Kufr is unbelief. I suspect that the transcript is faulty in this particular, as in the quote in the headline Abdul-Jalil is referring to Qur’an 48:29, “Muhammad is the messenger of Allah. And those with him are hard against the disbelievers and merciful among themselves.” The Arabic in this case is very clear: “al-kuffari” is unbelievers (or disbelievers), but not unbelief. This is not a small point, since to be hard (or ruthless) to unbelievers could take very different forms from harshness to unbelief.
