They may not have an Al Jazeera to piss off the Saudis and the Emirates, but they have been pretty loud in their condemnations of Israel, India and other non-muslim countries, and have been the least hostile of Gulf States to Pakistan. The US could, in hindsight, have recognized Saddam’s conquest and arranged to buy more oil from both Iraq and Kuwait, since it was still 3 decades away from Trump’s policies of opening up oil exploration in the US
