“Circumcision is obligatory (for every male and female) (by cutting off the piece of skin on the glans of the penis of the male, but circumcision of the female is by cutting out the bazr ‘clitoris’ [this is called khufaadh ‘female circumcision’]).” — ‘Umdat al-Salik e4.3, translated by Mark Durie, The Third Choice, p. 64
Why is it obligatory? Because Muhammad is held to have said so: “Abu al- Malih ibn Usama’s father relates that the Prophet said: ‘Circumcision is a law for men and a preservation of honour for women.’” — Ahmad Ibn Hanbal 5:75
“Narrated Umm Atiyyah al-Ansariyyah: A woman used to perform circumcision in Medina. The Prophet (peace be upon him) said to her: ‘Do not cut severely as that is better for a woman and more desirable for a husband.’” — Abu Dawud 41:5251
“Do not cut severely,” but not “Do not cut.”
That’s why it is so common around the world, and why it is certain to become increasingly common in the United States, particularly with help from the ACLU, which doubtless wants to avoid appearing to be “Islamophobic.”
“ACLU Opposes Maine Bill Criminalizing Female Genital Mutilation,” by Anders Hagstrom, Daily Caller, May 26, 2017 (thanks to Ari):
The American Civil Liberties Union launched a vocal opposition this week against a Maine bill criminalizing female genital mutilation (FGM), Mainely Media reports.
Republican Rep. Heather Sirocki is sponsoring the bill, saying that it would classify performing FGM as a Class B crime in the state, punishable by up to 10 years in prison and a $20,000 fine. The bill would also punish the parent or guardian of the victim.
However, the Maine ACLU staunchly opposes the protection. ACLU spokesman Oamshri Amarasingham said that the risk of mutilation isn’t worth expanding Maine’s criminal code. The Maine Coalition Against Sexual Assault also supported the ACLU, arguing that FGM is not happening in Maine.
Sirocki, however, pointed to a 2012 report from the Center for Disease Control, which found 500,000 victims of FGM in the US. Furthermore, the U.S. Immigration and Customs Enforcement found that 400 individuals have been arrested and 785 deported for FGM violations nationwide since 2003.
Maine, Sirocki said, is one of the eight highest-risk areas in the US for FGM. The practice has proven to be so rampant in the state that it has received special federal funding to combat it.
Sirocki’s bill would also criminalize “vacation cutting,” the practice of flying briefly overseas to subject minors to FGM in nations that haven’t banned the practice.
While FGM has been a crime federally since 1996, Maine is one of the highest-risk areas in the country for the practice, and Sirocki said that law enforcement needs to be able to try offenders on the state level….

I also stopped contributing to the ALCU when it became obvious that they know little about Islam’s Ideology and are on the wrong track. They are now an enemy of the very country that birthed them and will destroy it to fulfill their mission to support individual actions that may or may not be in the interest of a nation. They have lost their ability to choose the right battles. They are now a business, joining the leftists, corporations, and universities in anti-nation sedition.

“One of the penalties must be to revoke the residency and citizenships of the parents and immediate family of all the girls found to have been mutilated by FGM, and deport them. No compromise.” That comment says what I think. This is America! We fought to give the world a home for LIBERTY, and for JUSTICE. Removing a woman’s capability for orgasms deprives her of LIBERTY and JUSTICE. And all in the name of a long dead pedophile? Not on this Memorial Day. Our boys died to save their women from torture and tyranny.

That, quite simply, is child abuse. We don’t need any special laws. We need to prosecute those who practice FGM.

If you’re referencing MGM, the foreskin contains thousands of nerves and is more sensitive to touch than the glans.

I don’t think that was his intention. Male circumcision is also a travesty, not to the same degree, yet, still leaves many men feeling cheated. I could go into the details of why it’s neither healthy or comfortable. The Apostle Paul declared that circumcision means nothing in the religious sense. It’s very likely that it was originally instituted to discover non-Jewish spies. I took Paul at his word and refused to allow my sons to be a source of money for a doctor’s cabin. They have thanked me for it as adults.
Muhammad likely instituted circumcision to enhance spying operations on Jews.

It isn’t *worth* expanding the law….Just how much does it cost to write the words in a computer and print them out when passed as law?
Just how much is the cost to ONE CHILD who is mutilated, hurt, left with a life-time of pain and difficulty?
Multiply that by the hundreds.
It is more than *worth* it to write the bill and vote it into law to protect the children. People who oppose laws to protect little children should have something done….
Divine Justice will be a final answer.

Can anyone offer an argument for banning fgm that does not show that circumcision should be banned?
somehistory says
Some times, probably not often, the procedure for boys is deemed medically necessary. Medically necessary is not a *reason* in the case of little girls.
Operations should benefit the person having the surgery. There is no benefit, ever, for what these abusers are doing to these little girls..
The operation on little boys causes stress that can equal a major heart attack in an adult, per a study done by a baby doctor a few decades ago.. If a study was carried out today on the mutilating of little girls, it might show something similar.
Jedothek says
So perhaps we can agree that circumcision should be done only when there is something about the boy’s condition that warrants it, not just when the parents feel like it.
Carolyne says

Male genital mutilation should be illegal too.
It’s about 3% (and rising obvi) in the UK (after we wised up in the 60s) but the US runs at over 50%.

Male circumcision hardly “mutilation” it’s been done from the days of Abraham originally to enter into a blood covenant with HaShem. Is done on the 8th day after birth when clotting agent in the blood is at it’s highest, divine information? How did Moses know to perform it on the 8th day? Trial and error? I think not.
Vixpervenit says
Removal of the whole foreskin is mutilation. Moses and Jesus had a nick in their foreskin. The complete removal was a first century innovation by the rabbis who didn’t like the jews hiding the cut. St Peter decided Catholics didn’t need it so there is no place for it in the UK, even tho’ we’re now post-Christian.
Michael says
mem vav lamed (mul) – root word Hebrew is to “cut off” , I have always understood this as a literal meaning, no?
Jedothek says
“Male circumcision hardly ‘mutilation’ it’s been done from the days of Abraham originally to enter into a blood covenant with HaShem.”
This is typical religious irrationality. That the procedure has been done since ancient times as part of a blood covenant does not show that it is not mutilation.
Of course it is mutilation.
Some people trash Judaism as a whole and give Islam a free pass. Some people trash Islam as a whole and give Judaism a free pass. Let’s not do either. Let us apply reason to all assertions, religious or otherwise, and see if they stand up to scrutiny.
Michael says
As i mentioned earlier there was much cutting and self mutilation to the gods in Abraham’s days, his father was an idol maker so invariably Abe was probably covered in mutilation cuts etc as he was a sun worshiper. You never knew if you had pleased the gods enough so they continued cutting until it all led to sacrificing your sons to the god Molech where they were burned alive to please the gods. To enter into covenant with HaShem, all He required was one cut for life – no more mutilation and no more child sacrifice. It was the preamble to the final blood sacrifice of Yeshua once and for all and thereafter no more mutilation at all, however this has carried on to become a Jewish tradition from the days of Moses and Aaron in the wilderness as a sign that the Jews were first called into covenant with the living YHVH.
No one gets a free pass here and many many boys are still circumcised today as a sign of covenant to the living God. The male sperm would go through the circumcised male (blood covenant) into the female as a blood covenant to HaShem. No mutilation here. In fact when young boys begin their Torah studies they start with the learning to recite the book of Leviticus as it is seen as the most gracious book in Scripture because here for the first time was a loving God who carefully instructed His people how to draw closer to Him in relationship without wanting anything in return but it had to be done through blood as “..the life in is the blood..”

The ACLU-ME has also testified against other bills submitted to the Maine legislature on ALAC (American Laws for American Courts), holding refugee resettlement agencies, especially Catholic Charities, accountable for crimes committed by refugees they’ve resettled, ensuring compliance with Federal immigration laws (no sanctuary cities) and so on.
For an organization founded by an avowed communist, Roger Baldwin, they have way too much clout. Committee members value the paid, condescending, vacuous ACLU’s lawyers input over unpaid, patriotic citizens trying to do the right thing to protect our traditional values.
guide inside says
Jewish custom, by Gods instruction, requires circ. for all boys a few days after birth when the bloods clotting properties are at its highest. It is the sign of the covenant God has made with mankind. In fact, God had one of Israel’s armies circumcised before going into battle. It took many days for healing to happen but then they were astoundingly successful on the battlefield. The place of where this happened is named the hill of foreskins. I was circumcised at birth by my surgeon dad which at that time was considered best for male cleanliness. Of course I don’t remember this when I was a baby. To have this done to grown women and especially little girls is a horrendous act of mutilation designed to prohibit any pleasure derived from sexual contact between a husband and wide. Little girls scream as the clitoris is whacked of with a razor blade or some other blunt cutting device. One of many demonic practices this so-called religion does!

While Umdat al-Salik says FGM is required, other Islamic authorities do disagree. I’ve read that based on some hadith, FGM is certainly fitrah but not required. Wish the subject was covered in more depth here.

FGM is exactly that.
Why it might be tolerated is beyond me.

I didn’t say it should be tolerated. Its a ghastly practice. I’m just saying some Islamic sources – and exegesis – I’ve read states FGM should not be considered mandatory, merely fitrah.
And no, I’m not Muslim. In fact, I peruse blogs like Rorate Caeli on a daily basis.
Michael says
Latest stats are 80-90% of women in Egypt have had to undergo FGM, alarming to say the least.
Lydia says
This is just further proof of their oppression of women, torture, and brutality.
They can cut their own private parts off all the way if they want to do this to women.
Michael says
Yes, they do, so almost no clitoris is left and where it was is “stitched” up so the opening is smaller supposedly more pleasurable for men and the women sits with limited ability to clean with a whole host of other problems for the rest of her days due to the altered state of her body.
Michael says
Indeed proof of the barbaric nature of Female mutilation which is very much in line with their physical and mental oppression of women in their belief of Allah, Q’uran , Hadith and Sunna.
sidney penny says
Why would you want to oppose the bill?
In any event, why is there a need for such a law in the first place?
Michael says
As i said earlier it was the first thing HaShem said to Abraham in Gen 17 – “..do this(circumcise) as a covenant to Me..” to differentiate His called/chosen people from the Pagan practices of the day. In Abraham’s days there was much cutting and mutilation of their bodies in order to “please” their gods but HaShem said to Abraham no more cutting “..I require it once only as a sign of My covenant with you and your seed. So when the sperm went through the circumcised flesh into the female it was already going into a “blood covenant” with HaShem. That’s why all Jews after Abraham were circumcised on the 8th day.
Delicia Lewis says
Please! Let’s not compare Male circumcision to the removal of the female clitoris! This is exactly what they want us to do. There is NO comparison! Now, if we were talking about the removal of male penis’s it would be Barbaric, Never done, criminal ! But because this mutilation is done on little innocent girls, it’s debatable. Where are the true Women’s rights activist? I am attending a March on the 1oth of June, hope to see some of you there.
gravenimage says
Agreed.
Please let us know how the march goes.
Jedothek says
there a re at least two sense of “compare”:
1. in the literal sense of ‘make equal’, Delicia is right: FGM is worse than male circumcision.
2. in another sense, ‘put side by side to note similarities’, it is in fact quite relevant to compare FGM and male circumcision. They a re forms of mutilation. I think that those of us who a re insisting on the comparison on this web site a re not trying to minimize or justify the harm done to girls, but r rather trying to reopen a debate as to whether we in America should be cutting little penises without the consent of their owners.

Fake News here. Why doesn’t JW cite the ACLU’s entire rationale instead of cherry-picking inflammatory phrases? Here is “the rest of the story” from the ACLU”
“In the case of LD 745, the severity of the proposed new penalties could have the effect of tearing families apart. Parents and children could be less willing to come forward, given the potential for such severe results.
For nearly a decade, the ACLU has supported laws aimed at protecting the rights and safety of women and girls. This includes laws condemning the practice of FGM. Our opposition to LD 745 does not change that. We remain committed to working with our partners who advocate for the rights of women and girls, and those in Maine’s immigrant communities, to find evidence-based solutions that will truly protect these vulnerable populations.”
