Officials in Minnesota’s Department of Human Services (DHS) allegedly wanted to cut a new check to a child care center that had its bank account frozen by the Office of Foreign Asset Control because of the account owner’s association “with a Taliban official,” emails obtained by a state representative show.
Rep. Mary Franson (R-Alexandria) released a number of internal DHS emails she obtained through a data practices request. The Republican lawmaker uncovered a number of alarming trends in the emails, including the department’s “cozy” relationship with an organization that conducts itself “like the mafia,” Inspector General Carolyn Ham’s continued paid leave from the department, and the agency’s willingness to pay a child care center with possible connections to a “Taliban official.”
Several acronyms are used throughout the emails and in Franson’s observations. They include: OIG, which stands for Office of Inspector General (housed in DHS); OLA, which stands for Office of the Legislative Auditor; CCAP, which stands for Child Care Assistance Program; and MMCA, which stands for Minnesota Minority Child Care Association.
“Sitting on the couch going through data practice requests and it’s very curious how the disgraced Carolyn Ham is still on paid leave from OIG,” Franson said in a Twitter thread discussing the emails. “Carolyn Ham exercised poor judgment in not proactively sharing data on CCAP fraud with the OLA and in cozying up to the MMCA—an organization comprised of members with ties to fraudulent activity.”
Ham has been on paid “investigative leave” since March, and as of July an investigation into her conduct had yet to even begin. Ham was placed on leave after an OLA report confirmed that millions of dollars in government payments went to fraudulent child care centers under CCAP.
As inspector general—the only one in the state—Ham is responsible for investigating DHS-managed programs, like CCAP.
According to Franson, Ham showed “more interest in managing political ramifications of fraud than making sure fraud itself was investigated.”
For example, days before Fox 9 was set to break its infamous story exposing child care fraud, Ham suggested giving MMCA a “heads up” in order to “build a little trust.”
“I am wondering if we should give the Minnesota Minority Child Care Association a heads up that [redacted] is likely running a story on child care fraud, perhaps focused on Africa or payments sent overseas. I think it might help to build a little trust if they were not blindsided by the story,” Ham wrote in an email to her colleagues….

In fact any dealing withe Taliban is foolishness and irrational. For example,on the morning of April 17, 2019 on FOX NEWS television the subject was covered about the idea of having “peace talks “with the Taliban. Viewing the history of the Taliban when they were in power in Afghanistan and the brutal ruthless misogyny they had engaged in was both vicious and malicious to the extreme.
Therefore the question, naturally, was brought up, now that peace talks” might soon begin, the Taliban was asked if they return to power in Afghanistan “ would they respect female rights ?”
To that question the Taliban replied “that when back in power they would respect
women‘s rights but only to the limits of the cultural of will they permit those rights of women.”
The point is that the “cultural of Afghanistan” is really the religion of Afghanistan, which is Islam.
Therefore the reality is that female rights, for both girls and woman, will not exist in a future Taliban controlled Islamic state of Afghanistan . For Islam is a religion of harsh and malice- filled misogyny.
As explained in the book, by Brigitte Gabriel, of the title THEY MUST BE STOPPED. Her book informs the readers on page 172. “Woman in Islam are considered unclean, deemed inferior even to dirt.”

This Minnesota “Human Services” connection, if true, with the Taliban is folly and even madness.
Likewise, any “peace” agreement with Taliban is a “Deal with devil “ in other words a “fools deal.” The very idea of having actual, real, genuine productive “peace talks” with those brutal ,cruel misogynistic Taliban characters is an absurd and fool idea of folly.
One thing is for sure, even if even attempting to engage on “peace talks” with Taliban it would be best not to be naïve about them and take at face value anything that they might say or promise. To just “give trust away” to those Islamic characters who compose the Taliban would be foolishness and folly. For when trying to have genuine negotiations with the them ,it need to be kept in mind that there is an Islamic doctrine called TAQIYYA This is the Muslim dogma the lying and deception are good things to do, if and as long as the lies and deceit are done for the advancement of Islam.
For the deceptive and disingenuous Taliban have proven many times over, by their own actions, that they are a ruthless, brutal vicious gang of thugs with no honor. So in any kind of “dialogue” the Taliban will most likely speak the truth only when it happened to suite them. The rest of the time they will be speaking half-truths and also be outright lying. Likewise, the Taliban will keep their word in anything that they may happen to promise only and long as in fits into their agenda and no longer. So before engaging of the foolishness of attempting to have genuine “talks for a peace alliance” with Taliban, the officials of the current government would do well to heed the wisdom of Sun Tzu found in THE ART OF WAR. For it instructs “We cannot enter into an alliance neighboring’s princes, until we are acquainted with their designs.” To put this in a more updated and current way, it may be said that “We cannot enter into a peace alliance with the Taliban until we know the actual intentions and real schemes.”
Furthermore, if attempting to engage in “peace talks” with Taliban it would be very naïve to take at face value anything that the Taliban might promise. For example, the Taliban might say that they will respect the rights of women and girls, for they ,many times, employ the Islamic doctrine of Taqiyya In those so called “negotiations” with officials of the West .Taaqyia ids the Islamic teaching that lying and deceit
So it may be nothing but foolishness and folly to even try to have worthwhile constructive peace discussions with lying brutal cruel men who make up the Taliban . For having a genuine practical peace compromise with Taliban might be impossible

In the meantime, of course, Inspector General Carolyn Ham is getting money for not doing her job, or going into the office daily. Wonder if she just sits home and waits by the phone or if she has a job somewhere else and is raking in the cash.

Oh, I’m pretty sure Ham has her financial bases covered. You don’t do that much work for the Taliban for nothing. I doubt her salary was ever the real payoff for the position. The true value of her job was to position her to rake in the bribes from the many different corrupt organizations who could use her office for money laundering and other insidious practices, none of which would bear the light of day. Make no mistake. She wants her job, but only as a tool to get things done for her real clients.
This is why government spending is evil. It is the root of much evil in this country, from enabling the Taliban to enabling “gender dysphoria” and abortion. If we simply cut the flow of money into our state, local and federal governents we would see much of this evil just dry up. This is why Trump has been a fraud. He has NOT cut spending. In addition to his own cozying up with the Saudis (at the cost of American lives) he has continuted the spending. We can’t afford it even without the other evils it spawns. We definitely need to stop allowing this now. Sadly, in the last election Minnesota went right back to the old spending, electing another bit of garbage to the governorship. Minnesota might have reached that balance point where there are more people who vote who are on the take than who are paying for it. It is difficult to explain any other way.
