 were caused by black male individuals—-about 6% of the total US population) and (2) there is a strong correlation between political anti-cop speech by Left politicians (Obama, Eric Holder, “Black Lives Matter”) and cop murders. For example, Gavin Eugene Long in BatonRouge LA viewed an inflammatory anti-cop speech by Barack Obama in Europe the sane day he shot 5 policemen and killed 3 in July 17, 2016.

And no–I’m not habituated to violence, I just don’t believe that an officer should have to die–and put his civilian ride-along in danger–to avoid shooting such a dangerous attacker.

Lotus: The price of real freedom is sometimes very high. America is still a free nation and the Second Amendment, which because it exists saves far more lives than if it didn’t exist, stands shoulder to shoulder with the First Amendment which guarantees real freedom, among other reasons being that an armed citizenry keeps a government less likely to abuse its sovereignty, and, sad to say, something that now exists in the UK which has become no longer the free polity it once was.
Moreover, when you ex-out killings by young black males here in America (and usually of other young black males but per FBI statistics a policeman in America is 18 times more likely to be killed by a young black male than the other way around), our murder rate goes drastically down. The failing here is multi-fold but I would vigorously assert that the greatest enemy of black America is black America—massive out-of-wedlock births (around 70%), a victim-oriented mentality which insures that responsibility for one’s actions will be greatly diminished, a federal government which has, effectively, often replaced the white plantation master with demeaning government oversight, et al.
I wish black America well but as long as most of black America continues to cling to the failed policies of the Democratic Party, which controls every major city in America and where crime is off the charts, then you can expect the rot that exists to continue.
Ill-thought out policies, however well intentioned, and senseless behavior are, in sundry ways, the root of so much unnecessary death and maiming here in America—and across all ethnic and racial lines. The First and Second Amendments are not the culprits here, not at all; indeed they are the bulwark of liberty. But America needs a citizenry, and in particular black American citizens who commit violent crimes far, far out of proportion to their per capita make-up, who stand tall both informedly and behaviorally.

This perpetrator also likely had some martial arts training, because he was able to powerfully flip the officer to the asphalt once he was in a classic arms-interlocked wrestling hold. He was a very powerful and dangerous man, and was clearly looking for a confrontation that he was confident he could win.
And he nearly did.
